रायपुर | [छत्तीसगढ़ बुलेटिन] | chhattisgarh bulletin छत्तीसगढ़ में पूर्ण शराब बंदी लागू किये जाने के संबंध में अनुशंसा हेतु छत्तीसगढ़ के प्रमुख राजनैतिक दलों के विधायकों की राजनैतिक समिति की तृतीय बैठक आज नया रायपुर के वाणिज्य कर एवं जीएसटी भवन के आबकारी आयुक्त कार्यालय में विधायक सत्यनारायण शर्मा की अध्यक्षता में संपन्न हुई।
बैठक में समिति के अध्यक्ष विधायक शर्मा ने बताया कि राजनैतिक समिति में सदस्य के रूप में शामिल करने के लिए भारतीय जनता पार्टी तथा जनता कांग्रेस छत्तीसगढ़ ( जे ) से 2-2 विधायकों के नाम मांगे गए थे। किंतु इन दोनों पार्टियों द्वारा विधायकों के नाम देने से इंकार किये जाने के संबंध में प्राप्त पत्र की जानकारी सदस्यों को दी।
अध्यक्ष शर्मा ने बताया कि छत्तीसगढ़ में पूर्ण शराबबंदी के लिए किए जाने वाले आवश्यक तैयारी के अध्ययन के लिए दल का गठन किया जाएगा। अध्ययन दल द्वारा अन्य राज्यों जहां वर्तमान में पूर्ण शराब बंदी लागू है, ऐसे राज्य जहां पूर्ण शराब बंदी लागू थी, किन्तु बाद में शराब का विक्रय पुनः प्रारंभ किया गया तथा देश के एक अनुसूचित जनजाति बाहुल्य राज्य का अध्ययन भ्रमण कर रिपोर्ट तैयार करेगी। इसके लिए संबंधित राज्यों को अवगत कराते हुए अनुमति ली जाएगी। अनुमति मिलने पर अध्ययन भ्रमण के लिए कार्यक्रम बनाया जाएगा।
बैठक में सदस्यों द्वारा छत्तीसगढ़ में अवैध मदिरा विक्रय पर प्रभावी नियंत्रण किये जाने हेतु सुझाव दिया गया। साथ ही अवैध मदिरा की जप्ती पर बनाये जाने वाले पंचनामे पर संबंधित ग्राम के सरपंच , ग्राम पटेल , कोतवाल तथा समाज प्रमुख / प्रबुद्ध नागरिकों को पंचनामे में उनका हस्ताक्षर अनिवार्य किये जाने का सुझाव दिया गया।
बैठक में सदस्यों द्वारा मदिरा दुकानों में सी . सी . टी . व्ही . कैमरा सतत् रूप से चालू रखने , शराब के अलावा अन्य वैकल्पिक नशों पर प्रभावी नियंत्रण किये जाने , विभागीय टोल फ्री नंबर 14405 पर प्राप्त शिकायतों का त्वरित निराकरण किये जाने संबंधी इत्यादि सुझाव दिये गये।
आबकारी आयुक्त निरंजन दास ने पूर्व बैठकों के कार्यवाही विवरण एवं पालन प्रतिवेदन से अवगत कराया। बैठक में समिति के सदस्य संसदीय सचिव रश्मि सिंह , शिशुपाल सोरी , कुंवर सिंह निषाद , विधायक केशव चंद्रा , उत्तरी जांगड़े , विधायक द्वारकाधीश यादव, विधायक धनेश्वर साहू, विधायक पुरुषोत्तम कंवर तथा आबकारी विभाग के अधिकारी उपस्थित थे।
Team formed for complete prohibition of liquor in Chhattisgarh, report will be made after visiting the states
Raipur | [Chhattisgarh Bulletin] | The third meeting of the political committee of MLAs of major political parties of Chhattisgarh was held today under the chairmanship of MLA Satyanarayan Sharma in the office of Excise Commissioner, Commercial Tax and GST Bhawan, Naya Raipur, for recommendations regarding implementation of complete liquor ban in Chhattisgarh.
In the meeting, the chairman of the committee, MLA Sharma told that the names of 2 MLAs each from Bharatiya Janata Party and Janata Congress Chhattisgarh (J) were sought to be included as members in the political committee. But the information received by these two parties regarding the refusal to give the names of the MLAs was given to the members.
Chairman Sharma informed that a team would be formed to study the necessary preparations to be made for complete prohibition in Chhattisgarh. The study team will prepare a report by visiting other states where complete prohibition is currently in force, such states where complete prohibition was in force, but later the sale of liquor was resumed and a ST dominated state of the country would study tour. For this, permission will be taken by informing the concerned states. On receipt of permission, a program for study tour will be prepared.
In the meeting, suggestions were made by the members for effective control over illegal liquor sales in Chhattisgarh. Simultaneously, on the Panchnama to be made on the seizure of illegal liquor, it was suggested to make it mandatory for the Sarpanch, Village Patel, Kotwal and Samaj Pramukh / Enlightened citizens to make their signature in the Panchnama mandatory.
In the meeting, the liquor shops were closed by the members. C . Tea . V. Suggestions were given to keep the cameras running continuously, effective control of alternative drugs other than liquor, speedy redressal of complaints received on departmental toll free number 14405, etc.
Excise Commissioner Niranjan Das apprised about the proceedings details and compliance report of the earlier meetings. Members of the committee, Parliamentary Secretary Rashmi Singh, Shishupal Sori, Kunwar Singh Nishad, MLA Keshav Chandra, North Jangde, MLA Dwarkadhish Yadav, MLA Dhaneshwar Sahu, MLA Purushottam Kanwar and officials of the Excise Department were present in the meeting.
