रायपुर | [छत्तीसगढ़ बुलेटिन] | दरअसल, छत्तीसगढ़ के सरगुजा, सूरजपुर और कोरबा जिलों में फैले हसदेव अरण्य में कोयला खनन का मुद्दा लंदन की कैंब्रिज यूनिवर्सिटी में उठा है। राहुल गांधी पिछले 4 दिन से लंदन में हैं। राहुल गांधी कैंब्रिज यूनिवर्सिटी में आयोजित संवाद में हिस्सा लेने पहुंचे।
एक्सआर यूथ कैंब्रिज से जुड़े स्टूडेंट्स ने राहुल गांधी से इंडिया at 75 कार्यक्रम में पूछा कि हसदेव अरण्य क्षेत्र में खनन की अनुमति दे दी गई है। आपने आदिवासियों से कहा था कि कोयला खनन के खिलाफ उनके साथ खड़े रहेंगे।
राहुल गांधी ने कहा, उन्हें इस फैसले से समस्या है। वह पार्टी के भीतर इस पर काम कर रहे हैं। उन्होंने कहा कि मैं इस पर काम कर रहा हूं। मैं विरोध देख रहा हूं। मुझे पता है कि विरोध चल रहा है और मुझे लगता है कि कुछ मायनों में विरोध उचित भी है।
कांग्रेस के पूर्व अध्यक्ष राहुल गांधी से वहां के स्टूडेंट्स ने पूछा कि 2015 में आपने हसदेव अरण्य के आदिवासियों से कहा था कि जंगल उजड़ने नहीं देंगे। उनके अधिकारों की रक्षा करेंगे और कोयला खनन के खिलाफ उनके साथ खड़े रहेंगे।
छत्तीसगढ़ में कांग्रेस की सरकार है फिर भी वनों की कटाई और खदानों विस्तार की अनुमति कैसे मिल रही है। राहुल गांधी ने इसके जवाब में कहा कि वे इस मुद्दे पर पार्टी के भीतर बात कर रहे हैं। जल्दी ही इसका नतीजा सामने आएगा।
2019 से ग्रामीण कर रहे विरोध
बता दें कि उदयपुर क्षेत्र के हरिहरपुर, फतेहपुर और साल्ही ग्राम पंचायत के लोग खदान खोलने का साल 2019 से विरोध कर रहे हैं। प्रधानमंत्री से लेकर राष्ट्रपति और मुख्यमंत्री को ग्रामीण पत्र लिख चुके हैं। यहां के ग्रामीण 300 किलोमीटर पैदल चलकर राज्यपाल से मिलने रायपुर भी गए थे, लेकिन इसके बाद भी सुनवाई नहीं हुई। इसके बाद 2 मार्च 2022 से साल्ही गांव में प्रदर्शन कर रहे थे।
बता दें कि परसा कोल ब्लॉक में खनन शुरू करने एनओसी जारी को लेकर लंबे समय तक गतिरोध बना था। राजस्थान के मुख्यमंत्री अशोक गहलोत रायपुर गए थे और मुख्यमंत्री भूपेश बघेल मुलाकात की थी, जिसके बाद खनन के लिए वन एवं पर्यावरण की स्वीकृति प्रदान की गई है। राज्य शासन की स्वीकृति के बाद कोल ब्लॉक का भारी विरोध हो रहा है।
राजस्थान की बिजली कंपनी को जाएगा कोयला
राजस्थान के विद्युत उत्पादन निगम लिमिटेड को आवंटित परसा कोल ब्लाक के डेवलेपमेंट एवं माइनिंग का ठेका अडानी इंटरप्राइसेस के हाथों में है। पहले चरण में परसा कोल ब्लॉक में 841 हेक्टेयर जंगल की भूमि से पेड़ों की कटाई की गई थी।
दूसरे चरण में परसा ईस्ट-केते-बासेन कोल ब्लॉक में कुल 2711 हेक्टेयर क्षेत्र में कोल उत्खनन की मंजूरी दी गई है। इसमें 1898 हेक्टेयर भूमि वनक्षेत्र है, जिसमें परसा, हरिहरपुर, फतेहपुर व घाटबर्रा के 750 परिवार विस्थापित होंगे। खदान खोलने के विरोध करते हुए ग्रामीण 15 अप्रैल 2022 की दोपहर ग्राम साल्ही स्थित खदान के पास भारी संख्या में पहुंचे थे।
ग्रामीणों ने कंपनी के जनरेटर व मजदूरों के अस्थाई टीन शेड से बने आवास को आग के हवाले कर दिया था, जिसके बाद पुलिस व प्रशासन के अफसर पहुंचे थे।
हसदेव बचाने सोशल मीडिया में चल रहा कैंपेन
परसा कोल ब्लॉक प्रभावित गांवों के लोग करीब 3 महीनों से धरने पर बैठे हैं। ग्रामीण जंगलों में पेड़ों की रखवाली कर रहे हैं। पेड़ कटाई का मामला सुप्रीम कोर्ट और भूमि अधिग्रहण का मामला हाईकोर्ट तक भी पहुंच चुका है। रात में पेड़ कटाई पर हाईकोर्ट ने पिछले दिनों राज्य सरकार से जवाब भी मांगा है।
कोल बेयरिंग एक्ट के प्रावधानों एवं सुप्रीम कोर्ट के कोल ब्लॉक जजमेंट के विरूद्ध खदान खोले जाने का मामला सामने आया था। वहीं पेड़ कटाई से पहले NTCA-NBWL से पूछा तक नहीं गया था, जिस पर राष्ट्रीय बाघ संरक्षण प्राधिकरण ने छत्तीसगढ़ शासन से जवाब भी मांगा है।
एक तरफ खदान खोले जाने के विरोध में सोशल मीडिया में हसदेव बचाने कैंपेन चलाए जा रहे हैं वहीं दूसरी ओर राजस्थान विद्युत मंडल के सीएमडी आरके शर्मा छत्तीसगढ़ दौरे पर आए हुए हैं। वे सोमवार को सूरजपुर कलेक्टर से मिले। मंगलवार को मुख्य सचिव अमिताभ जैन से मिले और खदान जल्द खोलने का आग्रह किया।

Villagers are protesting since 2019
Let us inform that the people of Hariharpur, Fatehpur and Salhi Gram Panchayat of Udaipur region are opposing the opening of the mine since the year 2019. From the Prime Minister to the President and the Chief Minister, rural letters have been written. The villagers here had also gone to Raipur after walking 300 km to meet the governor, but even after this, the hearing was not held. After this, from March 2, 2022, Salhi was demonstrating in the village.

Coal will go to Rajasthan’s electricity company
The contract for development and mining of Parsa coal block allotted to Vidyut Utpadan Nigam Limited of Rajasthan is in the hands of Adani Enterprises. In the first phase, felling of trees was done from 841 hectares of forest land in Parsa coal block.
In the second phase, coal mining has been approved in an area of 2711 hectares in Parsa East-Kete-Basen coal block. It has 1898 hectares of forest area, in which 750 families of Parsa, Hariharpur, Fatehpur and Ghatbarra will be displaced. On the afternoon of April 15, 2022, villagers had reached in large numbers near the mine located in village Salhi, protesting against the opening of the mine.
