रायपुर | [छत्तीसगढ़ बुलेटिन] | राज्य में OPS (पुरानी पेंशन योजना) लागू करने की घोषणा पर अमल शुरू हो गया है। राजपत्र में अधिसूचना का प्रकाशन कर दिया गया है। सीएम भूपेश बघेल ने विधानसभा में पुरानी पेंशन लागू करने की घोषणा की थी। राज्य शासन द्वारा NPS (नवीन अंशदायी पेंशन) योजना के स्थान पर 1 नवंबर 2004 से पुरानी पेंशन योजना बहाल कर दी गई है। भविष्य निधि लेखा के संधारण एवं पेंशन से संबंधित सभी कार्यवाही करने अलग से संचालनालय, पेंशन एवं भविष्य निधि की स्थापना की जाएगी।

अधिसूचना के अनुसार नवीन अंशदायी पेंशन योजना के तहत सरकारी कर्मचारियों के वेतन से की जा रही 10 प्रतिशत मासिक अंशदान की कटौती 1 अप्रैल 2022 से समाप्त हो जायेगी तथा सामान्य भविष्य निधि नियम के अनुसार मूल वेतन (परिलब्धियां) का न्यूनतम 12% कटौती की जायेगी।

न्यू पेंशन स्कीम योजना के अंतर्गत सभी सरकारी कर्मचारियों का छत्तीसगढ़ सामान्य भविष्य निधि लेखा, महालेखाकार कार्यालय के स्थान पर वित्त विभाग के नियंत्रण में संचालनालय, कोष, लेखा एवं पेंशन के पास (नवीन संचालनालय, पेंशन एवं भविष्य निधि की स्थापना अवधि तक) होगा।

पेंशन एवं भविष्य निधि संचालनालय की होगी स्थापना

छत्तीसगढ़ सामान्य भविष्य निधि लेखा के संधारण एवं पेंशन से संबंधित सभी कार्यवाही करने अलग से संचालनालय, पेंशन एवं भविष्य निधि की स्थापना की जाएगी। एनएसडीएल से प्राप्त शासकीय अंशदान एवं उस पर अर्जित ब्याज की राशि को भविष्य के पेंशनरी दायित्वों के भुगतान के लिए लोक लेखे के अंतर्गत अलग निधि में रखा जाएगा। प्रतिवर्ष, गत वर्ष के पेंशनरी दायित्वों के 4% के बराबर राशि पेंशन निधि में जमा की जाएगी।

अंशदान की जमा राशि भविष्य निधि में ट्रांसफर होगी

सरकारी कर्मचारियों के अंशदान की जमा मूल राशि को छत्तीसगढ़ सामान्य भविष्य निधि खाते में ट्रांसफर किया जाएगा और उस पर 1 नवंबर 2004 से छत्तीसगढ़ सामान्य भविष्य निधि नियमों के अंतर्गत राज्य शासन द्वारा समय-समय पर जारी ब्याज दर संबंधी निर्देशों के अनुसार, ब्याज का भुगतान भी किया जायेगा।

1 नवंबर 2004 से पुरानी पेंशन योजना लागू होने के दिनांक के मध्य सेवानिवृत्त, मृत कर्मचारियों के प्रकरणों में भी पुरानी पेंशन योजना के अनुरूप पात्र सरकारी कर्मचारी, परिवारों को नियमानुसार लाभ देय होगा।

मृत्यु व सेवानिवृत्ति के प्रकरण में भी OPS लागू होगा

ऐसे सरकारी कर्मचारी, जिनको नवीन अंशदायी पेंशन योजना में सेवानिवृत्ति के बाद अथवा सरकारी कर्मचारी के मृत्यु प्रकरणों में उनके परिवार को सेवानिवृत्ति लाभ प्राप्त हो चुके हैं। ऐसे प्रकरणों में पुरानी पेंशन योजना के अनुरूप लाभ का निर्धारण करने संबंधी दिशा-निर्देश पृथक से जारी किये जाएंगे।

योजना के अंतर्गत लेखा संधारण, विनियमन एवं प्रक्रिया के संबंध में विस्तृत दिशा-निर्देश पृथक से जारी किए जाएंगे। न्यू पेंशन स्कीम के स्थान पर पुरानी पेंशन योजना बहाली संबंधी समस्त कार्यों का निष्पादन एवं अन्य अनुषांगिक कार्यवाही, वित्त विभाग द्वारा की जाएगी।

CM Bhupesh Baghel had announced the implementation of old pension in the assembly. The old pension scheme has been restored by the state government from 1 November 2004 in place of NPS (New Contributory Pension) scheme. A separate Directorate, Pension and Provident Fund will be established to take all the action related to the maintenance of provident fund account and pension.

According to the notification, the deduction of 10 percent monthly contribution from the salary of government employees under the New Contributory Pension Scheme will end from April 1, 2022 and as per the General Provident Fund rule, a minimum of 12% of the basic salary (emoluments) will be deducted.

Under the New Pension Scheme scheme, Chhattisgarh General Provident Fund account of all government employees will be under the control of the Finance Department in place of the Accountant General’s office, with the Directorate, Treasury, Accounts and Pensions (till the establishment of the new Directorate, Pension and Provident Fund).

 Pension and Provident Fund Directorate will be established

A separate Directorate, Pension and Provident Fund will be established to take all the action related to the maintenance of Chhattisgarh General Provident Fund Account and pension. The amount of Government contribution received from NSDL and interest earned thereon will be kept in a separate fund under Public Account for payment of future pensionary liabilities. Every year, an amount equal to 4% of the previous year’s pensionary liabilities will be credited to the Pension Fund.

The contribution amount will be transferred to the provident fund

The principal amount deposited in the contribution of government employees will be transferred to the Chhattisgarh General Provident Fund account and interest will be paid on it from November 1, 2004 under the Chhattisgarh General Provident Fund Rules, as per the instructions on the rate of interest issued by the State Government from time to time. will also be done.

According to the old pension scheme, in the cases of retired, deceased employees from November 1, 2004, between the date of implementation of the old pension scheme, benefits will be payable to the eligible government employees, families as per rules.

 OPS will be applicable in case of death and retirement also.

Such government employees, who have received retirement benefits after retirement in the new contributory pension scheme or in cases of death of a government employee. In such cases, guidelines for determining benefits as per old pension scheme will be issued separately.

Detailed guidelines regarding account maintenance, regulation and procedure under the scheme will be issued separately. In place of New Pension Scheme, all the works related to restoration of old pension scheme and other ancillary action will be done by the Finance Department.
