रायपुर | [छत्तीसगढ़ बुलेटिन] | विधानसभा छत्तीसगढ़ के मॉनसून सत्र में प्रदेश कांग्रेस सरकार के खिलाफ भाजपा ने अविश्वास प्रस्ताव लाया। नेता प्रतिपक्ष व बिल्हा विधायक धरमलाल कौशिक ने प्रस्ताव पेश करते हुए कहा कि इस सरकार ने सदन का विश्वास खो दिया है। सरकार को साढ़े 3 वर्ष हो चुके हैं, लेकिन जनता से किए वादों को पूरा नहीं किया गया है। चुनाव के दौरान राज्य में पूर्ण शराबबंदी, किसानों को बोनस, युवाओं को बेरोजगारी भत्ता और रोजगार का वादा किया था, लेकिन इनमें से कोई भी वादा पूरा नहीं किया। सरकार को पद पर बने रहने का कोई अधिकार नहीं है। इस पर विपक्ष और सत्ताधारी दल के विधायकों के बीच तीखी बहस हुई।
भाजपा विधायक बृजमोहन अग्रवाल ने कहा कि कांग्रेस जिन वादों के सहारे सत्ता में आई, उसे सरकार पूरा नहीं कर रही है। इसके जवाब में कांग्रेसी विधायक मोहन मरकाम ने कहा कि सरकार ने किसानों की कर्जमाफी, 2500 रुपये प्रति क्विंटल की दर से धान खरीदी, किसानों को जमीन वापसी सहित कई कल्याणकारी योजनाएं चला रही है। सरकार आम लोगों के हक में काम कर रही है। भाजपा विधायक पुन्नूलाल मोहले और सौरभ सिंह ने कहा इस सरकार में छत्तीसगढ़ का विकास रुक गया है। संसदीय कार्य मंत्री रविंद्र चौबे ने विपक्ष के अविश्वास प्रस्ताव का विरोध किया।
बृजमोहन अग्रवाल ने कहा कि प्रशासन को शासन पर विश्वास नहीं है, इसलिए अविश्वास प्रस्ताव लाया है। हमसे पहले तो एक मंत्री ही अविश्वास प्रस्ताव ले आए। उस मंत्री को हटाने का सरकार में दम नहीं है। 18 लाख लोगों के सिर से छत छीन लिया गया, इससे बड़ा अविश्वास कोई नहीं है। मंत्रियों के निर्णयों की समीक्षा चीफ सेक्रेटरी करें, ये कैसी सरकार है।
सत्ता पक्ष के सदस्यों ने बोलने की समय सीमा के पालन कराने की मांग की। मुख्यमंत्री ने भी सदन में उठकर समय सीमा के पालन की बात कही। समय सीमा को लेकर विवाद और तीखी नोक झोंक विधानसभा अध्यक्ष के हस्तक्षेप के बाद खत्म हुई। सत्ता पक्ष और विपक्ष के विधायकों के बीच अविश्वास प्रस्ताव पर तीखी नोंक-झोक जारी है।
नियमितीकरण का उठा मुद्दा
प्रश्नकाल में अनियमित और संविदा कर्मचारियों के नियमितीकरण और सरकारी कर्मचारियों के हड़ताल का मुद्दा उठा। भाजपा विधायक विद्यारतन भसीन के सवाल पर मुख्यमंत्री भूपेश बघेल ने सदन को बताया कि नियमितीकरण के लिए दिसंबर 2019 में अधिकारियों की एक समिति बनाई गई थी। विभागों, मंडलों, आयोगों और प्राधिकरणों से अनियमित कर्मचारियों की जानकारी मंगाई गई है।
इस पर नेता प्रतिपक्ष धरमलाल कौशिक व शिवरतन शर्मा ने सरकार पर सदन को गुमराह करने का आरोप लगाया। विधायक सौरभ सिंह ने कहा कि सुप्रीम कोर्ट का 2006 का एक निर्णय है, जिसके तहत नियमितीकरण हो ही नहीं सकता। इस पर मुख्यमंत्री भूपेश बघेल ने कहा- आप देखते रहिए अभिमत भी आएगा और नियमितीकरण भी होगा।

The government is working for the benefit of the common people. BJP MLAs Punnulal Mohale and Saurabh Singh said that the development of Chhattisgarh has stopped under this government. Parliamentary Affairs Minister Ravindra Choubey opposed the no-confidence motion of the opposition.
Brijmohan Aggarwal said that the administration does not have faith in the government, hence has brought a no-confidence motion. Before us, only one minister had brought a no-confidence motion. The government has no power to remove that minister. The roof was snatched from the heads of 18 lakh people, there is no greater disbelief than this. The Chief Secretary should review the decisions of the ministers, what kind of government is this.
The members of the ruling party demanded the observance of the deadline for speaking. The Chief Minister also got up in the House and talked about following the time limit. The dispute over the time limit and acrimonious tussle ended after the Speaker’s intervention. The issue of regularization of irregular and contractual employees and strike of government employees arose during the Question Hour. On the question of BJP MLA Vidyaratan Bhasin, Chief Minister Bhupesh Baghel told the House that a committee of officers was formed in December 2019 for regularization. Information on irregular employees has been called from departments, divisions, commissions and authorities.
On this, Leader of Opposition Dharamlal Kaushik and Shivratan Sharma accused the government of misleading the House. MLA Saurabh Singh said that there is a 2006 decision of the Supreme Court, under which regularization cannot happen.
