हाईकोर्ट के मजिस्ट्रेट खुद बाजार जाकर प्लास्टिक प्रतिबंध जांचेंगे haeekort ke majistret khud baajaar jaakar plaastik pratibandh jaanchenge
राज्य में प्लास्टिक से निर्मित कचरे पर पूरी तरह से प्रतिबंध लगाने को लेकर दायर जनहित याचिका पर सोमवार को उत्तराखंड हाईकोर्ट में सुनवाई हुई। इस दौरान याचिकाकर्ता की तरफ से कोर्ट को अवगत कराया गया कि उत्तराखंड में प्लास्टिक बैन के आदेश का पालन नहीं किया जा रहा है। जिस पर मुख्य न्यायाधीश विपिन सांघी और न्यायमूर्ति आरसी खुल्बे की खंडपीठ ने नाराजगी व्यक्त करते हुए कहा कि अधिकारियों को लेकर हाईकोर्ट के न्यायमूर्ति स्वयं मौके पर जाकर इसकी जांच करेंगे।
इसकी शुरुआत 8 सितंबर को नैनीताल जिले के धानाचूली से की जाएगी। साथ ही निरीक्षण के बाद अग्रिम आदेश पारित किए जाएंगे। मामले की सुनवाई के लिए हाईकोर्ट ने 12 सितंबर की तिथि नियत की है।
बता दें कि हवालबाग जिला अल्मोड़ा निवासी जितेंद्र यादव ने जनहित याचिका दायर कर कहा है कि राज्य सरकार ने 2013 में प्लास्टिक यूज एवं उसके निस्तारण करने के लिए नियमावली बनाई गई थी। परन्तु इन नियमों का पालन नहीं किया जा रहा है। वर्ष 2018 में केंद्र सरकार ने प्लास्टिक वेस्ट मैनेजमेंट रूल्स बनाए गए थे।
जिसमें उत्पादकर्ता, परिवहनकर्ता और विक्रेताओं को जिम्मेदारी दी गई थी कि वे जितना प्लास्टिक निर्मित माल बेचेंगे, उतना ही खाली प्लास्टिक वापस ले जाएंगे। अगर नहीं ले जाते हैं तो संबंधित नगर निगम, नगर पालिका एवं अन्य स्थानीय निकाय को फंड देंगे। ताकि इस फंड से स्थानीय निकाय इस प्लास्टिक का निस्तारण कर सकें।
High court magistrate himself will go to market and check plastic ban
A PIL filed for a complete ban on plastic waste in the state was heard in the Uttarakhand High Court on Monday. During this, the court was informed on behalf of the petitioner that the order of plastic ban is not being followed in Uttarakhand. On which the division bench of Chief Justice Vipin Sanghi and Justice RC Khulbe expressed displeasure and said that the High Court Justice himself will go to the spot and investigate the matter.
It will be started from Dhanachuli in Nainital district on September 8. Also, after inspection, advance orders will be passed. The High Court has fixed September 12 for hearing the matter.
Let us inform that Jitendra Yadav, a resident of Hawalbagh district, Almora, has filed a public interest litigation saying that the state government had made rules for plastic use and disposal in 2013. But these rules are not being followed. Plastic Waste Management Rules were made by the Central Government in the year 2018.
In which the producers, transporters and sellers were given the responsibility that the more plastic manufactured goods they sell, the more empty plastic they will take back. If not taken, then the concerned Municipal Corporation, Municipality and other local bodies will be given funds. So that the local bodies can dispose of this plastic with this fund.
