रायपुर | [कोर्ट बुलेटिन] | छत्तीसगढ़ अंतर्गत बलरामपुर के लोंगरटोला में 6 जुलाई 2011 को 16 साल की आदिवासी किशोरी मीना खलखो की गोली लगने से मौत मामले में रायपुर की अदालत ने सभी आरोपी पुलिसकर्मियों को बरी कर दिया है। छत्तीसगढ़ के बहुचर्चित मीना खलको हत्याकांड मामले 11 साल बाद फैसला आया है। अदालत में अभियोजन की लापरवाही की वजह से साक्ष्य पेश नहीं हो सके, जिससे तीनों आरोपियों को कोर्ट ने दोषमुक्त किया है। पुलिसकर्मी धर्मदत्त धनिया, जीवनलाल रत्नाकर और निकोदिम खेस इस हत्याकांड में आरोपी बनाए गए थे। आदेश की कॉपी एक महीने बाद जारी की गई है।

न्यायिक जांच आयोग ने पुलिसकर्मियों को अपनी जांच में दोषी माना, लेकिन किसी तरह के सबूत नहीं होने के कारण पुलिसकर्मियों को बरी कर दिया गया है। दोषमुक्त करार दिए गये धर्मदत्त धानिया इन दिनों दिल्ली में हैं। जीवनलाल रत्नाकर रामानुजगंज में प्रधान आरक्षक हैं। एक अन्य आरोपी निकोदिम खेस की मौत हो चुकी है।

कब और कैसे हुई थी मीना खलखो की हत्या

बलरामपुर के लोंगरटोला में 6 जुलाई 2011 को 16 साल की आदिवासी किशोरी मीना खलखो की गोली लगने से मौत हुई थी। पुलिस वालों ने दावा किया किया था कि झारखंड से आए नक्सलियों के साथ 2 घंटे तक चली मुठभेड़ के दौरान मीना को गोली लगी थी।

सरगुजा के चांदो थाना क्षेत्र के करचा गांव के पास पुलिस ने मीना खलखो को नक्सली बताकर मार गिराने का दावा किया गया था। डॉ. रमन सिंह (BJP) की सरकार के दौरान प्रदेशभर में इसे लेकर काफी हंगामा हुआ था। इसके बाद CID ने जांच की। जांच में माना था कि मीना खलखो की हत्या आरक्षक धर्मदत्त धनिया और आरक्षक जीवनलाल रत्नाकर ने की थी।

CID ने यह भी माना था कि हत्यारों को बचाने के लिए थाना प्रभारी ने झूठे साक्ष्य गढ़े थे, जिसका खुलासा होने के बाद कार्रवाई की गई थी। विशेषज्ञ जांच में भी मीना की मौत एसएलआर की गोलियों से होना पाया गया था।

3 पुलिस कर्मियों पर दर्ज हुआ था हत्या का केस

घटना के बाद मीना खलको के परिजनों और अन्य ग्रामीणों ने पुलिस पर आरोप लगाया था कि पुलिस ने फर्जी मुठभेड़ में मीना को मार गिराया है। मीना खलको के नक्सली या उससे संबंध होने से ग्रामीणों ने इनकार किया था। भारी आक्रोश को देखते हुए शासन की ओर से न्यायिक जांच के आदेश दिए गए। पूरे केस की बारीकी से पड़ताल का जिम्मा सीआईडी को सौंपा गया था।

जांच आयोग ने यह भी कहा था कि मीना की मौत पुलिस की गोली से हुई है। इसके बाद cid ने मीना की हत्या का मामला दर्ज किया और मामले की जांच शुरू की थी। सीआईडी ने मीना खलको हत्याकांड में 25 पुलिस कर्मियों के इस घटना में शामिल होने की बात कही थी, लेकिन 3 पुलिसकर्मियों के खिलाफ ही हत्या का मामला दर्ज किया गया था।

The Judicial Inquiry Commission found the policemen guilty in its investigation, but the policemen were acquitted as there was no evidence. Dharmdutt Dhania, who has been declared acquitted, is in Delhi these days. Jeevanlal Ratnakar is the head constable in Ramanujganj. Another accused Nikodim Khes has died.

 When and how was Meena Khalkho murdered?

On July 6, 2011, Meena Khalkho, a 16-year-old tribal teenager, was shot dead in Longartola, Balrampur. The policemen had claimed that Meena was shot during a two-hour-long encounter with Naxalites from Jharkhand.

Near Karcha village of Chando police station area of ​​Surguja, the police claimed to have killed Meena Khalkho by calling it a Naxal. During the government of Dr. Raman Singh (BJP), there was a lot of uproar in the state about this. After this the CID investigated. In the investigation, it was believed that Meena Khalkho was murdered by constable Dharmdutt Dhaniya and constable Jeevanlal Ratnakar.

The CID had also admitted that the police station in-charge had fabricated false evidence to save the killers, which was acted upon after its disclosure. In the expert investigation also, Meena’s death was found to be due to SLR bullets.

 Murder case was registered against 3 police personnel

After the incident, Meena Khalko’s family members and other villagers had accused the police of killing Meena in a fake encounter. The villagers denied Meena Khalko’s nexus with the Naxalite or her. In view of the huge outrage, a judicial inquiry was ordered by the government. The CID was entrusted with the responsibility of investigating the entire case in detail.

The Commission of Inquiry had also said that Meena died due to police firing. After this cid registered a case of murder of Meena and started the investigation of the case. The CID had said that 25 police personnel were involved in the Meena Khalko murder case, but a case of murder was registered against only 3 policemen.
