नई दिल्ली | [कोर्ट बुलेटिन] | राष्ट्रीय खाद्य सुरक्षा अधिनियम होने के बावजूद भी लोग भूख से मर रहे हैं। यह चिंता का सबब है। हमारा मकसद है कि देश में भूख से एक भी मौत न हो। देश में भूख की वजह से होने वाली मौतों को लेकर सुप्रीम कोर्ट ने तल्ख टिप्पणी की है। कोर्ट ने राज्य सरकारों को सभी प्रवासी कामगारों को रियायती अनाज के लिए राशन कार्ड देने का निर्देश दिया।

 

जस्टिस एमआर शाह और जस्टिस बीवी नागरत्ना की पीठ ने राज्य सरकारों को ऐसी रूपरेखा तैयार करने के लिए कहा। इसके जरिए यह सुनिश्चित करने को कहा गया कि ज्यादा से ज्यादा प्रवासी श्रमिकों को राशन मिले। पीठ ने कहा कि प्रत्येक राज्य में खाद्य एवं सिविल सेवा विभाग का लक्ष्य होना चाहिए कि वह कितने राशन कार्ड पंजीकृत करेंगे। इसके लिए एक निश्चित मानदंड होना चाहिए।

 

पीठ सामाजिक कार्यकर्ता अंजलि भारद्वाज, हर्ष मंदर और जगदीप छोकर की उस याचिका पर सुनवाई कर रही थी, जिसमें सुप्रीम कोर्ट ने 2020 में प्रवासी मजदूरों की समस्याओं का संज्ञान लिया था। याचिका में देश में कोरोना की दूसरी लहर के दौरान संकट का सामना करने वाले प्रवासी श्रमिकों के लिए खाद्य सुरक्षा, नकद और अन्य कल्याणकारी उपायों को सुनिश्चित करने के लिए केंद्र व राज्यों को निर्देश देने की मांग की थी। पीठ ने कहा कि वह इस मामले में कुछ आदेश पारित करेगी और दो सप्ताह के बाद मामले की सुनवाई करेगी।

 

पीठ ने यह भी कहा कि हमारे देश के लिए किसान और प्रवासी कामगार दोनों बहुत ही अहम हैं। प्रवासी राष्ट्र के निर्माण में बहुत महत्वपूर्ण भूमिका निभाते हैं। ऐसे में उनके अधिकारों को नजरअंदाज नहीं किया जा सकता। केंद्र एक व्यवस्था बनाने की तैयारी करे, जिससे उन्हें भी खाद्यान्न मिल सके। खासकर उन्हें जिनके पास राशन कार्ड नहीं हो।

Our aim is that there should not be a single death due to hunger in the country. The Supreme Court has made a strong comment on the deaths due to hunger in the country. The court directed the state governments to issue ration cards to all migrant workers for subsidized food grains.

 

A bench of Justices MR Shah and BV Nagarathna asked the state governments to prepare such a framework. Through this, it was asked to ensure that maximum number of migrant workers get ration. The bench said that the Food and Civil Services Department in each state should have a target as to how many ration cards they will register. There should be a certain criterion for this.

 

The bench was hearing a plea by social activists Anjali Bhardwaj, Harsh Mander and Jagdeep Chhokar, in which the Supreme Court took cognizance of the problems of migrant laborers in 2020. The petition had sought directions to the Center and the states to ensure food security, cash and other welfare measures for the migrant workers who were facing crisis during the second wave of Corona in the country. The bench said that it will pass certain orders in the matter and will hear the matter after two weeks.

 

The bench also said that both farmers and migrant workers are very important for our country. Migrants play a very important role in nation building. As such, their rights cannot be ignored. The center should make preparations to make a system, so that they too can get food grains. Especially those who do not have ration card.
