रांची | [कोर्ट बुलेटिन] | प्रदेश सरकार को भूख से मौत की परिभाषा बताने को झारखंड हाईकोर्ट ने कहा है। झारखंड हाईकोर्ट ने पूछा है कि भूख से मौत का मतलब क्या है और सरकार कब मानती है कि किसी की मौत भूख से हुई है। स्वत: संज्ञान लिए मामले की शुक्रवार को सुनवाई करते हुए चीफ जस्टिस डॉ रवि रंजन और जस्टिस सुजीत नारायण प्रसाद की अदालत ने 4 सप्ताह में सरकार को इसकी जानकारी देने को कहा है।

अदालत ने सरकार को शपथपत्र के माध्यम से यह बताने को कहा है कि सरकार की ओर से गरीबों के लिए कौन-कौन सी योजनाएं चलायी जा रही हैं। इन योजनाओं का लाभ कितने लोगों को मिल रहा है। इसकी वर्तमान स्थिति क्या है।

सुनवाई के दौरान सरकार की ओर से बताया गया कि राज्य में अभी तक भूख से एक भी मौत नहीं हुई है। मौत का कारण बीमारी रहता है। जिस मामले को लेकर सुनवाई की जा रही है, उसमें भी भूख से मौत नहीं हुई है।

राज्य में गरीबों के लिए कई योजनाएं चलायी जा रही हैं। उन्हें मुफ्त अनाज दिया जा रहा है। इस पर अदालत ने कहा कि जब बीमारी से ही मौत होती है, तो आखिर भूख से मौत किसे कहते हैं।

सरकार अगली तिथि को इसकी परिभाषा स्पष्ट करे। अदालत ने कहा कि सरकार गरीबों के लिए योजनाएं चला तो रही है, लेकिन इसका लाभ उन तक पहुंच रहा है या नहीं इसकी मॉनिटरिंग की जाती है या नहीं।

अदालत ने सरकार को शपथपत्र दाखिल कर यह बताने को कहा कि गरीबों के लिए कौन कौन सी योजनाएं चलायी जा रही हैं। योजनाओं का लाभ कितने लोगों को मिल रहा है। लाभुकों की संख्या बढ़ रही या कम हो रही है। इन सब बिंदुओं पर सरकार को विस्तृत जवाब दाखिल करने का निर्देश अदालत ने दिया।

क्या है मामला

बोकारो के शंकरडीहा गांव में भूखल घासी की 12 वर्षीय बेटी राखी कुमारी की मौत नवंबर 2020 में हो गयी थी। उससे कुछ दिन पहले मई में भूखल घासी के 20 वर्षीय बेटे निकेत घासी की मौत हो गई, उससे पहले भूखल घासी की मौत मार्च माह में हो गई थी एक ही परिवार के लगातार 3 लोगों की मौत हो गई थी। मीडिया रिपोर्ट के बाद हाईकोर्ट ने इस पर स्वत: संज्ञान लेकर सुनवाई कर रहा है।

The court asked the government to file an affidavit telling it which schemes are being run for the poor. How many people are getting the benefits of the schemes? The number of beneficiaries is increasing or decreasing. The court directed the government to file a detailed reply on all these points.
