लखनऊ | [उत्तर प्रदेश बुलेटिन] | उत्तर प्रदेश के ललितपुर में थाने में नाबालिग से रेप के मामले में NHRC (मानवाधिकार आयोग) ने मुख्य सचिव और डीजीपी से रिपोर्ट तलब की है। एनएचआरसी ने मीडिया में आई खबरों पर स्वतः संज्ञान लेते हुए नोटिस जारी किया है। नोटिस में लिखा है कि ललितपुर के पाली थाने में 13 साल की गैंगरेप पीड़िता के साथ एसएचओ द्वारा रेप की घटना बेहद गंभीर है। अपने साथ हुई दरिंदगी की रिपोर्ट दर्ज कराने थाने गई किशोरी के साथ रेप की घटना पीड़ितों के मानवाधिकार का उल्लंघन है। दोनों अधिकारियों से पूरे मामले पर चार हफ्ते में नोटिस का जवाब देने को कहा गया है।

इंस्पेक्टर प्रयागराज से गिरफ्तार, पूरा पाली थाना लाइन हाजिर

नाबालिग गैंगरेप पीड़िता के साथ थाने के अंदर दुष्कर्म के मामले में पूरा पाली थाना लाइन हाजिर कर दिया गया है। पुलिस ने इंसपेक्टर तिलकधारी सरोज समेत सभी 6 आरोपितों को गिरफ्तार कर लिया है। पीड़िता की नामजद मौसी समेत 5 को जेल भेज दिया गया है। प्रयागराज में गिरफ्तार इंस्पेक्टर से पूछताछ की जा रही है।

मामले की जांच डीआईजी झांसी को सौंपी गई है, जो 24 घंटे में रिपोर्ट देंगे। एडीजी भानु भास्कर ने शासन को प्राथमिक रिपोर्ट भेज दी है। थाने में 28 लाइन हाजिर स्टाफ की जगह नई तैनाती कर दी गई है। उधर इस मामले में राजनीति भी गर्मा गई है। सपा प्रमुख अखिलेश यादव पाली पहुंच रहे हैं। कांग्रेस व आप नेताओं ने ट्वीट कर सरकार की आलोचना की है।

ललितपुर के थाना पाली क्षेत्र निवासी किशोरी को 22 अप्रैल को चार स्थानीय लोग बहलाकर अपने साथ ले गए थे। उसे भोपाल ले जाकर चारों ने दुष्कर्म किया। 23 अप्रैल को एसपी से मां ने शिकायत की। 26 अप्रैल को चारों किशोरी को उसकी मौसी गुलाबबाई के घर ले गए। वहां से थाने लाए। पुलिस ने बच्ची को माता-पिता के बजाए मौसी को सौंप दिया। 27 अप्रैल को इंसपेक्टर तिलकधारी सरोज ने किशोरी को बुलाया और थाने में दुष्कर्म किया। एसपी ने छानबीन शुरू कराई तो 30 अप्रैल को इंस्पेक्टर ने पीड़िता को चाइल्ड लाइन के सुपुर्द कर दिया। जहां किशोरी ने आपबीती बयां की। इसके बाद मामले का खुलासा हुआ।

डीआईजी ने जांच शुरू की

डीआईजी झांसी जोगेन्द्र कुमार ने जांच शुरू कर दी है। झकझोर देने वाली इस घटना में मंगलवार को इंस्पेक्टर तिलकधारी सरोज समेत 6 लोगों पर रेप की रिपोर्ट दर्ज हुई थी। बुधवार को किशोरी की मौसी गुलाबबाई, चंदन, महेंद्र चौरसिया, राजभान और हरिशंकर को पुलिस ने गिरफ्तार कर लिया। कोर्ट में पेश करने के बाद उन्हें जेल भेज दिया गया है।

एसपी निखिल पाठक ने बताया कि फरार इंस्पेक्टर तिलकधारी सरोज की तलाश में 7 टीमें लगाई गई थीं। इनमें से 1 टीम को उसकी लोकेशन प्रयागराज में मिली। वहीं उसे दबोच लिया गया। पाली थाने का चार्ज जखौरा के इंसपेक्टर धमेंन्द्र सिंह को दिया गया है।

महिला सिपाहियों की जगह खुद की पूछताछ

प्राथमिक जांच में निलंबित इंस्पेक्टर तिलकधारी सरोज की कई हरकतें गैरकानूनी पाई गई हैं। उसने 26 अप्रैल को किशोरी के थाने पहुंचने पर न रिपोर्ट दर्ज की न आरोपितों पर कार्रवाई की। किशोरी का मेडिकल भी नहीं कराया। उसे माता पिता के बजाए मौसी की सुपुर्दगी में सौंप दिया।

थाने में महिला सिपाहियों के होने के बावजूद खुद पूछताछ की। उसे नियम विरुद्ध रात भर थाने में रखा। इन सभी बिंदुओं और एफआईआर के आरोपों के मद्देनजर डीआईजी सघन जांच कर रहे हैं। एडीजी भानु भास्कर ने बताया कि बेहद गंभीर मामला है। डीआईजी झांसी जांच कर रहे हैं। 5 आरोपित जेल भेजे गए हैं। फरार इंसपेक्टर तिलकधारी सरोज को गिरफ्तार कर लिया गया है। सख्त से सख्त कार्रवाई की जाएगी।
