कानपुर | [उत्तर प्रदेश बुलेटिन] | महिला दरोगा कानपुर में सेक्स रैकेट भी चला रही थी। उसके कई गुर्गे इस काम में लगे थे। वह बाहर से आने वालों को निशाना बनाने के साथ ही शहर के लोगों को लड़कियों की सप्लाई करती थी। हनीट्रैप का षड्यंत्र रचकर वसूली करने वाली इंस्पेक्टर और उसके साथ गिरफ्तार किये गए होमगार्ड और अन्य युवकों से कई खुलासे हो रहे हैं।
महिला दारोगा समेत सभी 6 लोगों को शनिवार को स्पेशल रिमांड मजिस्ट्रेट की कोर्ट में पेश कर जेल भेज दिया गया। महिला दरोगा समेत अन्य आरोपितों से शुक्रवार से शनिवार तक विस्तार से पूछताछ की गई। अब तक की जांच में खुलासा हुआ है कि सेक्स रैकेट, हनी ट्रैप और वसूली को लेकर बाकयदा षड्यंत्र रचने के बाद घटना को अंजाम दिया गया था। इस घटना में पुलिस ने 2 एफआईआर दर्ज की है।
इसमें पहली एफआईआर रतनपुर चौकी इंचार्ज पंकज कुमार ने वादी बनकर दर्ज कराई है। इसमें आरोपित सेक्स रैकेट की संचालिका, सचेंडी निवासी 2 लड़कियों, छेरिया सलेमपुर जालौन निवासी चचेरे भाईयों उपेन्द्र सिंह व अमित सिंह उर्फ भीम को आरोपित बनाया गया है। एफआईआर के मुताबिक इंस्पेक्टर फीलखाना अमित भड़ाना ने रामगंगा एनक्लेव अपार्टमेंट रतनपुर पनकी के ब्लॉक 5 में सेक्स रैकेट के संचालित होने की जानकारी दी थी।
इसके बाद चौकी इंचार्ज ने ब्लॉक 5 में छापेमारी की तो वहां इलाकाई लोगों ने जानकारी दी कि यहां पर कुछ महिलाएं किराए पर फ्लैट लेकर अनैतिक देह व्यापार चला रही है। चौकी इंचार्ज के मुताबिक उन्होंने वहां पर छापेमारी की मगर वहां पर सिर्फ आरोपित उपेन्द्र और अमित ही मिले। दोनों लड़कियां फरार हो चुकी थी।
एफआईआर के मुताबिक दूसरे जिले की पुलिस ने भी फ्लैट में 3-4 दिन पहले छापा मारा था। उस दौरान लोगों ने महिलाओं और दूसरे जिले की पुलिस को साथ में देखा था। वहीं दूसरी एफआईआर स्वरूप नगर निवासी एडवोकेट धर्मेन्द्र सिंह की तरफ से दर्ज कराई गई।
इस रिपोर्ट में एडिश्नल डीसीपी ईस्ट के यहां तैनात महिला दरोगा भुवनेश्वरी सिंह, संजय गांधी नगर नौबस्ता निवासी होमगार्ड संजीव कुमार विश्वकर्मा, सरसैया घाट निवासी माता प्रसाद गुप्ता और राधन शिवराजपुर निवासी राहुल शुक्ला को आरोपित बनाया है।
एफआईआर में एडवोकेट ने जानकारी दी है कि शुक्रवार को उनके पास उपेन्द्र सिंह जादौन का फोन आया। जिसमें उन्होंने बताया कि शुक्रवार रात को वह पनकी मंदिर गए थे। वहां से लौटते वक्त राहुल नाम के शख्स ने गाड़ी रुकवाकर चेकिंग करने को कहा। इसी दौरान 2 अन्य पुलिस कर्मी आए और मारपीट करने लगे। जबरन उपेन्द्र को लेकर रमईया ढाबा बिठूर ले गए और वहां पर उससे मारपीट कर चेन अंगूठी, पैसा सब ले लिया।
माल बरामद किया
महिला दरोगा भुवनेश्वरी की पैंट की दाहिनी जेब से कैंट इंस्पेक्टर अर्चना सिंह ने सोने की चेन, अंगूठी बरामद की। वहीं दूसरे आरोपित की पैंट की जेब से 2 अंगूठियां बरामद की गई। ज्वाइंट सीपी आनंद प्रकाश तिवारी के अनुसार महिला दरोग, होमगार्ड और ठेले वाले को जेल भेजा गया है। इस मामले में और जांच की जा रही है। इस तरह से आरोपितों ने कुछ और लोगों को ठगा है कि नहीं इसकी जांच की जा रही है। जरुरत पड़ी तो महिला दरोगा की पुलिस कस्टडी रिमांड भी ली जाएगी।
इस तरह खुला पूरा मामला
गुरुवार रात जालौन निवासी 2 मौसेरे भाई उपेन्द्र सिंह और अमित सिंह उर्फ भीम किसी काम से शहर आए हुए थे। पनकी स्टेशन के पास उनसे एक ब्रोकर टकराया। उसने उन्हें लड़कियां उपलब्ध कराने की पेशकश की। रजामंदी पर ब्रोकर ने पनकी की एक सेक्स रैकेट संचालिका के जरिए रात करीब पौने 9 बजे सचेंडी की 2 लड़कियां पनकी स्टेशन बुलवाईं।
संचालिका ने पनकी गंगागंज में एक फ्लैट की व्यवस्था कराई जहां चारों को भेज दिया। कुछ देर में ही महिला दरोगा ने होमगार्ड संजीव कुमार विश्वकर्मा के साथ गंगागंज स्थित फ्लैट में छापेमारी की। लड़कियों के साथ दोनों भाइयों को उठा लिया। दोनों भाइयों से महिला दारोगा ने 15 लाख की डिमांड की। इस पर दोनों ने साफ कह दिया कि इतना पैसा नहीं है। 50 हजार लेने हो तो बोलो वरना जो कार्रवाई करनी है कर दो। पैसे न देने पर दोनों भाइयों को उन्हीं की गाड़ी से रात 3 बजे घुमाया। फिर चेन, अंगूठी, नकदी और जरूरी कागजात छीन लिये और कहा, पैसे देकर सामान ले जाना।
पीड़ित भाई शुक्रवार सुबह कानपुर में मौजूद अपने साथी धर्मेन्द्र सिंह के साथ ज्वाइंट सीपी के पास पहुंचे। युवकों ने पूरी कहानी बताई। कहा, एक महिला दरोगा थीं। नेम प्लेट नहीं थी। बावर्दी एक होमगार्ड भी था। इस पर ज्वाइंट सीपी ने एसीपी कोतवाली अशोक कुमार सिंह को धरपकड़ में लगाया।
50 हजार लेते पकड़ी गई
एसीपी ने पीड़ितों से दरोगा के मुखबिर राहुल शुक्ला को कोतवाली स्थित एक रेस्टोरेंट के पास 50 हजार रुपये लेने के लिए बुलवाया। रात 9 बजे पुलिस ने रेस्टोरेंट में छापा मारा तो महिला दरोगा वसूली की रकम लेने पहुंची थी। उसके साथ होमगार्ड व एक ठेला लगाने वाला माताप्रसाद गुप्ता भी था। दरोगा भुवनेश्वरी देवी और उसके 5 अन्य साथियों को शुक्रवार रात कोतवाली पुलिस ने गिरफ्तार कर लिया।

In this, the operator of the accused sex racket, 2 girls resident of Sachendi, cousins Upendra Singh and Amit Singh alias Bhim, residents of Chheria Salempur Jalaun have been made accused. According to the FIR, Inspector Filkhana Amit Bhadana had informed about the operation of sex racket in Block 5 of Ramganga Enclave Apartment Ratanpur Panki.
After this, the outpost in-charge raided Block 5, then the local people informed that some women here are running an immoral prostitution business by taking flats on rent. According to the outpost in-charge, they raided there but only the accused Upendra and Amit were found there. Both the girls had fled.
According to the FIR, the police of another district had also raided the flat 3-4 days back. During that time people had seen women and police of other district together. On the other hand, the second FIR was lodged on behalf of Advocate Dharmendra Singh, resident of Swaroop Nagar.
In this report, the lady Inspector Bhuvaneshwari Singh posted with Additional DCP East, Sanjeev Kumar Vishwakarma, a resident of Sanjay Gandhi Nagar Naubasta, Mata Prasad Gupta, resident of Sarsaiah Ghat and Rahul Shukla, resident of Radhan Shivrajpur have been made accused.

The whole matter opened like this
On Thursday night, two cousin brothers Upendra Singh and Amit Singh alias Bhim, residents of Jalaun, had come to the city for some work. A broker collided with him near Panki station. He offered to provide them girls. On the consent, the broker, through a sex racket operator of Panki, called 2 girls of Sachendi to Panki station at around 9.45 pm.
The operator arranged for a flat in Panki Gangaganj where all four were sent. Within a short time, the lady inspector along with home guard Sanjeev Kumar Vishwakarma raided the flat located in Gangaganj. Picked up both the brothers along with the girls. The female inspector demanded 15 lakhs from both the brothers. On this both of them clearly said that there is not much money. If you want to take 50 thousand then say so or else do whatever action you want to take. When the money was not given, both the brothers were driven by their car at 3 o’clock in the night. Then snatched the chain, ring, cash and necessary papers and said, take the goods by paying money.
The victim brother reached the Joint CP with his partner Dharmendra Singh present in Kanpur on Friday morning. The youth told the whole story. Said, there was a lady inspector. There was no name plate. Bawardi was also a home guard. On this, Joint CP arrested ACP Kotwali Ashok Kumar Singh.
