अगले दिन जूही ने सुधीर की मां और भाई बहन को शहर के सिटी सेंटर स्थित मॉल में ले गई और सबके लिए कपड़े खरीद दिए। सुधीर की मां ने मना भी किया मगर उसने कहा अगर आप लोग नहीं लोगे तो मैं आपके हाथ का बना खाना कभी नहीं खाऊंगी और न आपके घर जाऊंगी। सुनकर बेचारी चुप हो गई, बोली ठीक है बेटी जैसी तेरी मर्ज़ी।

 

इसके बाद वो सुधीर के लिए एक जींस, पेंट और टी शर्ट लेने गई मगर सुधीर अड़ गया बोला मैडम अब मैं आपकी मदद से कमाने लगा हूं उपहार तो मुझे आपको देना चाहिए उल्टे आप मुझे दे रहीं हैं।

 

जूही ने उसे डांटते हुए कहा चुपचाप रहो जो दे रही हूं ले लो जरा भी ना नुकुर किया तो तुम्हारी जान ले लुंगी।

 

ठीक है मैडम लेकिन मेरी एक शर्त है आपको भी मुझसे एक गिफ्ट लेनी होगी। सुधीर ने ज़िद किया।

 

अच्छा तो तुम्हारे पास इतना पैसा हो गया है की तुम मुझे गिफ्ट दोगे। अरे बुद्धू लड़की को गिफ्ट देने लगे तो तुम्हारी जेब ही नहीं तुम्हारा बैंक खाता भी खाली हो जायेगा। क्योंकि कुछ भी दोगे कभी खुश ही नहीं होगी, जूही ने हंसते हुए कहा।

 

मुझे इन सब बातों का कोई अनुभव नहीं है क्योंकि आजतक किसी लड़की को मैंने कोई गिफ्ट दिया ही नहीं है। मगर आज आपको मैं देना चाहता हूं। सुधीर ने जूही को मनाते हुए कहा।

 

जूही ने काफी ना नुकूर करने के बाद उसकी बात मान ही लिया। सुधीर ने भी जूही को एक सुंदर सलवार सूट और एक जींस पेंट और टी शर्ट खरीद कर जूही को दे दिया। जूही ने मुस्कुराकर कहा थैंक यू सुधीर।

 

फिर सबके साथ एक अच्छे रेस्टुरेंट में खाना खाया और फिर वापस सब सुधीर के घर आ गए। रात का खाना खाकर जूही ने सुधीर से कहा तुम मुझे अपनी बाइक से थोड़ा मुझे बाजार ले चलो मुझे कुछ जरूरी सामान घर के लिए लेना है। वहां से तुम मुझे मेरे आवास पर छोड़ देना।

 

सुधीर ने कहा ठीक है मैडम चलिए चलते हैं। जूही सुधीर की बाइक पर पीछे बैठ गई। जूही ने बाजार से जरूरी सामान ले लिया और अपने आवास पर आ गई।

 

जूही ने सुधीर को बीस हजार रुपए एक पुर्जा देते हुए कहा- तुम कल बैंक जाकर मेरी मां के बैंक खाते में जमा कर देना मैं मां को बोल दूंगी।

 

सुधीर ने कहा ठीक है मेडम। अब तुम जाओ रात के नौ बजे हैं। मुझे कई लोगों से फोन पर बात करनी है।

 

ठीक है मेडम अपना ख्याल रखना इतना कहकर सुधीर उसे प्रणाम कर चला गया।

 

घर के अंदर आते ही जूही ने डीडीसी को फोन लगाया और अपने कल के कार्यक्रम के बारे में बताया। सर मैं कल सबसे बैठक कर और राय मशवरा करके विधायक जी के साथ मीटिंग कर उनको मनाने की कोशिश करूंगी कि उन्होंने सरकार के नियम के खिलाफ जोर जबरजस्ती जो सर्वे करवाया है उसे रद्द कर फिर से नियमानुसार सर्वे करवाने में सहयोग करें।

 

डीडीसी ने कहा संभलकर उससे बात करना जूही, बहसबाजी मत करना, वो बहुत मुंह फट है। उसकी जुबान में लगाम नहीं है, बिना सोचे समझे कुछ भी बोल देता है।

 

आप चिंता न करें सर मैं सब संभाल लुंगी। जूही ने कहा और उनको गुड नाईट बोल सोने चली गई।

 

सोते समय उसने कल के कार्यक्रम के बारे में सोचा और कुछ निर्णय लिया।

 

फिर वो सुधीर के बारे में सोचने लगी कितना सीधा, शरीफ और भोला लड़का है। मेहनती और ईमानदार है। जूही उसे कितना परेशान करती है। उसका मजाक उड़ाती है मगर बेचारा मैडम- मैडम करते रहता है। सोचते हुए वो मुस्कुराने लगी और नींद की आगोश में चली गईं।

 

शुबह दस बजे उसने अपने ऑफिस में बड़े बाबू को बुलाया और पूछा सारी तैयारी हो गई क्या बड़े बाबू।

 

सोमनाथ ने कहा – जी मैडम सब तैयारी हो गई है सब लोग समय पर पहुंच जायेंगे और मीटिंग ठीक साढ़े दस बजे शुरू हो जाएगी।

 

जूही ने संतुष्टि में सिर हिलाते हुए कहा विधायक जी के साथ मीटिंग तय हुई क्या। उसने आगे पूछा। जी मैडम उनके निजी सचिव से बात हो गई है। आज ही दोपहर दो बजे का समय मिला है। मगर वो यहां नहीं आयेंगे आपको उनके आवास पर जाना होगा मैडम। बड़े बाबू ने बताया। लेकिन उनके आवास पर जाना क्या सही होगा मैडम बड़े बाबू ने चिंतित होकर कहा।

 

आप चिंता न करें मुझे उनके आवास पर जाने में को दिक्कत नहीं है। मेरे साथ एक दो आदमी रहेंगे बाकी मैं सब संभाल लुंगी।

 

जूही ने बड़े बाबू की चिंता दूर करते हुए कहा।

 

एक काम और करें आज ही शाम चार बजे एक प्रेस कॉन्फ्रेंस भी रख लें। इस क्षेत्र के सभी प्रिंट और इलेक्ट्रोनिक मीडिया को बुला लें। क्योंकि क्षेत्र के लोगों को प्रेस के माध्यम से जागरूक करने में सुविधा होगी।

 

ठीक है मैडम मैं सबको सूचित करवाता हूं और मीटिंग शुरू होते ही आपको बुलाता हूं। सभा कक्ष में इतना कह कर वो चला गया।

 

साढ़े दस बजे मीटिंग शुरु होते ही जूही ने कहा आप सबको पता ही है आज की मीटिंग का एजेंडा। दरअसल जो गरीबी रेखा का सर्वे किया गया है उसमें बहुत सारी अनियमताएं हुईं हैं। जिनका नाम सूची में होना चाहिए था उनके छोड़ दिया गया है और साधन संपन्न लोगों को जोड़ा गया है। पता चला है ये सभी विधायक जी के आदमी हैं उनके पार्टी के लोग हैं।

 

हम सबको किसी पार्टी से विरोध नहीं है। किसी भी पार्टी का नागरिक अगर गरीब है तो उसे सूची में शामिल किया जा सकता है। मगर इसमें अधिकांश गरीब छूट गए हैं। आप सबको पता है इसी बीपीएल सूची के आधार पर सबको सरकार की कल्याणकारी योजनाओं का लाभ मिलता है जैसे राशन, गैस और आयुष्मान भारत योजना के तहत पांच लाख रुपए तक का फ्री इलाज की सुविधा के अलावा अन्य योजना ओ का लाभ।

 

आज की मीटिंग का उद्देश है कि आप सबको यह जानकारी और जवाबदेही देना की पूर्व की सूची को रद्द किया जा रहा है। अब आप सबको एक महीने के भीतर पूरे प्रखंड के अंतर्गत सभी पंचायतों के गरीबी रेखा के नीचे रह रहे लोगों का सर्वे सरकार के नियम और दिशा निर्देश के अनुसार करना है। पुराने राशन कार्ड की भी जांच होगी अगर कोई भी गलत सूचना देकर राशन कार्ड बनवाया होगा तो उसका कार्ड रद्द किया जायेगा और जरूरत पड़ने पर उसके खिलाफ कानूनी कार्रवाई भी की जायेगी।

 

आप सभी बेफिक्र और निडर होकर इस कार्य को पूरी ईमानदारी और तत्परता से पूरा कर हमारा सहयोग करे।

 

इस कार्य में सभी मुखिया, पंचायत समिति सदस्य, आंगनवाड़ी सेविका, प्रार्थमिक विद्यालय के शिक्षक गण और पंचायत सेवक सहयोग करेंगे।

 

अगर किसी को किसी तरह की समस्या हो तो मेरे ऑफिस के तुरंत सूचित करे।

 

आप लोगों को कुछ पूछना है तो कुछ सकते हैं। इतना बोलकर जूही चुप हो गई।

 

तभी किसी ने कहा मैडम इसमें विधायक के आदमी विरोध कर सकते हैं, हमलोगों के साथ मारपीट भी कर सकते हैं।

 

आपने ठीक सवाल किया है। मैं आज विधायक जी से उनके निवास पर दो बजे मीटिंग करने जा रही हूं और उनको समझाने का प्रयास करती हूं, अगर मान गए तो ठीक वरना कोई और उपाय करेंगे। फिर क्षेत्र में जो भी विरोध करे आप सभी तुरंत उसके खिलाफ थाना में सरकारी काम में बाधा डालने की शिकायत दर्ज कराएं। बाकी मैं सब संभाल लुंगी। आप लोगों को किसी से डरने की जरुरत नहीं है। इतना कहकर जूही उठ जाती है।

 

दो बजे जूही विधायक मनमोहन गुप्ता के निवास पर पहुंच गई। उसके साथ बड़े बाबू और कंप्यूटर ऑपरेटर था। उसे विधायक के बैठक खाने में बैठाया गया। थोड़ी देर में विधायक आकर उसके सामने वाली कुर्सी पर बैठे जाता है। जूही खड़ी होकर उसका अभिवादन करती है।

 

गुप्ता ने उसे देखते ही उसकी तारीफ करते हुए कहा वाह मैडम आप तो काफी जवान और खूबसूरत हो। बड़ा अफसोस है मैं पहले आप से नहीं मिल सका।

 

जी धन्यवाद सर मैं भी आपसे मिली नहीं थी इसलिए आज आपसे मिलने चली आई। जूही ने संयम रखते हुए कहा।

 

बहुत अच्छा किया मुझसे मिलते रहें, फायदे में रहेंगी। गुप्ता ने गंदी हंसी हंसते हुए कहा।

 

जी सर आप विधायक हैं आपसे मिलना जुलना तो होता ही रहेगा। जूही ने जवाब दिया।

 

पहले बताए क्या लेंगी चाय या काफी गुप्ता ने पूछा।

 

जी धन्यवाद कुछ नहीं चाहिए बस आपसे कुछ जरूरी बात करनी थी। जूही ने शालीनता से कहा।

 

ठीक है बताओ क्या बात करनी है। गुप्ता अब आप से तुम पर आ गया था। जूही ने ध्यान देकर भी जाहिर नहीं किया।

 

जी सर दरअसल मैं बीपीएल सूची के बारे में बात करने आई है। जूही ने मुद्दे पर आते हुए बोलना शुरू किया।

 

उस सूची में गरीबों को शामिल किया जाना चाहिए था मगर ऐसा नहीं हुआ है लगभग लोग साधन संपन्न है जो सरकार के नियम के खिलाफ है। मुझे पता चला है वे सभी आपके लोग हैं। अगर यह सूची सरकार के पास गई और जांच हो गई तो सबके लिए मुश्किल हो जायेगी।

 

मैं चाहती हूं आप इसमें मदद करें और पुरानी सूची को रद्द कर नया सर्वे करवाने दें। जूही ने हिम्मत जुटाकर बड़े शांत लहजे में कहा।

 

सुनते ही गुप्ता की त्योरी चढ़ गई। उसने कहा पुरानी सूची को मेरी मर्जी के बिना कौन रद्द करेगा। किसकी हिम्मत है। बताओ तुम करोगी या तुम्हारा डीसी करेगा।

 

सर आप नाराज न हो इसमें अब आप अपने लोगों को शामिल कर सकते हैं। मगर जो बिल्कुल गरीब हैं। जूही ने अनुरोध किया।

 

ऐसा हरगिज नहीं होगा। इससे तो मेरी राजनीति ही खत्म हो जायेगी। सभी मेरे वोटर हैं उन्हीं के बल पर में हमेशा चुनाव जीतता हूं।

 

सर अब भी जीत सकते हैं आप अपने लोगों को किसी अन्य योजना का लाभ दिला सकते हैं। लेकिन इससे गरीबों का हक नहीं मारा जायेगा।

 

तुम मुझे सिखाओगी मुझे कैसे राजनीति करनी है। अभी चार दिन भी नहीं हुआ वीडियो बने हुए और मुझे सिखाने चली है, गुप्ता ने भड़कते हुए कहा।

 

अगर मेरे लोगों का नाम सूची से हटाया गया तो मैं आफ़त मचा दूंगा। किसी को नहीं छोड़ूंगा।

 

गुप्ता ने झटके से खड़े होते हुए चिल्लाकर कहा।

 

जूही भी खड़ी हो गई, मगर शांत लहजे में कहा, सर आप शांत हो मैं तो एक छोटी सी सरकारी नौकर हूं और आप जनप्रतिनिधि हैं। क्षेत्र के विकास के बारे में मुझसे बेहतर आप सोच सकते हैं।

 

बेहतर है आप इस विषय पर पुनः शांति से विचार करें और हमारा सहयोग करें।

 

इस विषय पर कोई बात नहीं होगी। सूची जैसी थी वैसी ही रहनी चाहिए। तुम जाओ मैं जिला मुख्यालय में डीसी से बात करता हूं अगर वो भी नहीं माने तो मैं पूरे प्रखंड का चक्काजाम करा दूंगा। तुम्हारे ब्लॉक ऑफिस में ताला लगा दूंगा। गुप्ता ने गुस्से से कहा।

 

सर आप अभी गुस्से में हैं इसलिए मैं चलती हूं। फिर आपसे अनुरोध कर के जा रही हूं इतना जल्दी कोई निर्णय लेने से पहले आप अपने लोगों से बात कर ले राय मशवरा कर ले।

 

मुझे आपका सहयोग चाहिए।

 

इतना कहकर जूही ने गुप्ता का अभिवादन किया और वहां से निकल गई।
