  छह दशकों में पहलीदफा ब्रिटिश हाउस आफ कामंस (लोकसभा) के ग्रीष्मकालीन सत्र को महारानी एलिजाबेथ कल (10 मई 2022) संबोधित नहीं कर पायीं। वे 96—वर्ष की हैं। स्वास्थ्य भी क्षीण हो चला। नतीजन युवराज चार्ल्स ने मां का भाषण प्रथम बार संसद में पढ़ा। वे 73—वर्ष के हैं तथा विश्व के सबसे बुजुर्ग युवराज हैं। वे बादशाह बनने के लिये प्रतीक्षारत हैं। महारानी के महाप्रस्थान पर।

लंदन में मंगलवार को हुयी इस चर्चित राजनीतिक घटना पर यूरोपीय मीडिया तथा आम बहस में वंशानुगत राजतंत्र को निर्वाचित जनतंत्र में ढालने का सदियों पुराना संघर्ष ताजा हो गया है। कहावत भी बन गयी थी कि दुनिया में अंतत: पांच ही राजे—रानी बचेंगे। चार ताश के ढेर में तथा पांचवां ब्रिटेन में। अब उसके भी ढाने के लक्षण दिख रहे हैं। हालांकि राजपक्षधर जन इसे कठिन मानते हैं। सोशलिस्ट जन इस संभावना के दावों में यकीन करते हैं।

यदि गत वर्ष तक नेता संसदीय विपक्ष तथा सोशलिस्ट श्रमिक पुरोधा रहे जेरेमी कार्बिन का संघर्ष उनकी लेबर पार्टी की एकजुटता संजोये रख पता तो यह मुहिम कारगर हो जाती। मगर विश्वभर में समाजवादी कभी भी आंतरिक फूट से उबर नहीं पाते हैं। विघटन उनकी फितरत रहती है। जेरेमी कार्बिन गांधीवादी हैं। वे आज भी लंदन की सड़कों पर साइकिल चलाते दिख जाते हैं। यदि लेबर पार्टी चुनाव जीतती तो कार्बिन प्रधानमंत्री बन जाते। वे पड़ोस के विभाजित आयरलैण्ड का एकीकरण चाहते हैं। ईराक और यूक्रेन युद्ध के सख्त विरोधी रहे। सेवाग्राम आश्रम आये थे 2015 में तथा अंतर्राष्ट्रीय गांधी शान्ति पुरस्कार से नवाजे गये। उनकी राय में यह बादशाही पद सार्वजनिक धन का सरासर दुरुपयोग है। लोकतंत्र में आम आदमी पर एक मखौल है। भारी बोझ है।

गौर करें कार्बिन के कुछ पहलुओं पर, उनके निजी जीवन से। फैशन के लिए मशहूर लन्दन में वे सूट पहनते हैं जिसपर सिलवटें दिखतीं हैं। टाई सदैव नहीं बांधते हैं। सारे सांसदों में उनके शासकीय खर्चें और भत्ते के बिल सबसे कम राशि के है। उनके पास मोटरकार नहीं है। सार्वजनिक बस अथवा साइकिल पर सवारी करते हैं। उन्होंने रेस्त्रां श्रृंखला मैकडोनल्ड पर मुकदमा ठोका था क्योंकि जीवदया के दर्शन की वह अवमानना करता है। इसीलिए ब्रिटेन द्वारा एशियाई देशों का कुत्ते के डिब्बाबन्द गोश्त के निर्यात के विरूद्ध आन्दोलन उन्होंने चलाया था। ”महात्मा गांधी के प्राणी मात्र के प्यार ने मेरे मर्म को छुआ है”, वे बोले। वे पशु-अधिकारों की रक्षा के हरावल दस्तें में हैं। अहिंसा में उनकी दृढ़ आस्था है। उनका मत था कि गांधीजी को कितना भी पढ़ो फिर भी कम ही जानोगे। विशाल साहित्य है।

दलितों को वे दुनिया का सर्वाधिक पीड़ित समुदाय मानते हैं। आश्चर्य व्यक्त करते हैं कि गांधी के भारत में आज भी दलितों का शोषण अनवरत है। अन्तर्राष्ट्रीय दलित एकजुटता समिति के वे अध्यक्ष हैं। सामाजिक न्याय पर उनका उद्बोधन (9 जनवरी 2014) यादगार था। गांधी के सत्याग्रह तकनीक का उन्होंने भरपूर प्रयोग किया जब लन्दन— स्थित दक्षिण अफ्रीका के उच्चायोग दूतावास के सामने 1984 में कार्बिन ने रंगभेद नीति के विरूद्ध विशाल प्रदर्शन किया था। जेल में कैद भी हुए थे। सादगी इस कदर उन पर हावी है कि कार्बिन ने अपनी पत्नी क्लाडिया को तलाक दे दिया क्योंकि उसने अपने बेटे का महंगे स्कूल में दाखिला कराया था। कार्बिन की जिद थी कि साधारण म्युनिसिपल स्कूल में बेटा पढ़े।

राजतंत्र के स्थान पर जनमत आधारित लोकतंत्र के पक्षधर कार्बिन ने ब्रिटिश राजतंत्र बादशाहत को कभी नहीं स्वीकारा। उनके लिए इंग्लिश राष्ट्रगान घृणास्पद है। उन्होंने ”गाड सेव दि क्वीन” (ईश्वर महारानी की रक्षा करे) को दुहराने से इनकार कर दिया। उनकी संसदीय सदस्यता खतरे में थी, क्योंकि उन्होंने पारम्परिक शपथ लेने से मना कर दिया था। ऐसी ही घटना द्वितीय युद्धकाल (1944) में लखनऊ के सिनेमाघरों में हो चुकी है। फिल्म की समाप्ति पर तब ब्रिटिश राष्ट्रगान बजता था, जो सारे दर्शकों को अनिवार्यता (सजा के भय से) खड़े होकर सुनना पड़ता था।

तब हजरतगंज के मेफयर हाल में कुछ अमेरिकी सैनिक जो यूपी में तैनात थे ने एक दफा खड़े नहीं हुए। दरवाजे की ओर बढ़े, बाहर निकलने के लिये। इस पर एक ब्रिटिश सैनिक ने रोष व्यक्त किया। अमेरिकी सैनिक ने जवाब दिया: ” तुम्हारे बादशाह को जापान और जर्मनी के विरुद्ध दुनिया भर में हम ही बचा रहे है। इस सिनेमा हाल में तुम उन्हें बचाओ।”

यूं दो हजार वर्षों से राजतंत्र रहा, ब्रिटेन 1628 सालभर के लिये में गणराज्य बन गया था। फौजी कमाण्डर ओलिवर क्रामवेल ने संगीन की नोक पर ब्रिटिश हाउस आफ कामंस के सांसदों को सदन से खदेड़ा था और बादशाह चार्ल्स प्रथम का सर कलम कर दिया था। क्रामवेल शुचिता और न्यायप्रिय थे और भ्रष्ट सांसदों को हटाकर धर्मनिष्ट, सदाचारी राष्ट्र बनाना चाहते थे।

मगर कट्टरवादी ईसाईयों ने चार्ल्स द्वितीय का दोबारा राज्याभिषेक कर दिया। क्रामवेल के शव को कब्र से निकालकर फांसी पर लटकाया गया। यूं संसद तथा बादशाह के बीच रक्तिम तकरार ब्रिटेन में सदियों से चली आई है। अभी भी अधिकतर इतिहासप्रेमी जनता वहां राजतंत्र की समर्थक है। हालांकि मुखर लोग युवराज चार्ल्स के निजी ऐय्याशी जीवन तथा उनके विवादित विवाह के कारण फिर से राजतंत्र का विरोध तेज कर रहें हैं। चार्ल्स की बीवी डायना मशहूर परनरगामी रही थी। सड़क दुर्घटना में मरी, जब प्रेस फोटोग्राफर उसका पीछा कर रहे थे। फिर चार्ल्स को विवाहेतर रिश्ते होने के बावजूद उसे पत्नी नहीं बना पाये।

प्रजा अपने राजा की सेक्स संबंधी कमजोरी को बर्दाश्त नहीं कर सकती। इस परिवेश में सबल बादशाह हेनरी अष्टम जो मुगल बादशाह हुमायूं का समकालीन था, का नमूना है। उसने अपने रनिवास की एक प्रोटेस्टेन्ट दासी एनीबोलीन से विवाह करने के लिये ब्रि​टेन से पोप का नियंत्रण खत्म कर डाला। अपने साम्राज्य में कैथोलिक धर्म को खत्म कर प्रोटेस्टेन्ट आस्था लाद दी। सैन्यशक्ति से धार्मिक विद्रोहियों का दमन किया।

अब इस पृष्टभूमि के सिलसिले में देखें ब्रिटेन का साम्राज्य भी सदियों तक उपनिवेशों के बल चलता रहा। फिलवक्त 73—वर्षीय चार्ल्स का राजयोग कमजोर है। उनकी तकदीर के सितारे फीके पड़ गये। वे शायद ही बादशाह बन पाये क्योंकि 96—वर्षीया मां एलिजाबेथ अभी सैकड़ा बनाने की आस में है। एक चौका लगाकर। आबे हयात पिया है, शायद !

Towards the British Monarchy

Then despite having an extramarital affair with Charles, he could not make her a wife.

The subjects could not tolerate the sexual weakness of their king. In this setting, there is a specimen of the strong emperor Henry VIII, who was a contemporary of the Mughal emperor Humayun. He ended the papal control of Britain in order to marry Anibole, a Protestant maidservant of his residence. He abolished Catholicism and imposed Protestant faith in his empire.
