तिरंगे के रचयिता को ही राष्ट्रध्वज नसीब न हुआ !! tirange ke rachayita ko hee raashtradhvaj naseeb na hua !!

जिन्हें नाज है हिन्द पर वे सभी जान ले। राष्ट्रध्वज के रुपरेखाकार पिंगली वैंकय्या एक तेलुगुभाषी निर्धन स्कूल मास्टर थे। वे कंगाली में जन्में (2 अगस्त 1876 : सागरतटीय महलीपत्तनम, आंध्र) तथा अभाव में पले। इनके शवदाह में पर्याप्त ईधन नहीं मिला। उनका अधूरा ख्वाब था कि तिरंगे में लपेटकर उनकी लाश ले जायी जाये। आज मीडिया और नरेन्द्र मोदी से लेकर सभी उनकी स्मृति में श्रद्धांजलि अर्पित कर रहे हैं। ”घर—घर तिरंगे” के पर्व पर। आज (4 जुलाई) उनकी 59वीं पुण्यतिथि है।

 

वैंकय्या ने जीवन में कई ज्वारभाटा देखे। मेधावी छात्र थे। लाहौर के वैदिक महाविद्यालय में उर्दू और जापानी के अध्यापक रहे। कैंब्रिज विश्वविद्यालय से स्नातक डिग्री ली। मगर भारत लौटकर आये तो निजी रेलवे में जीविका पायी। लखनऊ में भी एक शासकीय नौकरी की। उनके रोजगार में विविधता रही। भूविज्ञान तथा कृषि क्षेत्र में निष्णात रहे। खदानों के जानकार रहे।

 

फिर आयी उनके जीवन की विलक्षण बेला। ब्रिटिश सेना का दक्षिण अफ्रीका में बोयर युद्ध हुआ। भारतीय लोग भी वहीं गये। सर्वाधिक महत्वपूर्ण सैनिक था मोहनदास कर्मचन्द गांधी। वे चिकित्सक (स्वयं सेवक) की भूमिका में थे। तभी वैंकय्या भी ब्रिटिश सैनिक के रोल में गये। गांधीजी से भेंट हुयी, परिचय हुआ। फिर भारत में राष्ट्रीय कांग्रेस अधिवेशन में दोनों में प्रगाढ़ता सर्जी।

 

तभी का किस्सा है। चालुक्यों की गौरवमीय राजधानी रही काकीनाडा (गोदावरी तटीय) की घटना है। भारतीय राष्ट्रीय कांग्रेस का अधिवेशन (26 दिसंबर 1923) हुआ। यह चालुक्यों के सम्राट पुलकेशिन से जुड़ा था। यहीं वैंकय्या ने कांग्रेस में शरीक होकर राष्ट्रीय ध्वज के प्रारुप पर चर्चा किया था।

 

यह अधिवेशन 2 घटनाओं के लिये ऐतिहासिक था। यहीं मौलाना मोहम्मद अली ने कांग्रेस अध्यक्ष के रुप में वन्दे मातरम् गाने पर एतराज किया था। वाक आउट किया। तभी से यह राष्ट्रगान अधूरा हो गया। इसी अधिवेशन में राष्ट्रीय कांग्रेस ने तय किया कि स्वतंत्रता के बाद भारत का भाषा के आधार पर पुनर्गठन किया जायेगा।

 

सर्वाधिक निर्धार जब महत्वपूर्ण था कि काकीनाडा अधिवेशन में ही वैंकय्या ने राष्ट्रध्वज की आवश्यकता पर बल दिया था। उनका यह विचार गांधीजी को बहुत पसन्द आया। गांधीजी ने उन्हें राष्ट्रीय ध्वज का प्रारूप तैयार करने का सुझाव दिया।

 

पिंगली वैंकय्या ने 5 सालों तक 30 विभिन्न देशों के राष्ट्रीय ध्वजों पर शोध किया और अंत में तिरंगे के लिए सोचा। विजयवाड़ा में आयोजित भारतीय राष्ट्रीय कांग्रेस के अधिवेशन में पिंगली वैंकय्या महात्मा गांधी से मिले थे और उन्हें अपने द्वारा डिज़ाइन लाल और हरे रंग से बनाया हुआ झंडा दिखाया। तब तक ब्रिटिश यूनियन जैक ध्वजा ही कांग्रेस सम्मेलनों में फहरती थी। मगर बाद में तिरंगा फहरने लगा।

 

देश में कांग्रेस पार्टी के सारे अधिवेशनों में 2 रंगों वाले झंडे का प्रयोग बंद हो गया। लेकिन उस समय इस झंडे को कांग्रेस की ओर से अधिकारिक तौर पर स्वीकृति नहीं मिली थी। इस बीच जालंधर के हंसराज ने झंडे में चक्र चिन्ह बनाने का सुझाव दिया। इस चक्र को प्रगति और आम आदमी के प्रतीक के रूप में माना गया।

 

बाद में गांधी जी के सुझाव पर पिंगली वैंकय्या ने शांति के प्रतीक सफेद रंग को भी राष्ट्रीय ध्वज में शामिल किया। बाद में 1931 में कांग्रेस ने कराची के अखिल भारतीय सम्मेलन में केसरिया, सफ़ेद और हरे 3 रंगों से बने इस ध्वज को सर्वसम्मति से स्वीकार किया। फिर राष्ट्रीय ध्वज में इस तिरंगे के बीच चरखे की जगह अशोक चक्र ने ले ली।

 

राष्ट्रध्वज वैंकय्या द्वारा निरुपित हो जाने से गीत का प्रस्ताव आया। इसी की पंक्ति थी जो हमलोग गुलाम भारत (1945—46) में स्कूलों में गाते थे।

 

ध्वज गीत की रचना श्यामलाल गुप्त ‘पार्षद’ ने की थी। पद वाले इस मूल गीत से बाद में कांग्रेस ने 3 पद (पद संख्या 1, 6 व 7) को संशोधित करके ‘ध्वजगीत’ के रूप में मान्यता दी। यह गीत न केवल राष्ट्रीय गीत घोषित हुआ बल्कि अनेक नौजवानों और नवयुवतियों के लिये देश पर मर मिटनें हेतु प्रेरणा का स्रोत भी बना :

 

*”विजयी विश्व तिरंगा प्यारा, झंडा ऊंचा रहे हमारा। सदा शक्ति बरसाने वाला, प्रेम सुधा सरसाने वाला। वीरों को हरषाने वाला, मातृभूमि का तन-मन सारा।”* 

 

जब 9 अगस्त 1942 में गवालिया टैंक मैदान मुम्बई (अगस्त क्रांति मैदान) में सारे नेताओं के कैद हो जाने पर क्रांतिकारी अरुणा आसफ अली ने यह ध्वज फहराया था। वे भी गुनगुना रही थी : ”इसकी शान न जाने पाये। चाहे जाने भले ही जाये।”

 

मगर इतिहास की विडंबना है कि भारी विरोध के बाद भी तिरंगा सत्तारुढ कांग्रेस का पार्टी झण्डा भी हो गया। आम जन को भ्रम होता है। राष्ट्रीय कांग्रेस का भारत को भ्रम में डालने का यह एक और किस्सा है। जैसे गांधी उपनाम का नेहरुवंश वालों का इस्तेमाल धोखा ही हुआ।

Those who are proud of Hind, let them all know. Pingali Venkayya, the designer of the national flag, was a Telugu-speaking poor schoolmaster. He was born in poverty (2 August 1876: Coastal Mahalipatnam, Andhra) and grew up in poverty. Not enough fuel was found in his crematorium. His unfulfilled dream was to carry his dead body wrapped in the tricolor. Today everyone from media and Narendra Modi is paying tribute in his memory. On the festival of “Ghar Ghar Tricolor”. Today (July 4) is his 59th death anniversary.

 

Venkayya saw many tides in life. He was a brilliant student. He was a teacher of Urdu and Japanese in the Vedic College of Lahore. Graduated from Cambridge University. But when he returned to India, he found a living in a private railway. He also did a government job in Lucknow. There was diversity in their employment. Master in Geology and Agriculture. Be knowledgeable about mines.

 

Then came the wonderful time of his life. The Boer War of the British Army took place in South Africa. Indians also went there. The most important soldier was Mohandas Karamchand Gandhi. He was in the role of a doctor (volunteer). Then Venkayya also went in the role of British soldier. Met Gandhiji, got introduced. Then in the National Congress session in India intensified in both.

 

That’s the story. There is an incident of Kakinada (the Godavari Coast), which was the proud capital of the Chalukyas. The Indian National Congress session (26 December 1923) was held. It was associated with Pulakeshin, the emperor of the Chalukyas. It was here that Venkayya had discussed the draft of the national flag by participating in the Congress.

 

This convention was historic for two events. It is here that Maulana Mohammad Ali objected to singing Vande Mataram as Congress President. Walked out Since then this national anthem has become incomplete. In this session, the National Congress decided that after independence, India would be reorganized on the basis of language.

 

What was most important when Venkayya emphasized the need for the national flag in the Kakinada session itself. Gandhiji liked his idea very much. Gandhiji suggested him to prepare a draft of the national flag.

 

Pingali Venkayya researched the national flags of 30 different countries for 5 years and finally came up with the tricolor. Pingali Venkayya met Mahatma Gandhi at the Indian National Congress session held in Vijayawada and showed him a red and green flag designed by him. Till then, only the British Union Jack flag used to fly in Congress conventions. But later the tricolor started flying.

 

The use of two-coloured flags in all the conventions of the Congress Party in the country was stopped. But at that time this flag was not officially approved by the Congress. Meanwhile, Hansraj of Jalandhar suggested making a circle symbol in the flag. This wheel was considered as a symbol of progress and common man.

 

Later, on the suggestion of Gandhiji, Pingali Venkayya included the white color symbolizing peace in the national flag. Later in 1931 the Congress unanimously accepted this flag made of saffron, white and green 3 colors at the All India Conference in Karachi. Then in the national flag, Ashok Chakra replaced the spinning wheel in the middle of this tricolor.

 

The proposal for the song came after the national flag was presented by Venkayya. This was the line that we used to sing in schools in Ghulam Bharat (1945-46).

 

The flag song was composed by Shyamlal Gupta ‘Parshad’. Later, Congress modified 3 verses (Verse No. 1, 6 and 7) from this original song and recognized it as ‘Dhwaj Geet’. This song was not only declared as the national anthem but also became a source of inspiration for many young men and women to die for the country:

 

 *”Victorious world tricolor lovely, our flag stays high. The one who always showers power, the one who pours love Sudha. Destroyer of heroes, whole body and mind of the motherland.

 

This flag was hoisted by revolutionary Aruna Asaf Ali on 9 August 1942 when all the leaders were imprisoned at Gawalia Tank Maidan Mumbai (August Kranti Maidan). She too was humming: “Don’t let her glory be known. Even if you want to go.”

 

But the irony of history is that the tricolor became the party flag of the ruling Congress even after heavy protests. Common people are confused. This is another anecdote of the National Congress misleading India. For example, the use of the Gandhi surname by the Nehruvians was deceiving.
