नई दिल्ली | [कोर्ट बुलेटिन] | दिल्ली हाईकोर्ट ने Amarnath Yatra (अमरनाथ तीर्थ यात्रा) के लिए हेलीकॉप्टर सेवा के सभी टिकट सिर्फ ऑनलाइन बुकिंग प्रणाली के माध्यम से उपलब्ध कराने की मांग पर सोमवार को केंद्र सरकार को नोटिस जारी कर जवाब मांगा है। हाईकोर्ट ने इस मांग को लेकर दाखिल जनहित याचिका पर विचार करते हुए यह आदेश दिया है।
जस्टिस विपिन सांघी और जस्टिस सचिन दत्ता की बेंच ने केंद्र सरकार के अलावा अमरनाथ श्राइन बोर्ड व अन्य संबंधित पक्षकारों को नोटिस जारी कर जवाब मंगा है। बेंच ने सभी पक्षकारों को अगली सुनवाई 31 मई से पहले हलफनामा दाखिल कर जवाब देने को कहा है। बेंच ने गैर सरकारी संगठन ‘इंडियन काउंसिल ऑफ लीगल एड एंड एडवाइस’ की ओर से दाखिल याचिका पर यह आदेश दिया है।
याचिका में जम्मू / श्रीनगर से अमरनाथ तीर्थ यात्रा के हेलीकॉप्टर सेवा के सभी टिकट केवल ऑनलाइन बुकिंग प्रणाली के माध्यम से उपलब्ध कराने का निर्देश देने की मांग की गई है। इसके साथ ही याचिका में अमरनाथ यात्रा के लिए जम्मू और श्रीनगर (जो मुख्य रूप से वृद्ध, बीमार और विकलांग तीर्थयात्रियों के लिए है) से हेलीकॉप्टर सेवाओं के लिए सभी टिकटों की बुकिंग और बिक्री कथित तौर पर जमाखोरी और कालाबाजारी करने का आरोप है।
मामले की सुनवाई के दौरान अमरनाथ श्राइन बोर्ड की ओर से पेश हुए वकील ने बेंच को बताया कि मौजूदा समय में सभी सेवाएं उसकी वेबसाइट पर उपलब्ध हैं, लेकिन कुछ तकनीकी खराबी के कारण यह काम नहीं कर रहा है। बेंच को बताया गया कि जल्द ही यह वेबसाइट काम करना शुरू कर देगी।
याचिकाकर्ता संगठन की ओर से कहा गया कि यह केंद्र की प्राथमिकता है कि अमरनाथ यात्रा के लिए आने वाले तीर्थयात्रियों को परेशानी मुक्त दर्शन हों और किसी भी समस्या का सामना न करना पड़े।
संगठन की ओर से पेश हुए वकील अवध कौशिक ने बेंच को बताया कि यह आश्चर्य की बात है कि स्थानीय लोगों की मिलीभगत से अधिकृत एजेंटों द्वारा टिकटों की कालाबाजारी हो रही है। इसकी वजह से वृद्ध, बीमार और दिव्यांग तीर्थयात्रियों द्वारा अमरनाथ यात्रा के लिए हेलीकॉप्टर टिकट नहीं मिल पाता है।
Amarnath Yatra: Court notice to Center and Shrine Board on online helicopter booking
New Delhi | [Court Bulletin] | The Delhi High Court has issued a notice to the Central Government on Monday, seeking its response on the demand of making all the tickets for the helicopter service for Amarnath Yatra (Amarnath pilgrimage) available only through the online booking system. The High Court has given this order considering the PIL filed regarding this demand.
A bench of Justice Vipin Sanghi and Justice Sachin Dutta has issued notices to the Amarnath Shrine Board and other concerned parties, besides the Central Government, and has sought answers. The bench has asked all the parties to file their affidavits before the next hearing on May 31. The bench gave this order on a petition filed by the NGO ‘Indian Council of Legal Aid and Advice’.
The petition has sought a direction to make available all tickets for helicopter service from Jammu/Srinagar to Amarnath pilgrimage through online booking system only. Simultaneously, the petition alleges hoarding and black marketing of all tickets booked and sold for helicopter services from Jammu and Srinagar (which is mainly meant for old, sick and disabled pilgrims) for the Amarnath Yatra.
During the hearing of the matter, the counsel appearing for the Amarnath Shrine Board told the bench that at present all the services are available on its website, but due to some technical glitch, it is not working. The bench was told that soon this website would start functioning.
On behalf of the petitioner organization, it was said that it is the priority of the Center that the pilgrims coming for the Amarnath Yatra should have a hassle-free darshan and do not face any problem.
Advocate Avadh Kaushik, appearing for the organization, told the bench that it is surprising that the tickets are being black-marketed by authorized agents in connivance of local people. Due to this, helicopter tickets for Amarnath Yatra are not available by the old, sick and differently abled pilgrims.
