बिलासपुर | [कोर्ट बुलेटिन] | छत्तीसगढ हाई कोर्ट में सहायक शिक्षक (विज्ञान) के पद पर भर्ती प्रक्रिया में दस्तावेज सत्यापन और काउंसिलिंग में शामिल न किए जाने के खिलाफ दायर याचिका पर सुनवाई हुई। जिले मस्तूरी ब्लाक के सुंदरलाल श्रीवास को जिला शिक्षा अधिकारी राजनादगांव द्वारा सहायक शिक्षक (विज्ञान) के पद पर भर्ती प्रक्रिया में दस्तावेज सत्यापन और काउंसिलिंग में शामिल न किए जाने के खिलाफ दायर याचिका में छत्तीसगढ हाई कोर्ट ने लोक शिक्षकण संचालनालय को नोटिस करते हुए सहायक शिक्षक (विज्ञान) के 1 पद को रिक्त रखने के निर्देश दिए हैं।

बता दें कि वर्ष 2019 में लोक शिक्षण संचालनालय द्वारा सहायक शिक्षक, शिक्षक तथा व्याख्याता इन तीनों पदो के लिए विज्ञापन जारी किया गया था।

इसमें लिखित परीक्षा में शामिल होकर 44.13 अंक अर्जित किया था। इस पर इन्हें प्रावधिक आवंटन पत्र जारी हुआ था और दस्तावेज सत्यापन के लिए 15 जनवरी 2022 को डा. बलदेव प्रसाद मिश्र शासकीय उच्चतर माध्यमिक विद्यालय बसंतपुर, जिला राजनादगांव आनलाइन काल लेटर जारी किया गया था।

मोबाइल पर यह बुलावा पत्र साइट व रजिस्ट्रेशन आइडी खुल नहीं पाने के कारण उसे इस बात की जानकारी ही नहीं मिल पाई। तीसरी मेरिट लिस्ट के जारी होने के समय कंप्यूटर सेंटर से जानकारी मिली कि दूसरी लिस्ट में उनका नाम शामिल किया गया है।

लोक शिक्षण के संचालक को 31 मार्च 2022 को एक आवेदन पत्र तथा उसके बाद 29 अप्रैल 2022 को एक स्मरणपत्र भी पेश कर निवेदन किया गया। इस पर विभाग द्वारा इन्हें मौखिक आश्वासन भी दिया गया कि अभी चौंथी मेरिट लिस्ट के माध्यम से दस्तावेज सत्यापन के लिए आमंत्रित किया जाएगा। चौंथी मेरिट लिस्ट का प्रकाशन 30 अप्रैल को किया भी गया। इसमें उसके नाम को शामिल नहीं किया।

विभाग के असहयोगात्मक रवैए के खिलाफ हाई कोर्ट के अधिवक्ता मतीन सिद्दीकी और नरेन्द्र मेहेर के माध्यम से एक रिट याचिका दायर की गई थी। याचिका में मुख्यरूप से यह आधार लिया गया था कि पांचवी मेरिट लिस्ट जारी की जाना अभी बाकी है तथा सहायक शिक्षक के पद भरे जाने बाकी है।

उच्च न्यायालय की एकलपीठ ने इस याचिका की सुनवाई करते हुए उत्तरवादी सचिव स्कूल शिक्षा विभाग, संचालक लोक शिक्षण रायपुर, संयुक्त संचालक दुर्ग संभाग, जिला शिक्षा अधिकारी राजनादगांव को नोटिस कर जवाब तलब किया। हाई कोर्ट ने विभाग को सहायक शिक्षक (विज्ञान) के एक पद को रिक्त रखने के निर्देश दिए हैं।

High Court ordered to keep 1 post of Assistant Teacher Science vacant

Bilaspur | [Court Bulletin] | The petition filed against the non-involvement of counseling and document verification in the recruitment process for the post of Assistant Teacher (Science) was heard in the Chhattisgarh High Court. In the petition filed by District Education Officer Rajnadgaon against Sunderlal Srivas of district Masturi block, in the document verification and counseling for the post of Assistant Teacher (Science) in the recruitment process, the Chhattisgarh High Court has given notice to the Directorate of Public Education, Assistant Teacher. Instructions have been given to keep 1 post of (Science) vacant.

Let us inform that in the year 2019, advertisement was issued by the Directorate of Public Instruction for these three posts of Assistant Teacher, Teacher and Lecturer.

Appeared in the written examination and scored 44.13 marks. On this provisional allotment letter was issued to them and on 15 January 2022, Dr. Baldev Prasad Mishra Government Higher Secondary School Basantpur, District Rajnadgaon online call letter was issued for document verification.

Due to not being able to open this call letter site and registration id on mobile, he could not get information about this. At the time of the release of the third merit list, information was received from the computer center that his name has been included in the second list.

A request was made to the Director of Public Education by presenting an application on 31 March 2022 and after that a reminder letter on 29 April 2022. On this, they were also given a verbal assurance by the department that now they will be invited for document verification through the fourth merit list. The fourth merit list was also published on 30 April. It did not include his name.

A writ petition was filed through High Court advocates Matin Siddiqui and Narendra Meher against the non-cooperative attitude of the department. The main ground was taken in the petition that the fifth merit list is yet to be issued and the posts of assistant teacher are yet to be filled.

Hearing this petition, the Single Bench of the High Court, while hearing this petition, summoned the respondent Secretary, School Education Department, Director Public Education Raipur, Joint Director Durg Division, District Education Officer Rajnadgaon after notice. The High Court has directed the department to keep one post of Assistant Teacher (Science) vacant.
