नई दिल्ली | [नेशनल बुलेटिन] | सीएजी (कम्पट्रोलर एंड ऑडिटर जनरल) की रिपोर्ट में दिल्ली सरकार को रेवेन्यू प्लस बताए जाने से दिल्ली के मुख्यमंत्री अरविंद केजरीवाल गदगद हैं। दिल्ली के मुख्यमंत्री ने इसे आप (आम आदमी पार्टी) इसे ईमानदारी का सबसे बड़ा सबूत बताया है। सीएजी (कम्पट्रोलर एंड ऑडिटर जनरल) रिपोर्ट में कहा गया है कि 2015 से दिल्ली सरकार फायदे में चल रही है। हालांकि, रिपोर्ट में कहा गया है कि केंद्र सरकार की ओर से कुछ खर्चों को वहन करने की वजह से राजस्व अधिक रहा है।
मुख्यमंत्री अरविंद केजरीवाल ने एक न्यूज लिंक शेयर करते हुए ट्वीट किया, ”यह CAG की रिपोर्ट है। इन्होंने कहा है कि दिल्ली में जबसे आम आदमी पार्टी की सरकार बनी है, तबसे दिल्ली सरकार फायदे में चल रही है। ये आम आदमी पार्टी सरकार की ईमानदारी का सबसे बड़ा सबूत है। इसी ईमानदारी ने हमारे विरोधियों की नींद उड़ा रखी है।”
वहीं, दिल्ली के उपमुख्यमंत्री मनीष सिसोदिया ने इसे केजरीवाल की ईमानदार राजनीतिक का परिणाम बताते हुए कहा, ”यह केजरीवाल का शासन मॉडल है। जब हर राज्य राजस्व घाटे में है, केवल दिल्ली सरकार का रेवेन्यू 2015 से सरप्लस है। ईमानदार राजनीति समृद्धि लाती है।” सिसोदिया ने राज्य की वित्तीय स्थिति पर 2021 की सीएजी रिपोर्ट को मंगलवार को दिल्ली विधानसभा में पेश किया।
रिपोर्ट में कहा गया है कि 2019-20 में दिल्ली का रेवेन्यू सरप्लस 7,499 करोड़ रुपए था। यह दर्शाता है कि सरकार की राजस्व प्राप्तियां राजस्व व्यय को पूरा करने के लिए पर्याप्त थीं।
यह जीएसडीपी (ग्रॉस स्टेट डोमेस्टिक प्रोडक्ट) के 0.88 फीसदी है, जो 2018-18 में 0.81% रहा था। हालांकि, सीएजी रिपोर्ट में यह भी कहा गया है कि दिल्ली में रेवेन्यू सरप्लस इसलिए रहा है क्योंकि कुछ खर्चों को केंद्र उठाता है।
सीएजी रिपोर्ट में कहा गया है कहा, ”एनसीटी ऑफ दिल्ली रेवेन्यू सरप्लस में मुख्यतौर पर इसलिए रहा क्योंकि जीएनसीटीडी कर्मचारियों के पेंशन की देनदारी केंद्र सरकार के हिस्से है। इसके अलावा दिल्ली पुलिस का खर्च भी गृह मंत्रालय उठाता है।”
रिपोर्ट में आगे कहा गया है कि दिल्ली का राजस्व खर्च 2015-16 के मुकाबले 2019-20 में 50.47 फीसदी बढ़कर 26,343 करोड़ रुपए से बढ़कर 39,637 करोड़ रुपए हो गया।

New Delhi | [National Bulletin] | Delhi Chief Minister Arvind Kejriwal is upset with the CAG (Comptroller and Auditor General) report describing the Delhi government as revenue plus. The Chief Minister of Delhi has called this AAP (Aam Aadmi Party) biggest proof of honesty. The CAG (Comptroller and Auditor General) report states that since 2015, the Delhi government is running in profit. However, the report said that the revenue has been higher due to some expenses being met by the central government.
Sharing a news link, Chief Minister Arvind Kejriwal tweeted, “This is a CAG report. He has said that ever since the Aam Aadmi Party government was formed in Delhi, the Delhi government is running in profit. This is the biggest proof of the honesty of the Aam Aadmi Party government. This honesty has made our opponents sleepless.
At the same time, Delhi’s Deputy Chief Minister Manish Sisodia called it the result of Kejriwal’s honest politics and said, “This is Kejriwal’s model of governance. When every state is in revenue deficit, only Delhi government’s revenue is surplus since 2015. Honest politics brings prosperity.” Sisodia tabled the 2021 CAG report on the state’s financial condition in the Delhi Assembly on Tuesday.
The report said that Delhi’s revenue surplus in 2019-20 was Rs 7,499 crore. This shows that the revenue receipts of the Government were sufficient to meet the revenue expenditure.
It is 0.88 per cent of GSDP (Gross State Domestic Product), which was 0.81% in 2018-19. However, the CAG report also states that Delhi has had a revenue surplus because some of the expenses are borne by the Centre.
The CAG report said, “NCT of Delhi remained in revenue surplus mainly because the pension liability of GNCTD employees is shared by the central government. Apart from this, the expenditure of Delhi Police is also borne by the Ministry of Home Affairs.
The report further said that the revenue expenditure of Delhi increased by 50.47 per cent from Rs 26,343 crore to Rs 39,637 crore in 2019-20 as compared to 2015-16.
