गुजरात | [वडोदरा बुलेटिन ] | गुजरात के दाहोद जिले के रंधिकपुर गांव, जहां 2002 के दंगों के दौरान बिलकिस बानो के साथ सामूहिक बलात्कार किया गया था और उसके परिवार के 7 सदस्यों की हत्या कर दी गई थी। मीडिया रिपोर्ट के मुताबिक, वहां के एक रहने वाले ने मंगलवार को दावा किया कि आजीवन कारावास के 11 दोषियों की रिहाई के बाद कई मुसलमानों ने सुरक्षा की चिंता में गांव छोड़ दिया है। रिहा हुए सभी पड़ोस के सिंगवड़ गांव के मूल निवासी हैं। जिसके कारण खासकर मुस्लिम महिलाओं में असुरक्षा की भावना बढ़ गई है।

 

पुलिस ने रंधिकपुर में सुरक्षा बढ़ा दी है क्योंकि जेल से रिहा हुए लोग पड़ोस के गांव से हैं, लेकिन ग्रामीणों के किसी भी पलायन से इनकार किया। बिल्किस बानो मामले में 15 साल जेल की सजा काटने के बाद गुजरात भाजपा सरकार की छूट नीति के तहत 11 दोषियों को 15 अगस्त को रिहा किया गया था।

 

रंधिकपुर निवासी शाहरुख शेख ने कहा कि 70 मुस्लिम परिवार डर में जी रहे हैं, जबकि कई अन्य लोग गांव से बाहर निकल गए हैं और अन्य क्षेत्रों में अपने रिश्तेदारों के साथ रहने लगे हैं। शेख ने कहा, “हम डरे हुए हैं। रिहा होने के बाद दोषियों की ओर से हिंसा के डर से कई लोग गांव छोड़ गए हैं। हमने कलेक्टर से दोषियों को सलाखों के पीछे डालने और ग्रामीणों को सुरक्षा प्रदान करने की अपील की है।”

 

कलेक्टर को सौंपा है ज्ञापन

 

दाहोद जिला कलेक्टर को सोमवार को सौंपे ज्ञापन में ग्रामीणों ने डर की बात कहते हुए कहा कि रंधीकपुर के कई निवासी अपना दैनिक कार्य बंद कर बाहर जा रहे हैं। ग्रामीणों ने कहा कि वे इसलिए जा रहे हैं क्योंकि उन्हें अपनी सुरक्षा का डर है, खासकर महिलाओं की। ज्ञापन में कहा गया है कि जब तक 11 दोषियों की गिरफ्तारी नहीं हो जाती, वे वापस नहीं लौटेंगे। पुलिस ने कहा कि रंधिकपुर के पास एक गांव के रहने वाले अपराधी इलाके में मौजूद नहीं हैं, लेकिन उन्होंने स्वीकार किया कि कुछ ग्रामीण चले गए हैं।

 

गांव में तैनात है पुलिस

 

पुलिस उपाधीक्षक ने कहा, “हमने स्थानीय लोगों से बात करने के बाद निश्चित बिंदुओं पर पुलिस कर्मियों को तैनात किया है और ग्रामीणों द्वारा उनकी सुरक्षा पर चिंता व्यक्त करने के बाद गश्त तेज कर दी गई है।” उन्होंने कहा कि कुछ ग्रामीण अपना घर छोड़कर दूसरे शहरों में अपने रिश्तेदारों के साथ रहने चले गए हैं। डिप्टी एसपी ने कहा कि पुलिस रंधिकपुर में लोगों के संपर्क में है और उनकी चिंताओं को दूर कर रही है।

 

दोषी गांव में नही रह रहे हैं

 

दाहोद के पुलिस अधीक्षक बलराम मीणा ने कहा कि 11 दोषी रंधिकपुर के पास सिंगवड़ गांव के मूल निवासी हैं, लेकिन वे इलाके में मौजूद नहीं हैं। सांप्रदायिक दंगों के बीच, रंधिकपुर गांव में बिलकिस बानो के साथ सामूहिक बलात्कार किया गया था और उनके परिवार के 7 सदस्यों की 3 मार्च, 2002 को हत्या कर दी गई थी।

 

श्री मीणा ने कहा,”दोषियों को 15 अगस्त को रिहा कर दिया गया था। आज 23 अगस्त है। अगर कोई पलायन होता तो हमें पता होता। इसके अलावा, रिहा किए गए अपराधी खुद क्षेत्र में मौजूद नहीं हैं। वे चले गए हैं। हमें इसका कोई कारण नहीं मिला है। स्थानीय लोगों को डरने और भागने के लिए।”

 

सुप्रीम कोर्ट करेगा सुनवाई

 

सुप्रीम कोर्ट ने मंगलवार को 11 आजीवन दोषियों को गुजरात सरकार द्वारा दी गई छूट को चुनौती देने वाली याचिका पर विचार करने पर सहमति जताई। गुजरात भाजपा सरकार द्वारा अपनी छूट नीति के तहत उनकी रिहाई की अनुमति दिए जाने के बाद वे 15 अगस्त को गोधरा उप-जेल से बाहर आ गए। उन्होंने जेल में 15 साल से अधिक समय पूरा किया था। मामले की जांच सीबीआई को सौंप दी गई और सुप्रीम कोर्ट ने मुकदमे को महाराष्ट्र की स्थानीय अदालत में स्थानांतरित कर दिया।

 

21 जनवरी, 2008 को मुंबई की एक विशेष सीबीआई अदालत ने बिल्किस बानो के परिवार के 7 सदस्यों की हत्या के आरोप में 11 लोगों को आजीवन कारावास की सजा सुनाई। बाद में बॉम्बे हाई कोर्ट और सुप्रीम कोर्ट ने उनकी सजा को बरकरार रखा। गोधरा ट्रेन में आग लगने के बाद भड़की हिंसा से भागते समय बिलकिस बानो 21 साल की थी और 5 महीने की गर्भवती थी। मारे गए लोगों में उसकी 3 साल की बेटी भी थी।

 

 

 

Muslims leaving Bilkis Bano’s village Randhikpur, increased insecurity among Muslim women

All the released are natives of the neighboring Singwad village. Due to which the feeling of insecurity has increased especially among Muslim women.

 

Police have beefed up security in Randhikpur as those released from jail are from a neighboring village, but denied any exodus of villagers. After serving 15 years in jail in the Bilkis Bano case, 11 convicts were released on August 15 as part of the Gujarat BJP government’s exemption policy.

 

Shahrukh Sheikh, a resident of Randhikpur, said 70 Muslim families are living in fear, while many others have moved out of the village and moved to live with their relatives in other areas. Shaikh said, “We are scared. After being released, many people have left the village fearing violence from the culprits. We have appealed to the collector to put the culprits behind bars and provide security to the villagers.”

 

Memorandum has been submitted to the collector

 

In a memorandum submitted to the Dahod District Collector on Monday, the villagers expressed their fear and said that many residents of Randhikpur are going out after stopping their daily work. Villagers said they were leaving because they feared for their safety, especially that of women. It has been said in the memorandum that till the 11 culprits are not arrested, they will not return. Police said the criminals, who hailed from a village near Randhikpur, were not present in the area, but admitted that some villagers had left.

 

 Police stationed in the village

 

“We have deployed police personnel at certain points after talking to the local people and patrolling has been intensified after villagers expressed concern over their safety,” the deputy superintendent of police said. He said that some villagers have left their homes and gone to live with their relatives in other cities. The Deputy SP said that the police is in touch with the people in Randhikpur and is addressing their concerns.

 

 The guilty are not living in the village

 

Dahod Superintendent of Police Balram Meena said the 11 convicts are natives of Singwad village near Randhikpur, but they are not present in the area. In the midst of communal riots, Bilkis Bano was gang-raped in Randhikpur village and 7 members of his family were murdered on March 3, 2002.

 

Mr. Meena said, “The convicts were released on August 15. Today is August 23. If there was an escape, we would have known. Also, the released convicts themselves are not present in the area. They have left.” We have not found any reason for this. The locals are scared and run away.”

 

 Supreme Court will hear

 

The Supreme Court on Tuesday agreed to consider a petition challenging the exemption granted by the Gujarat government to 11 life convicts. He came out of the Godhra sub-jail on 15 August after the Gujarat BJP government allowed his release as part of its exemption policy. He had completed more than 15 years in prison. The investigation of the case was handed over to the CBI and the Supreme Court transferred the trial to a local court in Maharashtra.

 

On January 21, 2008, a special CBI court in Mumbai sentenced 11 people to life imprisonment for the murder of 7 members of Bilkis Bano’s family. Later the Bombay High Court and the Supreme Court upheld his sentence. Bilkis Bano was 21 years old and 5 months pregnant while fleeing the violence that broke out after the Godhra train fire. His 3-year-old daughter was also among those killed.
