मुंबई | [महाराष्ट्र बुलेटिन] | महाराष्ट्र की नई बनी एकनाथ शिंदे Eknath Shinde Cabinet सरकार में फिलहाल 2 ही लोगों ने शपथ ली है। एकनाथ शिंदे मुख्यमंत्री बन गए हैं और देवेंद्र फडणवीस डिप्टी सीएम के तौर पर काम कर रहे हैं, लेकिन अब तक कैबिनेट विस्तार का इंतजार है। 11 जुलाई 2022 को सुप्रीम कोर्ट में शिंदे गुट के 16 विधायकों की अयोग्यता पर फैसला होना है। माना जा रहा है कि फ्लोर टेस्ट में बहुमत हासिल करने के बाद सुप्रीम कोर्ट की ओर से एकनाथ शिंदे सरकार को संभवत: कोई झटका नहीं लगेगा।
ऐसे में अब भाजपा और एकनाथ शिंदे गुट के विधायकों के बीच मंत्रालयों के बंटवारे पर चर्चा होने लगी है।
सीएम पद के त्याग की पूरी कीमत मंत्रालयों के जरिए लेगी भाजपा
भाजपा सूत्रों के मुताबिक भले ही पार्टी ने एकनाथ शिंदे को सीएम बनाकर ‘त्याग’ दिखाने का प्रयास किया है, लेकिन विभागों के बंटवारे में वह अपरहैंड चाहेगी। चर्चा है कि भाजपा के खाते में वित्त, राजस्व और गृह मंत्रालय रहेंगे। इसके अलावा शहरी विकास मंत्रालय और सड़क मंत्रालय एकनाथ शिंदे गुट के खाते में जा सकते हैं। एकनाथ शिंदे खुद उद्धव ठाकरे सरकार में शहरी विकास मंत्रालय का जिम्मा संभाल रहे थे।
हालांकि, एकनाथ शिंदे इस बात से खफा थे कि पूर्व उपमुख्यमंत्री अजीत पवार और आदित्य ठाकरे दोनों विभागों के मामलों में दखल दे रहे थे। ऐसे में देखना होगा कि बीजेपी के साथ सरकार चलाते हुए भी इन दोनों विभागों पर एकनाथ शिंदे का पूरा नियंत्रण होगा या नहीं।
शिंदे खेमे में कम हो सकते हैं मंत्री पद
एकनाथ शिंदे के समर्थन में कुल 39 विधायक शिवसेना को छोड़कर उनके साथ आए हैं और सरकार को समर्थन दिया है। इन विधायकों में से 8 लोग मंत्री थे। ऐसे में इस बात पर नजर रहेगी कि शिंदे समर्थक कितने विधायकों को मंत्री परिषद में जगह मिलती है।
सरकार गठन से पहले चर्चा थी कि यदि भाजपा के पास सीएम पद जाता है तो फिर 13 मंत्री पद एकनाथ शिंदे के खाते में जा सकते हैं। इनमें से 8 लोगों को कैबिनेट मंत्री बनाने और 5 लोगों को राज्यमंत्री का पद देने की बात कही जा रही थी। लेकिन अब एकनाथ शिंदे सीएम बन गए हैं तो उनके कोटे के मंत्री पदों में कुछ कमी आ सकती है।
उद्धव बोले- वफादारों और गद्दारों के बीच घिर गया हूं
गौरतलब है कि एकनाथ शिंदे गुट के अलग होने के चलते शिवसेना पर ही संकट आ गया है। पार्टी के मुखिया उद्धव ठाकरे फिलहाल शिवसेना को अपने नियंत्रण रखने की कवायद में जुटे हैं। उन्होंने मंगलवार को कहा था कि मैं वफादार शिवसैनिकों और गद्दारों के बीच घिर गया हूं। उनका कहना था कि मैं जल्दी ही बीच का कोई रास्ता निकालने पर विचार करूंगा।

Eknath Shinde has become the Chief Minister and Devendra Fadnavis is working as the Deputy CM, but till now the cabinet expansion is awaited. On July 11, 2022, the Supreme Court has to decide on the disqualification of 16 MLAs of the Shinde faction. It is believed that after securing a majority in the floor test, the Eknath Shinde government will probably not get any setback from the Supreme Court.
In such a situation, now there is a discussion on the distribution of ministries between the MLAs of BJP and Eknath Shinde faction.
BJP will take full cost of relinquishing the post of CM through ministries
According to BJP sources, even though the party has tried to show ‘sacrifice’ by making Eknath Shinde the CM, it would like an upper hand in the division of portfolios. It is discussed that Finance, Revenue and Home Ministries will remain in the account of BJP. Apart from this, the Ministry of Urban Development and the Ministry of Roads can go to the account of Eknath Shinde faction. Eknath Shinde himself was handling the Urban Development Ministry in the Uddhav Thackeray government.
However, Eknath Shinde was upset that former deputy chief ministers Ajit Pawar and Aaditya Thackeray were interfering in the affairs of both the departments. In such a situation, it has to be seen whether Eknath Shinde will have complete control over these two departments even while running the government with BJP.
Ministerial posts may be reduced in Shinde camp
In support of Eknath Shinde, a total of 39 MLAs have joined him except Shiv Sena and supported the government. Eight of these MLAs were ministers. In such a situation, it will be seen that how many MLAs supporting Shinde get a place in the Council of Ministers.
Before the formation of the government, there was discussion that if the CM post goes to BJP, then 13 ministerial posts can go to Eknath Shinde’s account. Out of these, it was being said that 8 people would be made cabinet ministers and 5 people would be given the post of minister of state. But now that Eknath Shinde has become the CM, then there may be some reduction in his quota of ministerial posts.
Uddhav said – I am surrounded between loyalists and traitors
Significantly, due to the separation of the Eknath Shinde faction, the Shiv Sena itself is in trouble. Party chief Uddhav Thackeray is currently engaged in the exercise of keeping the Shiv Sena under his control. He had said on Tuesday that I am surrounded by loyal Shiv Sainiks and traitors. He said that I would soon consider finding a middle ground.
