बलात्कार को बलात् रोकना होगा !! balaatkaar ko balaat rokana hoga !!

इस्लामी पाकिस्तान के पंजाब प्रांत में सोमवार (20 जून 2022) से आपातकाल का ऐलान हो गया है। कारण : वहां बलात्कार की घटनाओं में बेतहाशा वृद्धि हुयी है। (इंडियन एक्सप्रेस : 22 जून 2022)। पंजाब के गृह मंत्री जनाब मोहम्मद अत्तार ने बताया कि राज्य प्रशासन आपातकाल का कदम उठाने के लिये बाध्य हो गया था। महिला और बच्चों के खिलाफ यौन अत्याचार की वारदातें पिछले दिनों बहुत बढ़ गयीं थीं। कुछ वर्ष पूर्व एक कानून लाहौर में बना था, जिससे बलात्कारी को केमिकली बधिया बनाने का नियम रचा गया था। हालांकि ऐसे कदम की भारतीय सांसद मेनिका गांधी ने आलोचना की थी और कहा था बजाये दण्ड के यह बदले की भावना से प्रेरित है।
बलात्कारी को कानून के तहत लाने में हाल ही में उत्तर प्रदेश सरकार बड़ी कामयाब रही। मसलन जैतपुर थाना पुलिस ने (29 मार्च 2022) कथित अपराधी रवि प्रकाश यादव को पकड़ा किन्तु 5 अन्य अभियुक्त फरार हो गये। यूपी सरकार ने उन अपराधियों के घर पर बुलडोजर चलाने का आदेश दिया। सभी दोषियों ने पुलिस के सामने आत्मसमर्पण कर दिया। (8 अप्रैल 2022, टाइम्स आफ इंडिया)। इसी प्रकार बलात्कार के फरार अपराधी मोहम्मद अमीर तथा मो. आसिफ को (31 मार्च 2021) सहारनपुर पुलिस गिरफ्तार करने में सफल रही क्योंकि उनके घरों पर बुलडोजर चलने वाला था।
किन्तु अभी भी भारत में इस जघन्य अमानुषिक दुष्कर्म पर भारत के राजनेताओं की भावना और दृष्टि तर्कसम्मत और मानवीय नहीं हुयी है। योगी आदित्यनाथ ने स्वयं यूपी विधानसभा में (24 मार्च 2022) विधायकों को स्मरण कराया था कि मुलायम सिंह यादव वाली मशहूर उक्ति कि ”लड़के लड़के ही होते हैं, गलती हो ही जाती है।” इस समाजवादी पुरोधा से तो कहीं अधिक भयावह बात कर्नाटक विधानसभा (18 दिसम्बर 2021) में पूर्व अध्यक्ष तथा सोनिया—कांग्रेस के प्रमुख विधायक के.आर. रमेश ने सदन में कहा था कि : ”कहावत है कि यदि बलात्कार अवश्यांभावी हो तो लेट जाओ, लुत्फ लो।” बाद में राज्यव्यापी हंगामें के बाद इस वरिष्ठ कांग्रेसी विधायक ने क्षमा याचना की।
हालांकि तबतक कांग्रेस के राष्ट्रीय महासचिव और कर्नाटक कांग्रेस के प्रभारी रणदीप सिंह सुर्जेवाला इस कथन की भर्त्सना कर चुके थे। केरल की सत्तारुढ मार्क्सवादी कम्युनिस्ट पार्टी ने कोजीकोड के अपने दो सीनियर नेताओं को निलंबित कर दिया था (28 जून 2021) क्योंकि उन्होंने जिला समिति के महिला कार्यकत्री को अपनी हवस का शिकार बनाया था।
इसी सिलसिले में हिन्दीभाषी प्रदेशों में महिलाओं पर हो रहे अत्याचार पर गंभीर कदम की आवश्यकता है। समाजवादी पार्टी के एक वरिष्ठ नेता (कानपुरवाले) तोताराम यादव ने कहा था (7 जून 2015 :टाइम्स आफ इंडिया) कि : ”लड़का—लड़की की स्वेच्छा से बलात्कार होता है।” यूपी में तो बलात्कार के कारण मुख्यमंत्री लोग भी बदनाम हुये। वर्ष 1981—82 में श्रीपति मिश्र के मुख्यमंत्रित्व काल में बस्ती के सिसवा बाजार में गैंगरेप की घटना में पुलिसकर्मियों की ही संलिप्तता पायी गयी। पूरा थाना निलंबित हुआ।
इसी तरह के एक प्रकरण विश्वनाथ प्रताप सिंह के मुख्यमंत्रित्वकाल में बागपत में माया त्यागी कांड को लेकर दिल्ली तक कोहराम मचा रहा। तारीख 16 जून 1980 की इस घटना में पुलिसकर्मियों ने माया त्यागी के साथ जो अमानुषिक कृत्य किया वो तो किया ही, उसके भाइयों को भी डकैत बताकर उनके खिलाफ उत्पीड़न की कार्रवाई कर डाली। इस घटना में माया त्यागी को निर्वस्त्र करके उसके साथ सादी वर्दी में पुलिसकर्मियों द्वारा गैंगरेप की घटना को अंजाम दिया गया।
मगर नारायणपुर (देवरिया) सामूहिक बलात्कार काण्ड के कारण तो बाबू बनारसीदास की सरकार ही (14 जनवरी 1980) बर्खास्त हो गयी थी। तभी इंदिरा गांधी सत्ता पर दोबारा लौंटीं थीं। दुखद सत्य यह था कि न्यायिक जांच का निष्कर्ष था कि नारायणपुर में बलात्कार हुआ ही नहीं था।
अब अपेक्षा योगी शासन से है। पुलिस प्रशासन तथा कानूनराज ऐसा कठोर हो कि बलात्कारी की रुह कांप उठे। निर्भया काण्ड की शिकार भी पूर्वी उत्तर प्रदेश की ही युवती थी। अत: मांग बढ़ जाती है। कठोर कदम की आशायें भी।

A state of emergency has been declared in the Punjab province of Islamic Pakistan from Monday (20 June 2022). Reason: There has been a huge increase in the incidents of rape. (Indian Express : 22 June 2022). Punjab Home Minister Janab Mohammad Attar told that the state administration was compelled to take the measure of emergency. Incidents of sexual atrocities against women and children had increased a lot in the past. A few years ago a law was made in Lahore, through which the rule was made to make the rapist chemically castrated. However, such a move was criticized by Indian MP Maneka Gandhi and said that instead of punishment, it was motivated by the spirit of revenge.
Recently, the Uttar Pradesh government was successful in bringing the rapist under the law. For example, Jaitpur police station (29 March 2022) caught the alleged criminal Ravi Prakash Yadav, but 5 other accused escaped. The UP government ordered bulldozers to be run at the homes of those criminals. All the convicts surrendered before the police. (8 April 2022, Times of India). Similarly, the absconding accused of rape, Mohammad Amir and Mohd. Saharanpur Police was successful in arresting Asif (31 March 2021) as a bulldozer was about to run over his houses.
But still the sentiment and vision of the Indian politicians on this heinous inhuman rape in India has not become rational and human. Yogi Adityanath himself reminded the MLAs in the UP Assembly (24 March 2022) that Mulayam Singh Yadav’s famous quote that “boys are boys, mistakes are made”. Even more frightening than this socialist leader, former Speaker and Sonia-Congress chief MLA KR in the Karnataka Legislative Assembly (18 December 2021). Ramesh had said in the House that: “There is a saying that if rape is inevitable, lie down, enjoy it.” Later, after a state-wide uproar, the senior Congress MLA apologized.
However, by then the National General Secretary of Congress and in-charge of Karnataka Congress Randeep Singh Surjewala had denounced this statement. Kerala’s ruling Communist Party of India-Marxist has suspended (28 June 2021) two of its senior leaders from Kozhikode for making a woman worker of the district committee a victim of their lust.
In this connection, serious steps are needed on the atrocities on women in Hindi speaking states. A senior Samajwadi Party leader (Kanpurwale) Totaram Yadav had said (7 June 2015: Times of India) that: “The boy and the girl are raped voluntarily.” . In the year 1981-82, during the Chief Ministership of Shripati Mishra, the involvement of policemen was found in the incident of gang rape in Siswa Bazar of Basti. Entire police station suspended.
In a similar episode, during the Chief Ministership of Vishwanath Pratap Singh, there was uproar till Delhi regarding the Maya Tyagi incident in Baghpat. In this incident of 16 June 1980, the policemen not only did the inhuman act done with Maya Tyagi, but also took action of harassment against her brothers by calling them dacoits. In this incident, Maya Tyagi was stripped naked and gang-raped by the policemen in plain uniform.
But due to the Narayanpur (Deoria) gang rape case, the government of Babu Banarsidas was dismissed (14 January 1980). Only then Indira Gandhi returned to power. The sad truth was that the judicial inquiry concluded that there was no rape in Narayanpur.
Now the expectation is from the Yogi government. The police administration and law-raj should be so harsh that the soul of the rapist should tremble. The victim of the Nirbhaya case was also a girl from eastern Uttar Pradesh. Hence the demand increases. Hoping for a tough step.
