जूही ने विधायक के घर से बाहर निकलते ही डीडीसी को फोन लगाकर विधायक से मिलने की जानकारी दी।
वाह शाबाश जूही, बहुत अच्छा किया। तुम्हारी हिम्मत को दाद देनी पड़ेगी। जूही ऐसे आदमी से तुमने बात कर अपना मैसेज दे दिया। फिर भी मेरी सलाह है उससे सावधान रहना। डीडीसी ने सावधान करते हुए कहा।
आप चिंता मत करें, सर मुझे कुछ नहीं होगा। फिर जूही ने आज अपने ऑफिस में हुई मीटिंग के बारे में बताया। डीडीसी ने कहा ऑफिस जाते ही तुम दोनों मीटिंग की रिपोर्ट भेज दो मेरे पास।
ठीक है सर।
इधर विधायक गुप्ता ने जूही के जाते ही डीसी को फोन कर कहा डीसी साहब ये कैसी वीडियो है जूही। उसकी इतनी हिम्मत की मेरे मामले में दखल अंदाजी करे। आप उसे मेरे बारे में अच्छी तरह बता दें और समझा दें। मैंने जो बीपीएल के सर्वे में अपने लोगों का नाम जुड़वाया है उसमें कोई भी फेर-बदल हुआ तो उसके लिए अच्छा नहीं होगा।
डीसी साहब ने उसे समझाते हुए कहा विधायक जी यह जूही के अधिकार क्षेत्र का मामला है अगर उसे किसी योजना में गड़बड़ी होने की आशंका होगी तो वह स्वतंत्र है, उसे रद्द करने या पुनर्निरीक्षण कराने की। इस मामले में मैं उसके काम में हस्तक्षेप नहीं कर सकता।
माफ करें। इतना कहकर डीसी ने फोन काटना चाहा तो गुप्ता ने धमकी भरे लहजे में कहा तो ठीक है डीसी साहब फिर आगे जो भी होगा उसमें मुझे दोष न देना। डीसी ने समझाया आवेश में आकर कोई ऐसा काम न करें जिससे आपको भी बाद में अफसोस करना पड़े विधायक जी।
फोन काटकर डीसी साहब ने डीडीसी साहब को बुलाया और कहा वर्मा जी अब समय आ गया है विधायक को सबक सिखाने का। आप तुरंत सीपी साहब को बुलाएं, साथ में विधि व्यवस्था से जुड़े सभी अधिकारियों के साथ मीटिंग बुलाएं अभी। विधायक पागल आदमी है वो कभी भी पूरे प्रखंड की विधि व्यवस्था बिगाड़ सकता है और हमारी वीडियो जूही भी खतरे में पड़ सकती है।
डीडीसी वर्मा ने जी सर अभी तैयारी करता हूं।
करीब आधे घंटे में सभी अधिकारी डीसी साहब के कक्ष में उपस्थित थे।
डीसी साहब ने वीडियो जूही के मामले की जानकारी देते हुए कहा आप सबको पता है विधायक गुप्ता के बारे में। उसके खिलाफ कितने हत्या, बलात्कार, अपहरण और हमारे ऑफिसर्स के साथ मारपीट का मामला दर्ज है। प्रखंड से लेकर जिला तक सारे विभाग और अधिकारी उसकी गुंडागर्दी और मनमानी से परेशान हैं।
आज उसने जूही को देख लेने के धमकी दिया है। मुझे भी विधि व्यवस्था बिगाड़ने की धमकी दिया है। यह बिल्कुल गंभीर मामला है।
अब हम सबको जूही को आगे करके उसको सबक सिखाना होगा, वरना जिला में हम सबको काम करना मुश्किल होगा। गुप्ता हर योजना में हस्तक्षेप कर मनमानी करता है। जबकि बाकी विधायक और नेता नियमानुसार हम सबसे काम करवाते हैं और हमें उनका काम करने में कोई दिक्कत नहीं होती है। मगर गुप्ता ने सबकी नाक में दम कर रखा है।
वो कभी भी प्रखंड के अंतर्गत उत्पात कर सकता है। वीडियो जूही को जान का भी खतरा हो सकता है।
आप सभी इस मामले में अपनी राय दें, उससे कैसे निपटा जाए।
डीडीसी ने कहा सर अभी जूही ने मुझे फोन कर विधायक से और अपने ऑफिस में अपने अधिकारियों के साथ हुई मीटिंग के बारे में बताया। फिर वो आज ही चार बजे एक प्रेस कांफ्रेंस कर आम नागरिकों के बीच योजना के बारे में जागरूकता लाना चाहतीं हैं ताकी सभी योजना के नियम, लाभ और सरकार के दिशा निर्देश को जान सकें।
वाह जूही तो एकदम मंजे हुए और अनुभवी अधिकारी की तरह काम काम कर रही है। डीसी ने सुनकर जूही की तारीफ करते हुए कहा।
एसपी सिंह ने कहा सर मेरी राय है क्यों न हमलोग कुछ दिनों के लिए जूही वीडियो को प्रखंड की विधि व्यवस्था का प्रभारी भी बना दिया जाए। आप सबकी बातों से लग रहा है वो काफी बहादुर और सूझबूझ वाली ऑफिसर है। इससे हम लोग दूसरे ऑफिसर को जोखिम में डालने से बचेंगे और चूंकि जूही इतना बड़ा खतरा उठाने जा रही है तो उसके पास लॉ इन ऑर्डर का भी अधिकार होना चाहिए, ताकि समय पर वो अपनी सूझबूझ से खुद को भी सुरक्षित रख सके। आम नागरिकों को भी सुरक्षित रखे और विधि व्यवस्था भी बिगड़ने पाए वर्ना हम लोगों को राज्य सरकार को जवाब देते नहीं बनेगा। प्रेस और राजनीतिक दल हम पर सवाल उठायेंगे; वो अलग।
डीडीसी ने कहा एसपी साहब बिल्कुल सही सुझाव दे रहे हैं। सर मुझे पूरा विश्वास है जूही हमारी कसौटी पर पूरा खरा उतरेगी। उसके अंडर एक डीएसपी, एक इंस्पेक्टर रैंक का अधिकारी नियुक्त कर दिया जाए। साथ ही इस प्रखंड के अंतर्गत सभी थानों को सतर्क कर दिया जाय। बाकी थानों का कंट्रोल खुद एसपी साहब करेंगे। मगर जूही के ब्लॉक ऑफिस के अंदर आने वाले पुलिस थाने को वो खुद नियंत्रित करेगी।
बाकी हम सभी अधिकारी ढाल बनकर उसकी निगरानी करेंगे। क्योंकि विधायक कितना ताकतवर है इसका सबको अंदाजा है। इससे भिड़ना किसी जंग से कम भी नहीं है। इसके पास गुंडों की पूरी फौज है।
ठीक है वर्मा जी मैं अभी इससे संबंधित पत्र निर्गत करता हूं। गृह विभाग राज्य सरकार को भी भेजता हूं। जिले के सीआईडी को सतर्क करें वो गुप्ता की निगरानी कर एसपी साहब को रिपोर्ट करता रहे।
ध्यान रहे कोई भी अधिकारी जरा भी न डरे न घबड़ाए। सभी आज से एक जंग के लिए तैयार रहें और जितना हो सके जूही को सहयोग करना है। सरकार की योजनाएं हर हाल में जरूरमंदों तक जानी चाहिए और इसमें जो भी बाधा पहुंचाएगा उसे बक्सा नहीं जायेगा।
डीडीसी वर्मा ने कहा सर एक काम और करना होगा। जूही की सुरक्षा हेतु उसके आवास, ऑफिस और उसके लिए पुलिस सुरक्षा देने होगी।
डीसी ने एसपी साहब से कहा सिन्हा साहब ऑफिस के लिए फिलहाल दस, आवास के लिए चार और निजी सुरक्षा हेतु दो रायफल सहित पुलिस के जवान नियुक्त करें। मैं इस विषय में एक पत्र निर्गत करता हूं।
अभी जितना निर्णय लिया गया है उसपर आज ही से करवाई शुरू कर दें सभी। उसके बाद बैठक खत्म हो गई।
ठीक चार बजे जूही ने अपने ऑफिस में सभी प्रेस प्रतिनिधियों के साथ प्रेस कॉन्फ्रेंस शुरू कर दिया।
उसने कहा मैं सरकार की एक मामूली सी अधिकारी हूं। मगर सरकार की गरीबों के लिए लगभग कल्याण कारी योजनाएं का सफल निष्पादन और जरूरतमंदों तक पहुंचाना मेरी जिम्मेवारी है। अगर इस कार्य में कोई भी बाधा पहुंचाएगा उससे कानूनी तरीके से निपटा जाएगा।
मैंने जबसे वीडियो के रूप में अपनी कुर्सी संभाली है कभी चैन से बैठ नहीं पाई हूं। लगातार क्षेत्र में जा जा कर योजनाओं को जमीनी स्तर तक पहुंचाने में लगी हुई हूं और इसमें काफी सफलता भी मिली है मुझे। दूर दराज के गरीब ग्रामीण काफी राहत महसूस कर रहे हैं।
लेकिन सरकार की सबसे महत्वपूर्ण योजना बीपीएल की सूची में भरी गड़बड़ी हुई है। इस सूची में जिन गरीबों को शामिल करना था उन्हें छोड़कर साधन संपन्न अमीर लोगों को जोड़वा दिया गया है जो सरासर सरकार के नियमों के खिलाफ है। जबकि इसी योजना से कई योजनाएं जुड़ी हुई है। अगर कोई गरीब इस सूची से छूट गया तो बाकी योजनाओं का लाभ उसे नहीं मिल पाएगा।
मगर यह काम तो आपके ही पदाधिकारी और कर्मचारी करते हैं फिर गड़बड़ी कैसे हुई एक पत्रकार ने पूछा।
बिल्कुल सही पूछा आपने। जूही ने जवाब देते हुए कहा सर्वे का कार्य मेरे ही ऑफिस के लोगों ने किया मगर विधायक जी के लोगों ने उनको डरा धमका कर जबरदस्ती करवाया।
जैसे ही मुझे सूची में गड़बड़ी की जानकारी मिली मैंने उसे रद्द कर फिर से सर्वे करवाने का निर्णय लिया। मैं चाहती थी की माननीय विधायक जी को विश्वास में लेकर पुनः सर्वे करवाया जाए। इसलिए आज मैं खुद उनके आवास पर बातचीत करने गई थी मगर वो मानने को तैयार नहीं है। वे इसे अपनी प्रतिष्ठा का सवाल समझ रहे हैं।
वे अभी भी अपनी जिद पर अड़े हुए हैं। सूची रद्द होने पर देख लेने की धमकी दे रहे हैं। मैंने उनको फिर से विचार करने का अनुरोध किया है। अब देखते हैं वे क्या निर्णय लेते हैं।
तबतक मैं चाहती हूं आप सभी गरीबी रेखा के नीचे रहने वाले लोगों के सर्वे के बारे में अपने प्रेस में छापें और मेरी तरफ से अनुरोध करें कि सभी लोग सर्वे में सहयोग करें। साथ ही सरकार की नियमावली भी छापे ताकि आम लोग जागरूक हो सकें और इस योजना का पूरा लाभ उठा सकें। आप सबको सरकार की नियमावली की कॉपी अभी दे दी जायेगी।
जूही ने अपनी बात खत्म कर के बड़े बाबू को सभी प्रेस प्रतिनिधियों को कॉपी उपलब्ध कराने का आदेश देकर अपनी कुर्सी से उठते हुए बड़े बाबू से कहा आप सबको चाय- नाश्ता भी करवा देंगे। अभी मैं अपने निवास पर जा रहीं हूं आप मुझसे वहीं आकर मिल लें।
