        प्रयागराज मनीषियों का मरकज है। कभी उसका बीजमंत्र होता था:- ‘‘पढ़े और पढ़ायें, सुने और सुनाये।‘‘ शायद अब नहीं। वह अक्षहीन हो गया है, बधिर भी। यहीं सवा सदी से ज्ञान का पर्याय रहे ‘‘ भारती भवन‘‘ लाइब्रेरी का अवसान आसन्न है। मगर सत्तानशीनों को न तो फिक्र है। बुद्धिकर्मियों को न तो व्याकुलता।

इसीलिये टिकटिकी लगी है कुशल महापौर अभिलाषा गुप्ता की ओर, शायद वे इस धरोहर को बचा लें। वे सबला हैं, मंत्रीपत्नी हैं। पति नंदी योगी काबीना में रसूखदार हैं। यहां की सांसद रीता बहुगुणा तो इतिहासवेत्ता हैं। अगली पीढ़ी, नयी नस्ल अपनी थाती को ध्वस्त होते कभी गवारा नहीं करेगी। माफ तो कदापि नहीं।

आज (12 अगस्त 2022) राष्ट्रीय पुस्तकालय दिवस है। अतः ‘‘भारती भवन‘‘ के प्रति टीस उठना लाजिमी है। अपरिहार्य है। खासकर आजादी के अमृत महोत्सव वर्ष के परिवेश में। संगम नगरी में जंगे-आजादी की यह गौरवशाली पहचान है। महामना (मदन मोहन) मालवीय और राजर्षि पुरूषोत्तमदास टंडन इससे भावनात्मक तौर पर संबद्ध रहे।

नेहरू पिता-पुत्र (जवाहरलाल-मोतीलाल) के साथ। महादेवी वर्मा और उनके राखी भाई निराला भी। ब्रिटिश साम्राज्य से सम्मानित सर संुदर लाल भी जुडे़ थे, तो जेल में कैद बागी सत्याग्रही भी। उन्हें किताबें कारागार में भेजी जाती थीं। तब विद्यादान धर्म था, साधना भी। बड़ी सटीक व्याख्या की अर्जन्टाइन स्पेनिश कवि जार्ज लुई बोर्जेस ने: ‘‘स्वर्ग एक, लाइब्रेरी जैसा ही होगा।‘‘

रोमन चिंतक मार्कस सिसरो ने तो निर्धारित कर दिया था कि ‘‘बगीचा और पुस्तकालय ही सब कुछ है।‘‘ विचारों की क्रांति की वह कोख होती है। ‘‘लाइब्रेरी का सही-सही पता प्रत्येक को जरूर जानना चािहये‘‘, राय थी एलबर्ट आइंस्टीन की।

तो क्या पता रहा इस भारती भवन का ? प्रयागराज की पूर्वी दिशा में लोकनाथ मोहल्ला है। सौ साल पहले शहर के किनारे था। अब बाजार की भीड़ में फंसा है। आबादी घनी हो गयी। वह घिर गया। साहित्यप्रेमी का जमावाड़ा होता था। स्वाधीनता सेनानियों का भी। कचौड़ी, जलेबी, लस्सी मशहूर थी।

इस इलाकें के 3 बाशिन्दों को शीर्षतम राष्ट्रीय पारितोष (भारत रत्न) से नवाजा जा चुका है: पंडित जवाहरलाल नेहरू, पुरूषोेत्तमदास टंडन और महामना मालवीय। इलाके का नाम पड़ा पड़ोसी 2 सदियों पुराने शिवालय बाबा लोकनाथ के नाम पर। यहीं के सांसद रहे लाल बहादुर शास्त्री।

भारती भवन से गहरा लगाव रखने वाले अनुपम परिहार, मनु मालवीय, डा. मुक्ति व्यास, आदि की तीव्र आशंका का एहसास होता है कि प्रदेश के सांस्कृतिक इतिहास का यह यादगार स्तंभ वक्त के थपेड़ों तथा जनोपेक्षाओं के परिणाम में विलुप्त न हो जाये। सिर्फ एक उजड़ा दयार न हो जाये। ताकतवर साम्राज्यवादी बर्तानिया सत्ता से मुकाबला कर चुका यह शिक्षा केन्द्र अपने लोगों के हाथ ही न गिर जाये।

विश्वविद्यालय के इतिहास विभाग के पूर्व अध्यक्ष रहे डा. हेरंब चतुर्वेदी की पीड़ा मर्म को छू जाती है। वे अध्ययन हेतु यहां अक्सर जाते थे। उन्होंने बताया की प्रबंधन की मुफलिसी की यह दशा है कि एक इनवर्टर तक नहीं लग पाया। जब बिजली गुल हो जाती थी तो खिड़की खोलकर वे पढ़ते थे।

मेधा को रौशन करने वाला संस्थान खुद प्रकाश से वंचित रहता था। प्रो. चतुर्वेदी को यही आशा है कि शासन जागेगा। हेरंबजी ने बताया कि भारती भवन में ‘‘टाइम्स आफ इंडिया‘‘, दि स्टेट्समैन, पयोनियर आदि कीे महत्वपूर्ण प्रतियां रखी हैं।

बुद्धिकेन्द्रो पर गृहकर नहीं लगता है। अंग्रेज भी नहीं लगाते थे। फिर राष्ट्रवादी संस्थान पर देशी शासन क्यों थोपें ? इस संदर्भ में इलाहाबाद के मुख्य कर निर्धारण अधिकारी श्री प्रमोद कुमार द्विवेदी ने बताया कि इस गृहकर से भारती भवन को मुक्त किया जा सकता है। इस आग्रह का पत्र उन्हें मिले तो वे अवश्य संवेदनापूर्वक विचार करेंगे।

इस अधिकारी (प्रमोदी कुमार) का इस भवन के लिये स्नेह का कारण है कि वे स्वयं काशी हिन्दु विश्वविद्यालय के छात्र रहे, जिसके स्थापक मदन मोहन मालवीय का जन्म स्थल केवल पचार मीटर दूर, भारती भवन के लोकनाथ मोहल्ले में ही है। प्रमोद द्विवेदी जी ने भावनात्मक सरोकार व्यक्त किया।

वजूद की लड़ाई लड़ रहे भारती भवन को हाल ही में नगर निगम ने 2.87 लाख रूपये का गृहकर नोटिस भेजा है, जिसमें 2018 से लगाया गया ब्याज भी शामिल है। भारती भवन पुस्तकालय के लाइब्रेरियन स्वतंत्र पाण्डे ने बताया कि कभी खुद आर्थिक सहायता देने वाले नगर निगम ने अब पुस्तकालय से 2.84 लाख रूपये गृहकर मांगा। उसके पहले कभी भी इस पुस्तकालय से गृहकर नहीं लिया गया था।

पाण्डे के मुताबिक, इस पुस्तकालय की आय का कोई स्रोत नहीं हैं, क्योंकि यहां पाठकों से कोई शुल्क नहीं लिया जाता। राज्य सरकार से प्रति वर्ष 2 लाख रूपये का अनुदान मिलता है, जिससे बिजली का बिल भरा जाता है, जो कि सालाना 35 से 40 हजार रूपये के बीच आता है।

उन्होंने बताया कि इसके अलावा पुस्तकालय के पांच कर्मचारियों के वेतन के मद में सालाना 2.75 लाख रूपये खर्च होते है, जिसका भुगतान सावधि जमा ( फिक्स्ड डिपॉजिट) से मिलने वाले ब्याज से किया जाता है।

स्वतंत्र पाण्डे ने चिंता व्यक्त की कि रखरखाव, पांच कर्मियों के वेतन आदि हेतु कोई भी वित्तीय मदद न मिलने के कारण भवन की स्थिति शोचनीय हो गयी है। उन्होंने बताया कि तत्कालीन राज्यपाल मोतीलाल वोरा ने एकदा दस लाख रूपये का अनुदान दिया था। अब लखनऊ के राज भवन छोड़े बोरा को 26 वर्ष हो गये।

इसी प्रकार केन्द्रीय मानव संसाधन मंत्री डा. मुरली मनोहर जोशी ने भी 10 लाख की बैंक एफडी करायी थी। उसे भी 10 वर्ष बीत गये। मुलायम सिंह यादव के शासन काल में इलाहाबाद के सांसद जनेश्वर मिश्र ने 1 लाख रूपये के अनुदान को 2 लाख का करा दिया था, उसे भी दशक हो रहा है।

अचरज होता है कि इतने महत्वपूर्ण संग्राहलय पर बौद्धिक जमात का तनिक भी ध्यान क्यों नहीं गया ?

जबकि हजारों स्वयंसेवी संस्था (एनजीओ) देश-विदेश से अरबों रूपये का ग्रांट पाते हैं। पत्रकार तीस्ता का ताजा उदाहरण है जिसने मनमोहन सरकार और विदेशों से अकूत वजीफा पाया। उसे मद्यपान, विदेश यात्रा तथा सैरसपाटे पर खर्च कर डाला। इसीलिये दिल दुखी हो जाता है, ऐसे मंजर से। भारती भवन की आवाज ‘‘त्राहि माम‘‘ सुनना चाहिये।

Hear the cry of Bharati Bhavan of Prayagraj!

Prayagraj is the markaz of the sages. Once his seed mantra was: – “Read and teach, listen and recite.” Maybe not now. He has become incapacitated, even deaf. Here the end of the “Bharti Bhawan” library, which has been synonymous with knowledge for a century and a half, is imminent. But the ruling party does not care. Neither bother the intellectuals.

That’s why the tick is on the efficient mayor Abhilasha Gupta, maybe they can save this heritage. She is Sabla, minister wife. Husband Nandi Yogi is influential in Kabina. The MP here Rita Bahuguna is a historian. The next generation, the new breed will never let its wealth collapse. Sorry never.

Today (12 August 2022) is National Library Day. Therefore, there is bound to be tension towards “Bharti Bhavan”. is inevitable. Especially in the environment of the Amrit Festival year of independence. This is the proud identity of war-freedom in the city of Sangam. Mahamana (Madan Mohan) Malviya and Rajarshi Purushottamdas Tandon were emotionally attached to it.

Nehru with father-son (Jawaharlal-Motilal). Mahadevi Verma and her Rakhi brother Nirala too. Sir Sundar Lal, respected from the British Empire, was also associated with the rebel Satyagrahi imprisoned in jail. Books were sent to him in prison. Then there was the education of religion and also the practice of meditation. The Argentine Spanish poet Georges-Louis Borges so accurately explained: “Heaven will be one, like a library.”

The Roman thinker Marcus Cicero had determined that “the garden and the library are everything.” That is the womb of the revolution of ideas. “Everyone must know the exact address of the library”, was the opinion of Albert Einstein.

So what was known of this Bharati Bhavan? Loknath Mohalla is on the eastern side of Prayagraj. A hundred years ago it was on the edge of the city. Now caught in the rush of the market. The population became dense. He was surrounded. There was a gathering of literary lovers. Freedom fighters too. Kachori, Jalebi, Lassi were famous.

Three residents of this area have been awarded the highest national award (Bharat Ratna): Pandit Jawaharlal Nehru, Purushottamdas Tandon and Mahamana Malviya. The area got its name after the neighboring 2 centuries old pagoda Baba Loknath. Lal Bahadur Shastri was the MP from here.

Anupam Parihar, Manu Malviya, Dr. Mukti Vyas, etc., who are deeply attached to Bharati Bhavan, realize the acute apprehension that this memorable pillar of cultural history of the state should not be lost due to the pressure of time and public expectations. Don’t be just a desolate pity. This education center, which has competed with the powerful imperialist British power, should not fall in the hands of its people.

The agony of Dr. Heramb Chaturvedi, who was the former chairman of the history department of the university, touches the heart. He used to go here often for studies. He told that this is the condition of the failure of the management that even one inverter could not be installed. When there was a power outage, he used to study by opening the window.

The institution that illuminated the intellect itself was deprived of light. Pro. Chaturvedi only hopes that the government will wake up. Herambji told that important copies of “Times of India”, The Statesman, Pioneer etc. have been kept in Bharati Bhavan.

Home tax is not levied on the intellectual centers. Even the British did not. Then why impose indigenous rule on the nationalist institution? In this context, Chief Assessing Officer, Allahabad, Shri Pramod Kumar Dwivedi informed that Bharti Bhavan can be exempted from this house tax. If they get this request letter, they will surely consider it sensitively.

The reason for this officer’s (Pramodi Kumar) affection for this building is that he himself was a student of Banaras Hindu University, whose birth place of founder Madan Mohan Malviya is only five meters away, in Loknath Mohalla of Bharti Bhavan. Pramod Dwivedi ji expressed his emotional concern.

Recently, the Municipal Corporation has sent a house tax notice of Rs 2.87 lakh to Bharti Bhavan, which is fighting for its existence, which includes the interest charged since 2018. Swatantra Pandey, librarian of Bharti Bhavan Library, told that the Municipal Corporation, which once gave financial assistance, has now asked for house tax of Rs 2.84 lakh from the library. Never before that house tax was collected from this library.

According to Pandey, there is no source of income for this library as no fee is charged from the readers. The state government gets a grant of Rs 2 lakh per year, from which the electricity bill is paid, which comes between Rs 35 to 40 thousand annually.

Apart from this, an annual expenditure of Rs 2.75 lakh is spent on the salary of five employees of the library, which is paid out of interest from fixed deposits, he said.

Swatantra Pandey expressed concern that the condition of the building has become deplorable due to non-availability of any financial help for maintenance, salary of five workers etc. He told that the then Governor Motilal Vora had once given a grant of ten lakh rupees. Now it has been 26 years since Bora left the Raj Bhavan in Lucknow.

Similarly, Union Human Resource Minister Dr. Murli Manohar Joshi had also got a bank FD of 10 lakhs. He too has passed 10 years. During the rule of Mulayam Singh Yadav, Allahabad MP Janeshwar Mishra had made a grant of Rs 1 lakh to 2 lakh, that too is happening for a decade.

One wonders why such an important museum did not get even the slightest attention of the intellectual community?

Whereas thousands of voluntary organizations (NGOs) get grants of billions of rupees from the country and abroad. The latest example is the journalist Teesta, who received huge stipends from the Manmohan Singh government and abroad. He spent it on drinking, foreign travel and leisure. That’s why the heart becomes sad, because of such a scene. The voice of Bharati Bhavan “Trahi Maam” should be heard.
