हिसार | [हरियाणा बुलेटिन] | देश को आजाद हुए 70 साल बीत गए बावजूद इसके भारत में जातिवाद और छुआछूत का अंत होता नहीं दिख रहा है। दलित अधिकार कार्यकर्ता और वकील रजत कल्सन के अनुसार, हरियाणा के 90 फीसदी गांवों में दलितों और सवर्णों के श्मशान घाट अलग-अलग हैं।

 

नेशनल अलायंस फॉर दलित हुमन राइट्स के संयोजक रजत कल्सन ने हिसार में जारी बयान में कहा कि संविधान के अनुच्छेद-17 के मुताबिक, देश में जाति के आधार पर अस्पृश्यता यानी छुआछूत का अंत कर दिया गया है तथा इसे अपराध घोषित कर दिया गया है, इसके बावजूद आज भी हरियाणा के 90 फीसदी गांवों में जब किसी ग्रामीण की मृत्यु होती है तो उसकी जाति तय करती है कि उस व्यक्ति को अग्नि किस जगह पर नसीब होगी। क्योंकि 90 फीसदी गांवों में श्मशान घाट जाति के आधार पर बने हुए हैं।

 

कलसन ने बताया कि उन्होंने फेसबुक पर एक सर्वे किया था जिसमें प्रदेशभर से लोगों ने कमेंट कर बताया कि उनके गांव में भी जाति के आधार पर श्मशान घाटों का वर्गीकरण किया गया है तथा आज भी गांवों में दलितों के लिए अलग से श्मशान घाट है। कई यूजर्स ने बताया कि कई गांव में तो दलितों के लिए श्मशान घाट ही नहीं है तथा कई यूजर्स ने यह भी बताया कि दलित समाज के व्यक्ति के शव को गांव के मुख्य मार्गों से गुजरने तक नहीं दिया जाता।

 

उन्होंने आरोप लगाया कि राज्य सरकार भी ग्राम पंचायतों को जाति के आधार पर बने हुए श्मशान घाटों के निर्माण के लिए अनुदान जारी कर रही है, जो कि बल्किुल गैरकानूनी है।

 

कल्सन ने कहा कि इसी मसले पर कई बार गांव में झगड़े भी हुए हैं तथा अनुसूचित जाति समाज के लोगों को सार्वजनिक श्मशान घाट में उनके अपनों का अंतिम संस्कार करने से रोका गया है। उन्होंने पिछले साल की एक घटना का हवाला देते हुए कहा कि रोहतक के गांव मोखरा में अनुसूचित जाति समाज के लोगों को उनके बुजुर्ग का शव का दहन करने से एक जाति विशेष के लोगों की तरफ से रोक दिया गया था, जिससे बड़ी पेचीदा स्थिति पैदा हो गई थी तथा जाति विशेष के लोगों के खिलाफ एससी/एसटी एक्ट का मुकदमा भी दर्ज हुआ था।

 

कलसन ने कहा कि संविधान के अनुच्छेद 17 के साथ-साथ अनुसूचित जाति व जनजाति अत्याचार अधिनियम में भी इस तरह का जातीय बर्ताव करने वाले लोगों के खिलाफ दंड का प्रावधान है, लेकिन सख्त कानूनों के बावजूद भी लोगों की जातियां मानसिकता खत्म होने का नाम नहीं ले रही है।

 

उन्होंने कहा कि सरकारों को वोट की राजनीति से ऊपर उठकर इस तरह के जातीय भेदभाव को खत्म करने का काम करना चाहिए तथा सभी गांव में एक सार्वजनिक श्मशान घाट बनाना चाहिए तथा ग्रामीणों को भी जातिवादी मानसिकता त्याग कर इस प्रगतिशील कदम के लिए पहल करनी चाहिए। कलसन ने कहा कि वे जल्दी ही इस बारे में पंजाब हरियाणा हाईकोर्ट में जनहित याचिका दायर कर इस भेदभाव को खत्म करने की मांग करेंगे।

Rajat Kalsan, convener of the National Alliance for Dalit Human Rights, said in a statement issued in Hisar that according to Article 17 of the Constitution, untouchability on the basis of caste has been abolished in the country and it has been declared a crime. Despite this, even today in 90 percent of the villages of Haryana, when a villager dies, his caste decides where that person will get the fire. Because in 90 percent of the villages, the cremation grounds are built on the basis of caste.

 

Kalsan told that he had done a survey on Facebook, in which people from all over the state commented that the crematoriums have been classified on the basis of caste in his village and even today there is a separate cremation ground for Dalits in the villages. Many users told that in many villages there is no cremation ground for Dalits and many users also told that the dead body of a person from Dalit community is not allowed to pass through the main roads of the village.

 

He alleged that the state government is also releasing grants to the gram panchayats for the construction of caste-based cremation grounds, which is quite illegal.

 

Kalsan said that many times there have been fights in the village on this issue and people belonging to the Scheduled Castes community have been prevented from performing the last rites of their loved ones at the public crematorium. Referring to an incident of last year, he said that people belonging to a particular caste were stopped by people belonging to a particular caste in Rohtak’s village Mokhra from burning the dead body of their elders. And a case of SC / ST Act was also registered against the people of a particular caste.

 

Kalsan said that Article 17 of the Constitution as well as the Scheduled Castes and Tribes Atrocities Act also has a provision for punishment against people who behave like this, but despite strict laws, the caste mentality of the people is not going to end. taking.

 

He said that the governments should work to end such caste discrimination by rising above the politics of votes and make a public cremation ground in all the villages and villagers should also take initiative for this progressive step by abandoning the casteist mindset. Kalsan said that he would soon file a public interest litigation in this regard in the Punjab and Haryana High Court, seeking to end this discrimination.
