कैसा अड़ियलपना है ? विडंबना है ? बाढ़-पीड़ित लाहौर के रमजान बाजार में टमाटर छह सौ रूपये और आलू पांच सौ रूपये किलो बिक रहा है। सिर्फ तीस किलोमीटर दूर वागा-अटारी सीमा (भारत) पर मात्र पचास और चालीस रूपये किलो इनके दाम हैं। अब तक सैलाब से पाकिस्तान को दस अरब डालर की हानि हो चुकी है। एक अमेरिकी डालर बराबर सवा दो सौ पाकिस्तानी रूपये है। दो हजार लोगों के प्राण चले गये। चार सौ बच्चे तथा पौने दो लाख मवेशी भी। इसी बीच नरेन्द्र मोदी ने ट्वीट किया कि पड़ोसी की इस आपदा से वे आहत हैं। इस फ्लैश से लाहौर में ईद का महौल सर्जा कि मोदी मदद भेजेंगे। मगर मुस्लिम लीग (नवाज) के प्रधानमंत्री मियां मोहम्मद शाहबाज शरीफ ने ऐलान कर डाला कि पारम्परिक मसले अभी अनसुलझे है। मसलन कश्मीर ! अतः निलंबित व्यापारिक रिश्ते सुधरे नहीं जा सकते!! कूटनीतिक संबंध तो दूर की कौड़ी है। मतलब ?
याद आया। उन दिनों बेगम बेनजीर भुट्टो प्रधानमंत्री थीं। उनकी मांग पर राजीव गांधी ने आलू निर्यात करने का आदेश दिया था। तब टीवी पर विपक्ष के नेता नवाज शरीफ ने व्यंग किया था: ‘‘मोहतरमा हम पाकिस्तानियों को हिन्दुस्तानी आलू खिलायेंगी ?‘‘ उनका व्यंग आज उनके अनुज वजीरे आजम शाहबाज ने मुहावरे में दोहराया। इतनी नफरत ? सब्जी में भी मजहब ? मगर इस इस्लामी जम्हूरियत में सभी लोग ऐसे कड़वे और कट्टर नहीं हैं। वित्त मंत्री (वजीरे खजाना) मियां मिफ्ताह इस्माइल ने तो पिछले पांच अगस्त को आगाह कर दिया था कि ‘‘नकदी संकट से जूझ रहे देश के लिए आने वाले दिन ‘बुरे’ रहने वाले हैं।‘‘ उन्होंने कहा कि: ‘‘सरकार अगले तीन महीने के लिए आयात पर नियंत्रण जारी रखेगी। पिछले जून माह में पाकिस्तान का दिवाला निकालने से बचाने के लिये, इस इस्लामी राष्ट्र के गृह और योजना मंत्री अहसान इकबाल चौधरी ने (15 जून 2022) एक अपील जारी की थी कि: ‘‘केवल दो कप चाय ही पियें। इससे अरबों डालर की चाय पत्ती आयात से बचेंगे।‘‘ इस पर आम पाकिस्तानी बगावत की मुद्रा में आ गया था। हालांकि पाकिस्तानी मुस्लिम लीग (नवाज) के इस प्रधान सचिव का मजाक उड़ा। चाय तो आम आदमी का प्रिय पेय है। यदि उससे भी वह महरुम कर दिया गया तो खूनी इन्कलाब का खतरा होगा।
वित्त मंत्री का आकंलन है कि प्रधानमंत्री शहबाज शरीफ की सरकार पूर्ववर्ती इमरान (तालिबानी) खान सरकार की आर्थिक नीतियों का खामियाजा भुगत रही है।‘‘ जियो टीवी पर मियां मिफ्ताह इस्माइल ने बताया: ‘‘पाकिस्तान मुस्लिम लीग-नवाज (पीएमएल-एन) सरकार के कार्यकाल में देश का बजट घाटा 1,600 अरब डॉलर था।‘‘
इन्हीं वित्त मंत्री ने गत सप्ताह अनुरोध किया है कि पड़ोसी भारतीय पंजाब से अनाज और सागभाजी का आयात किया जाये ताकि घातक महंगाई को रोका जा सके। तीन करोड़ नागरिक संकटग्रस्त हैं। बीस लाख एकड़ के हरे खेत डूब गये। सेनापति जनरल कमर जावेद बाजवा ने बताया कि 160 में से 72 जिले जलप्लवित है। उन सबके पुनर्वास में सालों लग जायेंगे।
मगर इस विकराल मानवी त्रासदी पर भारत का एक प्रभावी और ओजस्वी तबका है जो बाढ राहत की मदद देने का विरोधी है। उसका मानना है कि पाकिस्तान से आतंकी सरगना को भारत के सुपुर्द करने और स्थायी रूप से भारतीय सीमा के अतिक्रमण को खत्म करने के बाद ही, बाढ़ राहत देने पर अड़ा है। इस वर्ग ने लश्करे तैयबा, जैशे मोहम्मद को अवैध कराना, धारा 370 के खात्मे को स्वीकारने, इस्लामी देश में हिन्दुओं अल्पसंख्यकों के पूजास्थलों की हिफाजत, मुम्बई होटल बम विस्फोट, माफिया दाउद इब्राहीम, मसूद अजहर जैसे वान्टेड अपराधियों को लौटाना आदि मांगों को उठाया हैं। उनका आग्रह है कि जब तक पाकिस्तान शत्रुतापूर्वक हरकतें बंद नहीं करता, उसे लेशमात्र सहायता भी नहीं दी जानी चाहिये। यह वर्ग स्मरण कराता है कि 2010 के भीषण बाढ़ के बाद कांग्रेसी प्रधानमंत्री मनमोहन सिंह ने पैंतीस अरब रूपये इस्लामी जम्हूरिया को दिये थे, तो नतीजा क्या हुआ ? पुलवामा में भारतीय सशस्त्र सिपाहियों की हत्या कर दी गयी। प्रतिकार में मोदी ने बालाकोट पर 2019 में बम गिराकर हिसाब चुकता किया।
कई हिन्दुस्तानी सवाल करते है कि क्या मिला नरेन्द्र मोदी (25 दिसम्बर 2019) को जब वे अकस्मात काबुल से दिल्ली लौटते समय लाहौर में पहली दफा उतरे और प्रधानमंत्री मियां मो. नवाज शरीफ की पोती (मेहरून्नीसा) की शादी में शिरकत की। बेगम कुलसुम नवाज से मिले। उनकी 90-वर्षीया माताश्री बेगम शमीम अख्तर के चरण स्पर्श कर आशीर्वाद लिया था।
कई भारतीय राष्ट्रवादियों की दृढ़ धारणा है कि जितना भी दूध पिलाओ सांप उसी हथेली को डसता ही है। अतः अब हल नरेन्द्र मोदी की उदारता पर निर्भर है। क्योंकि सनातन धर्म में परोपकाराय सतां विभूतया का सिद्धांत है। मोदी सनातन धर्म का ही अवलंबन करते हैं।
