जयपुर | [राजस्थान बुलेटिन] | राज्य में ओपीएस (ओल्ड पेंशन स्कीम) लागू हो गई है। वित्त विभाग ने अधिसूचना जारी कर दी है। 1 जनवरी 2004 और उसके बाद के कर्मचारियों ओपीएस (ओल्ड पेंशन स्कीम) लागू हो गई है। इसके साथ ही मंत्रियों, विधायकों और न्यायिक सेवा के अधिकारियों को आरजीएचएस का लाभ मिलेगा। सीएम गहलोत ने बजट भाषण के दौरान राजस्थान में ओपीएस लागू करने की घोषणा की थी। वित्त विभाग के आदेश से एनपीएस को पूरी तरह से समाप्त कर 2004 के बाद नियुक्त सभी कर्मचारियों के लिए ओल्ड पेंशन स्कीम बहाल हो गई है।
न्यू पेंशन स्कीम समाप्त हो गई है। वित्त विभाग ने राजस्थान सिविल सेवा (पेंशन) संशोधन नियम , 2022 के आदेश जारी कर दिए है। राज्य के विभिन्न कर्मचारी संगठनों का कहना था कि नेशनल पेंशन सिस्टम (एनपीएस) न राज्य हित में है और न कर्मचारियों- अधिकारियों के हित में।
नेशनल पेंशन सिस्टम में सेवानिवृत्ति के पश्चात मिलने वाली मासिक धनराशि को पीएफआरडीए एक्ट में कहीं भी पेंशन नहीं कहा गया है। सीएम गहलो द्वारा बजट भाषण में ओपीएस लागू करने कर्मचारियों ने स्वागत किया था। योजना लागू होने से सालाना 19 हजार करोड़ रुपये का भार पड़ेगा।
सालाना 19 हजार करोड़ का पड़ेगा भार
ओल्ड पेंशन स्कीम के पेटे राज्य सरकार करीब पौने चार लाख पेंशनर्स को हर साल 20 हजार करोड़ रुपए से ज्यादा की पेंशन दे रही है। न्यू पेंशन स्कीम वाले 522551 कर्मचारियों का औसत सेवा काल 28 वर्ष भी मानें तो इन्हें रिटायर होने में अभी 10 से 11 साल का समय और लगेगा। हर साल औसतन 30 हजार से ज्यादा कर्मचारी सेवानिवृत्त भी होते हैं। ऐसे में पेंशनर्स की संख्या लगातार बढ़ती ही जाएगी। योजना लागू होने से सालाना 19 हजार करोड़ रुपये का भार पड़ेगा।
39 हजार करोड़ लौटाने से PFRDA का इनकार
उल्लेखनीय है कि प्रदेश के साढ़े 5 लाख से ज्यादा कर्मचारियों के लिए ओल्ड पेंशन स्कीम (ओपीएस) लागू करने की सीएम अशोक गहलोत की बहुचर्चित बजट घोषणा धरातल पर उतरने से पहले ही केंद्र के अधीन आने वाली पेंशन निधि विनियामक और विकास प्राधिकरण (पीएफआरडीए) ने न्यू पेंशन स्कीम (एनपीएस) के दायरे में आने वाले राज्यांश व कर्मचारियों के अंशदान का 39 हजार करोड़ लौटाने से इनकार कर दिया था।
वित्त विभाग को लिखे जवाबी पत्र में पीएफआरडीए ने लिखा कि पीएफआरडीए एक्ट 2013 व पीएफआरडीए रेग्यूलेशन 2015 में एनपीएस योजना के तहत राज्यांश व कर्मचारी के अंश की जमा राशि को राज्य सरकार की रेवेन्यू रिसीट में लौटाने का कोई प्रावधान नहीं है। इससे राज्य सरकार को जबरदस्त झटका लगा है।

Various employee organizations of the state said that the National Pension System (NPS) is neither in the interest of the state nor in the interest of the employees and officers.
The monthly amount received after retirement in the National Pension System has not been called pension anywhere in the PFRDA Act. In the budget speech by CM Gahlo, the employees had welcomed the implementation of OPS. With the implementation of the scheme, an annual burden of 19 thousand crores will be incurred.

Under the old pension scheme, the state government is giving pension of more than Rs 20 thousand crore every year to about four and a half lakh pensioners. Even if the average service life of 522551 employees of New Pension Scheme is considered to be 28 years, then it will take 10 to 11 years more for them to retire. On an average, more than 30,000 employees retire every year. In such a situation, the number of pensioners will continue to increase. With the implementation of the scheme, an annual burden of 19 thousand crores will be incurred.
PFRDA refuses to return 39 thousand crores
It is noteworthy that even before the much talked about budget announcement of CM Ashok Gehlot to implement Old Pension Scheme (OPS) for more than 5 and a half lakh employees of the state, the Pension Fund Regulatory and Development Authority (PFRDA), which comes under the Centre, has He had refused to return 39 thousand crores of state share and employees’ contribution coming under the purview of New Pension Scheme (NPS).
In a reply letter to the Finance Department, PFRDA has written that there is no provision in the PFRDA Act 2013 and PFRDA Regulation 2015 to return the state share and employee’s share deposited in the revenue receipt of the state government under the NPS scheme. This has dealt a tremendous blow to the state government.
