रायपुर | [छत्तीसगढ़ बुलेटिन] | मनरेगा (महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी) छत्तीसगढ़ के 12 हजार से अधिक कर्मचारियों ने आंदोलन के 62वें दिन वादा निभाओ महारैली निकालकर शासन को सामूहिक इस्तीफा सौंप दिया है, जिससे विभाग में हड़कंप मच गया है। 21 सहायक परियोजना अधिकारियों की सेवा समाप्ति से आक्रोशित कर्मचारियों ने यह कदम उठाया है।
छत्तीसगढ़ के इतिहास में यह पहला मामला होगा कि किसी भी कर्मचारी संगठन ने इस तरह का विरोध किया होगा। 21 अधिकारियों की बर्खास्तगी आदेश को संवैधानिक बताते हुए मनरेगा कर्मियों ने शासन के आदेश की प्रतियां भी जलाई। रैली में प्रदेशभर से 10 हजार से अधिक कर्मचारी शामिल हुए।
छत्तीसगढ़ मनरेगा कर्मचारी महासंघ के प्रांत अध्यक्ष चंद्रशेखर अग्निवंशी एवं कार्यकारी अध्यक्ष राधेश्याम कुर्रे ने बताया कि सहायक परियोजना अधिकारी की बर्खास्तगी के आदेश की महासंघ घोर निंदा करता है। इसे तत्काल निरस्त नहीं करने के कारण सामूहिक इस्तीफा का कदम उठाया गया है।
उन्होंने कहा कि शासन कार्रवाई करके हमें डराना चाहती है। आंदोलन को खत्म करना चाहती हैं, लेकिन यह रणनीति नहीं चलेगी। उन्होंने बताया कि कांग्रेस सरकार ने अपने जनघोषणा पत्र में यह वादा किया गया था कि सभी संविदा कर्मचारियों का नियमितीकरण एवं किसी भी संविदा कर्मचारी की छटनी नहीं की जाएगी।
चुनावी घोषणा पत्र के वादों को नहीं किया पूरा
संघ का कहना कि 2 सूत्रीय मांग को चुनावी जन घोषणा पत्र में कांग्रेस ने शामिल किया था। सभी मनरेगाकर्मियों का नियमितीकरण किया जावे एवं नियमितीकरण की प्रक्रिया पूर्ण होने तक सिविल सेवा नियम 1966 के साथ पंचायत कर्मी नियमावली लागू किया जाए। संघ के प्रवक्ता सूरज सिंह ठाकुर ने कहा कि सरकार की कथनी और करनी में बड़ा फर्क है। यह कर्मचारी जगत के लिए संवेदनहीनता की पराकाष्ठा वाला आदेश है। सभी कर्मचारी संगठनों से आग्रह है कि वह इस लड़ाई में साथ दें। संघ का यह आंदोलन बिना लक्ष्य पूर्ति के समाप्त नहीं होगा।
हड़ताल से गरीबों-मजदूरों को नहीं मिला काम
कृषि मंत्री रविंद्र चौबे ने कहा कि मनरेगा कर्मियों को जिद छोड़कर काम पर लौटना चाहिए। उनके स्ट्राइक को 2 महीना हो गया। यही 2 महीने में छत्तीसगढ़ में मनरेगा से काम होना था। छत्तीसगढ़ में 26 लाख मानव दिवस तक काम हमने पहुंचाया था। इनके स्ट्राइक के कारण गरीबों, मजदूरों और प्रदेश के लोगों को कितना नुकसान हुआ इसका आकलन ये लोग नहीं कर सकते। इसके बाद भी उदारता बरतते हुए सीएम भूपेश बघेल ने चर्चा कर एक हाई लेवल कमेटी बनाई है। मनरेगा के रोजगार सहायकों का मानदेय भी साढ़े 9 हजार रुपये किया गया है। कमेटी समस्याओं पर विचार कर निदान करेगी, बावजूद कर्मचारी आंदोलन पर अड़िग है, इसलिए सरकार ने कार्रवाई शुरू की है।

Describing the dismissal order of 21 officers as constitutional, MNREGA workers also burnt copies of the government order. State President of Chhattisgarh MNREGA Employees Federation Chandrashekhar Agnivanshi and Working President Radheshyam Kurre said that the federation strongly condemns the order of dismissal of Assistant Project Officer. Due to not canceling it immediately, the step of mass resignation has been taken.
He said that the government wants to scare us by taking action. Wants to end the movement, but this strategy will not work. He said that the Congress government had promised in its public manifesto that regularization of all contractual employees and retrenchment of no contractual employees would be done.
Election manifesto promises not fulfilled
The Sangh says that the two-point demand was included in the election manifesto by the Congress. All MNREGA workers should be regularized and till the completion of the regularization process, along with the Civil Services Rules, 1966, the Panchayat Workers’ Rules should be implemented. Sangh spokesperson Suraj Singh Thakur said that there is a big difference between the words and deeds of the government. This is an order of culmination of insensitivity to the employee world. All employee organizations are requested to join hands in this fight. This movement of the Sangh will not end without the fulfillment of the goal.
Poor laborers did not get work due to strike
Agriculture Minister Ravindra Choubey said that MNREGA workers should leave their insistence and return to work. It’s been 2 months since his strike. This was to be done under MGNREGA in Chhattisgarh in 2 months. In Chhattisgarh, we had done work up to 26 lakh man-days. These people cannot assess the damage caused to the poor, laborers and the people of the state due to their strike. Even after this, taking generosity, CM Bhupesh Baghel has discussed and formed a high level committee. The honorarium of the employment assistants of MNREGA has also been increased to Rs. 9 and a half thousand. The committee will consider the problems and solve them, but the employees are adamant on the movement, so the government has started action.
