रांची | [कोर्ट बुलेटिन] | लड़कियों की पढ़ाई के लिए क्षेत्र में एक भी स्कूल नहीं होने पर एक मां ने अपनी पीड़ा हाई कोर्ट केसमने रखते हुए स्कूल खोलने की मांग की है। हाई कोर्ट ने मां की याचिका पर सरकार से 4 सप्ताह के भीतर जवाब मांगा है।

 

एक मां ने हाई कोर्ट में याचिका दाखिल कर अपनी बच्ची की पढ़ाई के लिए वर्ष 2019 से अनगड़ा प्रखंड में बंद पड़े स्कूल को फिर से खोलने के लिए हाईकोर्ट से गुहार लगाई है। बच्ची की मां मुन्नी देवी ने हाईकोर्ट में याचिका दायर कर कहा है कि प्रखंड में कस्तूरबा को छोड़ लड़कियों के लिए एक भी स्कूल नहीं है।

 

ऐसे में उन्हें अपनी बच्ची को 3 किलोमीटर दूर गोंदलीपोखर में एक निजी स्कूल में भेजना पड़ता है। अदालत से मुन्नी देवी ने स्कूल पुन: खोलने का आग्रह किया है। इस याचिका पर सुनवाई करते हुए जस्टिस राजेश शंकर की अदालत ने सरकार को 4 सप्ताह में जवाब दाखिल करने का निर्देश दिया है।

 

प्रार्थी मुन्नी देवी की ओर से अधिवक्ता शैलेश पोद्दार ने पक्ष रखते हुए कोर्ट को बताया कि अनगड़ा प्रखंड में प्रोजेक्ट गर्ल्स हाई स्कूल वर्ष 1985 से चल रहा था। वर्ष 1985 में एकीकृत बिहार सरकार की एक स्कीम आई थी, जिसके तहत पिछड़े क्षेत्रों में लड़कियों को शिक्षित करने के लिए हर प्रखंड में एक प्रोजेक्ट गर्ल्स स्कूल खोला गया था, ताकि इन इलाके की लड़कियां स्कूल जा सकें। इसी के तहत अनगड़ा में भी स्कूल खुला था।

 

उन्होंने कोर्ट को बताया कि वर्ष 2007 में आलम कमेटी की रिपोर्ट में सुझाव दिया गया था कि अनगड़ा स्कूल को बंद कर दिया जाए, क्योंकि जिस जमीन पर स्कूल खुला है, वह जमीन स्कूल के नाम पर नहीं है। वहां सिर्फ 14 लड़कियां ही पढ़ रही हैं।

 

हालांकि इस रिपोर्ट पर कुछ नहीं हुआ, सरकार नियमित रूप से इस स्कूल को फंड देती रही। वर्ष 2019 के पहले तक यह स्कूल नियमित रूप से चलता रहा और लड़कियों की संख्या बढ़कर 150 तक हो गई।

 

वर्ष 2018 में राज्य सरकार के माध्यमिक स्कूल शिक्षा सचिव ने एक संकल्प जारी कर अनगड़ा के इस स्कूल को बंद करने का आदेश दिया। वर्ष 2019 में जिला शिक्षा पदाधिकारी ने स्कूल को बंद कर दिया।

 

इसके बाद वर्ष 2020 एवं 2021 में अनगड़ा के लोगों ने पंचायत के जरिए कई बार सरकार को पत्र लिखा और इस स्कूल को फिर से शुरू करने का आग्रह किया, लेकिन इस पर कुछ नहीं हुआ। इसके बाद दिसंबर 2021 में इस स्कूल को खुलवाने को लेकर हाईकोर्ट में मुन्नी देवी ने याचिका दायर की।

 

 

 

Mother appealed to High Court to open school for daughter’s education

A mother has filed a petition in the High Court and has appealed to the High Court to reopen the school which has been closed since the year 2019 in Anagada block for the education of her daughter. The girl’s mother Munni Devi has filed a petition in the High Court saying that there is not a single school for girls in the block except Kasturba.

 

In such a situation, he has to send his daughter to a private school in Gondlipokhar, 3 km away. Munni Devi has urged the court to reopen the school. Hearing this petition, the court of Justice Rajesh Shankar has directed the government to file a reply in 4 weeks.

 

Advocate Shailesh Poddar, appearing for the petitioner Munni Devi, told the court that Project Girls High School in Anagada block was running since 1985. In the year 1985, there was a scheme of the Integrated Bihar Government, under which a Project Girls School was opened in every block to educate girls in backward areas, so that girls of these areas could go to school. Under this, the school was also opened in Anagada.

 

He told the court that in the year 2007, the report of the Alam Committee had suggested that the Anagada school should be closed because the land on which the school is opened is not in the name of the school. Only 14 girls are studying there.

 

Although nothing happened on this report, the government regularly funded this school. Till the year 2019, this school continued to run regularly and the number of girls increased to 150.

 

In the year 2018, the Secondary School Education Secretary of the State Government issued a resolution ordering the closure of this school in Angada. In the year 2019, the District Education Officer closed the school.

 

After this, in the year 2020 and 2021, the people of Anagada wrote letters to the government several times through the panchayat and requested to start this school again, but nothing happened on it. After this, Munni Devi filed a petition in the High Court for the opening of this school in December 2021.
