रायपुर | [छत्तीसगढ़ बुलेटिन] | प्रदेश से राज्यसभा चुनाव में कांग्रेस के उम्मीदवार राजीव शुक्ला एवं रंजीत रंजन निर्विरोध जीत गए हैं। शुक्रवार को नाम वापसी का अंतिम दिन था। रंजीत रंजन को रिटर्निंग ऑफिसर दिनेश शर्मा ने निर्वाचन प्रमाण-पत्र दिया। राजीव शुक्ला की अनुपस्थिति में सुधीर शुक्ला ने निर्वाचन अधिकारी से उनका प्रमाण-पत्र लिया। इस अवसर पर संसदीय कार्य मंत्री रविंद्र चौबे, विधायक कुलदीप सिंह जुनेजा, संसदीय सचिव विकास उपाध्याय सहित कांग्रेसी मौजूद रहे।
बता दें कि राज्यसभा चुनाव में जनता कांग्रेस छत्तीसगढ़ (JCCJ) के उम्मीदवार डॉ. हरिदास भारद्वाज का नामांकन 1 जून को खारिज दिया गया था। इसके बाद छत्तीसगढ़ से कांग्रेस उम्मीदवार राजीव शुक्ला और रंजीत रंजन का निर्विरोध सांसद बनना लगभग तय हो गया था। रिटर्निंग अफसर की ओर से कहा गया था कि डॉ. भारद्वाज ने न्यूनतम 9 प्रस्तावक होने की अनिवार्य शर्त को पूरा नहीं किया है।
स्क्रूटनी के बाद रिटर्निंग अफसर ने कांग्रेस के दोनों उम्मीदवारों के नामांकन को नियमों के तहत वैध बताया था। जेसीसीजे के नामांकन खारिज होने के बाद सिर्फ दो सीटों के लिए सिर्फ दो प्रत्याशी बचे थे। मुख्य विपक्षी पार्टी भाजपा ने राज्यसभा के लिए अपना उम्मीदवार नहीं उतारा था।
कांग्रेस प्रत्याशियों की जीत तय थी
कांग्रेस के उम्मीदवार राजीव शुक्ला और रंजीत रंजन ने सीएम भूपेश बघेल की मौजूदगी में पर्चा भरा था। भाजपा ने इस चुनाव के लिए प्रत्याशी नहीं उतारा है। 90 सदस्यीय विधानसभा में कांग्रेस के 71 विधायक, भाजपा के 14, जेसीसीजे के 3 और बहुजन समाज पार्टी के 2 विधायक हैं। 71 विधायकों के दम पर कांग्रेस के दोनों उम्मीदवारों का निर्विरोध चुना जाना तय था। कांग्रेस ने छत्तीसगढ़ से रंजीत रंजन और राजीव शुक्ला को राज्यसभा का उम्मीदवार बनाया गया है। राजीव शुक्ला जाने माने पत्रकार रहे हैं और वह उत्तर प्रदेश के कानपुर के निवासी हैं। वे 3 बार महाराष्ट्र से राज्यसभा जा चुके हैं। वहीं रंजीत रंजन बिहार के बाहुबली नेता पप्पू यादव की पत्नी हैं। वह लॉन टेनिस की खिलाड़ी रहीं हैं। रंजीत रंजन दो बार लोकसभा सांसद भी रह चुकी हैं।
छत्तीसगढ़ में हैं कांग्रेस के 71 विधायक
राज्यसभा चुनाव में मतदान का फार्मूला है। रिक्त सीटों की संख्या में 1 जोड़कर कुल विधायकों की संख्या का विभाजन किया जाता है। आए नतीजों में फिर 1 जोड़कर न्यूनतम वोटरों की संख्या तय होती है। आप इसे ऐसे भी समझ सकते हैं। छत्तीसगढ़ में राज्यसभा के लिए 2 सीटों पर चुनाव हुए। 2 में 1 जोड़कर संख्या 3 हो जाती है। अब विधायकों की कुल संख्या यानी 90 को 3 से भाग देने पर 30 भागफल आएगा। इस 30 में 1 जोड़ा तो संख्या 31 होगी। यानी किसी प्रत्याशी को जीत के लिए कम से कम 31 विधायकों के समर्थन की जरूरत होगी। छत्तीसगढ़ में कांग्रेस के पास कुल 71 विधायक थे।
राज्यसभा में छत्तीसगढ़ की 5 सीटें हैं
राज्यसभा में छत्तीसगढ़ की 5 सीटें हैं। अभी तक इनमें से 2 पर भाजपा और 3 पर कांग्रेस के सांसद हैं। 29 जून को भाजपा के रामविचार नेताम और कांग्रेस की छाया वर्मा का कार्यकाल पूरा हो जाएगा। उनकी जगह पर कांग्रेस के 2 सांसदों की एंट्री होगी। छत्तीसगढ़ से भाजपा की सरोज पांडेय ही राज्यसभा सांसद रहेंगी, जबकि कांग्रेस से फूलोदेवी नेताम, केटीएस तुलसी, राजीव शुक्ला और रंजीत रंजन की जगह बनेगी। कांग्रेस खेमे से अब केवल फूलोदेवी नेताम ही छत्तीसगढ़ मूल की सांसद होंगी। शेष तीन दिल्ली, उत्तर प्रदेश और बिहार के राजनीतिज्ञ होंगे। दोनों उम्मीदवारों की जीत से कांग्रेस और मजबूत होगी।
Rajeev Shukla and Ranjeet Ranjan reached Rajya Sabha unopposed from Chhattisgarh

Friday was the last day for withdrawal of nominations. Returning officer Dinesh Sharma gave election certificate to Ranjit Ranjan. In the absence of Rajeev Shukla, Sudhir Shukla took his certificate from the Returning Officer. Parliamentary Affairs Minister Ravindra Choubey, MLA Kuldeep Singh Juneja, Parliamentary Secretary Vikas Upadhyay and Congressmen were present on the occasion.
Let us inform that the nomination of Dr. Haridas Bhardwaj, candidate of Janata Congress Chhattisgarh (JCCJ) in the Rajya Sabha elections was rejected on June 1. After this, Congress candidates from Chhattisgarh Rajiv Shukla and Ranjeet Ranjan were almost certain to become MPs unopposed. It was said on behalf of the Returning Officer that Dr. Bhardwaj has not fulfilled the mandatory condition of having a minimum of 9 proposers.
After scrutiny, the Returning Officer declared the nominations of both the Congress candidates as valid under the rules. After the JCCJ’s nomination was rejected, only two candidates were left for only two seats. The main opposition party BJP did not field its candidate for the Rajya Sabha.
The victory of Congress candidates was certain
Congress candidates Rajiv Shukla and Ranjeet Ranjan had filled the form in the presence of CM Bhupesh Baghel. BJP has not fielded a candidate for this election. In the 90-member assembly, Congress has 71 MLAs, BJP 14, JCCJ 3 and Bahujan Samaj Party 2 MLAs. On the strength of 71 MLAs, both the Congress candidates were sure to be elected unopposed. Congress has made Ranjeet Ranjan and Rajeev Shukla Rajya Sabha candidates from Chhattisgarh.
Rajeev Shukla has been a well-known journalist and is a resident of Kanpur, Uttar Pradesh. He has gone to Rajya Sabha from Maharashtra 3 times. On the other hand, Ranjeet Ranjan is the wife of Bihar’s Bahubali leader Pappu Yadav. She has been a Lawn Tennis player. Ranjit Ranjan has also been a two-time Lok Sabha MP.
Congress has 71 MLAs in Chhattisgarh
The voting formula in Rajya Sabha elections is The total number of MLAs is divided by adding 1 to the number of vacant seats. The minimum number of voters is then fixed by adding 1 to the results obtained. You can understand it this way too. In Chhattisgarh, elections were held on 2 seats for Rajya Sabha. Adding 1 to 2 makes the number 3. Now dividing the total number of MLAs i.e. 90 by 3 will give 30 quotient. If 1 is added to this 30 then the number will be 31. That is, a candidate will need the support of at least 31 MLAs to win. Congress had a total of 71 MLAs in Chhattisgarh.
Chhattisgarh has 5 seats in Rajya Sabha
Chhattisgarh has 5 seats in Rajya Sabha. So far, two of these have BJP MPs and three are Congress MPs. On June 29, the tenure of BJP’s Ramvichar Netam and Congress’s Chhaya Verma will be completed. In his place, 2 Congress MPs will be entered. The victory of both the candidates will strengthen the Congress further.
