राष्ट्रपति चुनाव (18 जुलाई 2022) के मतदान के पूर्व भारत के 1761 सांसदों और 4120 विधायकों को ठीक से समझ लेना चाहिये कि विपक्ष के प्रत्याशी, पूर्व नौकरशाह (ख्यात अहंकारी) यशवंत सिन्हा कैसे व्यक्ति हैं? उनका नजरिया और भावना आमजन (सर्वहारा) के प्रति कैसी है? उनके लिये जनता के लोग बस ”ऐरे गैरे” ही हैं।

उन दिनों (1969) में सिन्हा साहब, आईएएस, जनजाति बहुल जिला डुमका (अब झारखण्ड) में जिलाधिकारी थे। इस जनविरोधी घटना का उल्लेख मशहूर और सम्मानित कम्युनिस्ट मंत्री और अर्थशास्त्री बाबू इन्द्रदीप सिन्हा की आत्मकथा ”संघर्ष के पथ पर” (पृष्ठ 196—97, प्रकाशक : अन्वेष, पटना) में हुआ है। तब वे काबीना मंत्री थे।

इन्द्रदीप सिन्हाजी का क्षेत्र वेगूसराय रहा जो भारत का लेनिनग्राड कहलाता था। वे गहरे मार्क्सवादी, स्वतंत्रता सेनानी, हजारीबाग के ब्रिटिश जेल में डॉ. लोहिया के संगी थे। इन्द्रदीप सिन्हाजी ने लिखा : ”एक बार दुमका में महामाया प्रसाद और चन्द्रशेखर सिंह जो उस समय सिंचाई मंत्री थे, दोनों विजिट करने गये। देखा कि करीब 4—5 सौ लड़के एक ब्लाक आफिस को घेरे हुए हैं और पुलिस हथियार लेकर खड़ी है और बूंदकें तान रखी थी।

इसी बीच ये लोग पहुंच गये, पूछा कि ”क्या हो रहा है”? तो बीडीओ ने कहा, ”हुजूर ये लोग कहना नहीं मानते हैं।” चन्द्रशेखर सिंह ने कहा : ”पहले सिपाहियों को वापस कीजिए, बंदूक नीचे कराइए, इनका क्या कहना है, इनकी क्या मांग है, सुनो, उनको क्या कहना है।” उस वक्त वहां डिप्टी कमिश्नर यशवन्त सिन्हा थे जो आजकल वित्त मंत्री हैं। वह कहने लगा, ”मैं ऐरे गैरे लोगों से नहीं मिलता हूं।”

चन्द्रशेखर सिंह ने कहा, ”देखिए, हम लोग तुम्हारे मिनिस्टर हैं, तुम अफसर हो, हम कह रहे हैं, उनका डेलीगेशन बुलाकर बात करो, उनकी क्या शिकायत है, सुनो।” तो वह कहने लगा कि : ”मैंने बहुत मिनिस्टर देखें हैं।” महामाया प्रसाद सिंह और चन्द्रशेखर सिंह, यह सुनने के बाद पटना चले आए। शाम को पटना हवाई अड्डे पर ही मुलाकात हो गयी। तो वहां इन लोगों ने मुझको बताया कि उस दिन दुमका में क्या हुआ। मैंने पूछा कि ”आप लोगों ने क्या किया ?”

इन्होंने कहा ”हम लोगों ने वहां पर कमिश्नर था, उनको बता दिया, उसने डिप्टी कमिश्नर को डांटा।” मैंने कहा, ”और उसके बाद उन्होंने क्या किया?” उन्होंने कहा, ”क्या करते, छोड़ दिया।” मैंने कहा : ”मुख्यमंत्री के यहां ​चलिये।” हम लोग महामाया के यहां आए। हम चन्द्रशेखर सिंह और महामाया तीनों बैठे और चीफ सेक्रेटरी को बुलाया हमने कहा : ”कि उसने (सिन्हा) बहुत गलत किया है। मैं टेलीफोन पर उसको डांट दूंगा।” मैंने कहा कि ”बस ?”

मैंने कहा : ”देखिए, आप कमिश्नर को यहां से आदेश भेजिए कि जो नैक्सट सीनियर अफसर है उसको इसी वक्त चार्ज हैंडओवर कर दे और पटना सेक्रेटरिएट में आकर रिपोर्ट करे।” वह कहने लगे ”बहुत हार्श पनिशमेंट होगा।” मैंने कहा, आप नहीं समझते है हार्श पनिश्मेंट वह डिजर्व करता है। एक डिप्टी कमिश्नर है, आईएएस अफसर है और मिनिस्टर के साथ ऐसे व्यवहार करता है। हम लोगों को मालूम है, जब कांग्रेस का राज था तो ये डिप्टी कमिश्नर लोग मिनिस्टरों के जूते पोंछते थे, मिनिस्टरों के जूतों का फीता खोलते थे।”

तो उसने कहा, ”सर, जैसा कहा जाए।” मैंने कहा कि ”आप ये आदेश दे दीजिए।” चीफ सेक्रेटरी ने सूचना भेज दी। इसके बाद यशवंत सिन्हा ने हिदायत तो नहीं माना। भाग कर दिल्ली चला आया। यशवन्त सिन्हा के ससुर एपसी श्रीवास्तव सप्लाई सेक्रेटरी थे, वह भी आईसीएस अफसर थे, वह दिल्ली में बैठा रहा, पैरवी करके अपना ट्रांसफर केन्द्र में करवा लिया। लेकिन हम लोगों से झगड़ा हो गया। तो मैंने चीफ सेक्रेटरी को कहा कि : ”देखिए, आपका एक अफसर इस तरह से बदतमीजी करेगा, कहना नहीं मानेगा तो हमको पंच करना ही होगा।

रामायण में लिखा है ‘जो दण्ड करो नहीं तोरा, भ्रष्ट हो हि श्रुति मार्ग मोरा’, प्रशासन तो ऐसे नहीं दुरुस्त होगा।” तो यह आदेश गया तो वहीं से भाग कर दिल्ली चला गया। कुछ दिन बाद जब संयुक्त मोर्चे की गवर्नमेंट टूट गयी तो वह फिर पटना आया, लेकिन उसके बाद त्यागपत्र दे दिया और राजनीति में आ गया और आज वित्त मंत्री बना है लेकिन इस घटना ने पूरे बिहार के आईएएस अफसरों में यह संदेश पहुंचा दिया कि यह मिनिस्टरी ऐसे नहीं मानेगी, यह अगर अनुशासन चाहती है तो अनुशासन मानना पड़ेगा। तो एक डिप्टी कमिश्नर को सजा करने से सभी डिप्टी कमिश्नर ठीक से व्यवहार करने लगे।”

Before voting for the Presidential election (18 July 2022) India’s 1761 MPs and 4120 MLAs should understand properly how the opposition candidate, former bureaucrat (remarkably arrogant) Yashwant Sinha is a person? What is their attitude and feeling towards the common man (proletariat)? For him the people of the people are just “Arey Gare”.

In those days (1969), Sinha Saheb, IAS, was the District Magistrate in the tribal dominated district Dumka (now Jharkhand). This anti-people incident has been mentioned in the autobiography of famous and respected communist minister and economist Babu Inderdeep Sinha “On the path of struggle” (pages 196–97, Publisher: Anvesh, Patna). He was the cabinet minister then.

Indradeep Sinhaji’s area was Vegusarai which was called Leningrad of India. He was a deeply Marxist, freedom fighter, an associate of Dr. Lohia in the British prison of Hazaribagh. Indradeep Sinhaji wrote: “Once upon a time in Dumka, both Mahamaya Prasad and Chandrashekhar Singh, who was the irrigation minister at that time, went to visit. Saw that about 4-5 hundred boys are surrounded by a block office and the police is standing with weapons and dropping drops.

In the meantime, these people reached, asked “What is happening”? So the BDO said, “Huzoor, these people do not believe in saying.” Chandrashekhar Singh said: “First bring back the soldiers, get the gun down, what do they have to say, what is their demand, listen, what do they have to say At that time there was Deputy Commissioner Yashwant Sinha who is now the Finance Minister. He said, “I don’t meet people.”

Chandrashekhar Singh said, “Look, we are your ministers, you are officers, we are saying, call their delegation and talk, what is their complaint, listen.” So he started saying that: “I have a lot of ministers. Let’s see.” Mahamaya Prasad Singh and Chandrashekhar Singh, after hearing this, went to Patna. In the evening, the meeting took place at Patna airport itself. So there these people told me what happened in Dumka that day. I asked, “What have you guys done?”

They said, “We told the commissioner there, told him, he scolded the deputy commissioner.” I said, “and what did he do after that?” He said, “what do you do, leave.” ‘ I said: “Come to the Chief Minister’s place.” We came to Mahamaya’s place. We Chandrashekhar Singh and Mahamaya all three sat down and called the Chief Secretary. We said: “He (Sinha) has done a lot wrong. I’ll scold him on the telephone.” I said, “That’s it?”

I said: “Look, you send an order to the commissioner from here to handover the charge to the next senior officer right now and report to the Patna Secretariat.” He said, “It will be a very harsh punishment.” I said. Said, you don’t understand the harsh punishment he deserves. There is a deputy commissioner, an IAS officer and this is how he treats the minister. We know, when the Congress was in power, these deputy commissioners used to wipe the shoes of the ministers, open the laces of the ministers’ shoes.

So he said, “Sir, as it may be said.” I said, “You give this order.” The Chief Secretary sent the information. After this Yashwant Sinha did not accept the instruction. He fled to Delhi. Yashwant Sinha’s father-in-law APC Srivastava was the supply secretary, he was also an ICS officer, he was sitting in Delhi, after lobbying, he got his transfer done at the centre. But we got into a fight. So I told the Chief Secretary that: “Look, one of your officers will misbehave like this, if you do not agree to say then we will have to punch.”

It is written in Ramayana, ‘Those who do not punish, are corrupt, they are Shruti Marg Mora’, the administration will not be like this.” So when this order was passed, he fled from there and went to Delhi. After a few days when the government of United Front broke down, he again came to Patna, but after that resigned and got into politics and became the Finance Minister today, but this incident sent a message to the IAS officers of the whole of Bihar that this ministry Wouldn’t agree like that, If it wants discipline, then discipline has to be obeyed. So by punishing one deputy commissioner, all deputy commissioners started behaving properly.
