दरअसल सरकारी स्कूल फेल नहीं हुए हैं बल्कि यह इसे चलाने वाली सरकारों, नौकरशाहों और नेताओं का फेलियर है। सरकारी स्कूल प्रणाली के हालिया बदसूरती के लिए यही लोग जिम्मेवार है जिन्होंने निजीकरण के नाम पर राज्य की महत्वपूर्ण सम्पति का सर्वनाश कर दिया है। वैसे भी वो राज्य जल्द ही बर्बाद हो जाते है या भ्र्ष्टाचार का गढ़ बन जाते है जिनकी शिक्षा, स्वास्थ्य और पुलिस व्यवस्था पर निजीकरण का सांप कुंडली मारकर बैठ जाता है। एक तरफ जहां प्राइवेट स्कूलों की फीस बहुत मंहगी हो गई है, वहीं दूसरी ओर सरकारी स्कूलों में कक्षा आठ तक मुफ़्त शिक्षा दी जाती है जहां अमीर और गरीब दोनों तरह के छात्र एक साथ पढ़ सकते हैं। दूसरा प्राइवेट स्कूलों की किताबें भी बहुत मंहगी होती हैं वही सरकारी स्कूलों में किताबें मुफ़्त में मिलती हैं और सबसे बड़ी बात यह कि सरकारी स्कूलों में जो शिक्षक नियुक्त किये जाते हैं वह राज्य स्तर की चयन परीक्षा उत्तीर्ण करके आते हैं। इस दृष्टिकोण से सोचें तो आज प्राइवेट स्कूलों के मुकाबले सरकारी स्कूलों को बेहतर विकल्प के तौर पर बढ़ाया जाना चाहिए।
शिक्षा वह नींव है जिस पर हम आने वाले पीढ़ी के भविष्य का निर्माण करते हैं। बंद होते सरकारी स्कूल चिंता का विषय हैं क्योंकि सरकारी स्कूल नहीं होंगे तो गरीब बच्चों का भविष्य का क्या होगा? इन स्कूलों को बंद करने का मुख्य कारण सरकार कम बच्चे होना बताया जा रहा है जबकि मुख्य कारण 40000 अध्यापकों के पद खाली हैं जबकि मीडिल स्कूलों को चलाने के लिए गणित विज्ञान, अंग्रेजी, हिंदी, शारीरिक शिक्षा विषयों के शिक्षकों की आवश्यकता होती है लेकिन सरकार ने 8 वर्षों से जानबूझकर अध्यापकों की भर्ती नहीं की जिससे स्कूलों में अध्यापकों के पद रिक्त होते चले गए पद रिक्त होने के कारण एक अध्यापक गणित विज्ञान अंग्रेजी हिंदी सर्विस को पढ़ा रहा था।
शिक्षकों के अभाव के चलते हैं स्कूलों में बच्चों की संख्या कम होती चली गई जैसा सरकार चाहती थी क्या योजना के अनुसार वैसे ही हुआ स्कूल में बच्चे कम हो और इन स्कूलों को बंद करने का मौका मिल जाए। प्राइवेट स्कूलों से बेहतर रिजल्ट सरकारी स्कूलों के आ रहे हैं जबकि हरियाणा सरकार सरकारी स्कूलों को बंद करने जा रही है तो बच्चों को अनपढ़ रखना चाहती है और युवाओं को रोजगार नहीं देना चाहती।

आज निजी स्कूलों का नेटवर्क देश के हर कोने में फैल गया है। सरकारी स्कूल केवल इस देश के सबसे वंचित और हाशिये पर रह रहे समुदायों के बच्चों की स्कूलिंग में महत्वपूर्ण भूमिका निभा रहे हैं। अच्छे घरों के बच्चे निजी स्कूल में महंगी शिक्षा ग्रहण कर रहें और इस तरह हम भविष्य के लिए दो भारत तैयार कर रहें है।
निजी स्कूलों का बढ़ता कारोबार और बंद होते सरकारी स्कूल देश में एक समान शिक्षा के लिए गंभीर चिंता का विषय है, उदाहरण के लिए हरियाणा जैसे विकसित राज्य में देश की दो बड़ी राजनीतिक पार्टियां भारतीय जनता पार्टी और कांग्रेस पिछले 20 सालों में लगभग सामान रूप से सरकारें बना चुकी हैं, लेकिन राज्य के सरकारी स्कूल आज भी बुनियादी सुविधाओं से कोसो दूर हैं। यहाँ की सरकार अभी सरकारी स्कूली शिक्षा को खत्म करने की चिराग योजना लाई है। अगर आप सरकारी स्कूलों में बच्चे पढ़ाएंगे तो 500₹ आपको भरने हैं, प्राइवेट में पढ़ाएंगे तो 1100₹ सरकार आपके बच्चे की फीस के भरेगी. ये किसे प्रमोट किया जा रहा है? सरकारी स्कूली शिक्षा को या प्राइवेट को?
इसका सीधा-सा मतलब सरकार मानती है कि वे अच्छी शिक्षा नहीं दे पा रहे और प्राइवेट वाले उनसे बेहतर हैं? लेकिन चुनाव के समय अच्छी शिक्षा के लिए जनता से वादे तो किये जाते हैं लेकिन राज्य के विद्यालयों की स्थिति के आंकड़े दिखाते हैं कि सरकारी स्कूलों पर कुछ ख़ास ध्यान नहीं दिया जा रहा है जिसके चलते विद्यार्थिओं का नामांकन कम हो रहा है, और अंत में कम नामांकन के चलते स्कूल बंद कर दिया जाता है।
दरअसल शिक्षा के माफिया स्कूली शिक्षा को एक बड़े बाज़ार के रूप में देख रहे हैं, जिसमें सबसे बड़ी रुकावट सरकारी स्कूल ही हैं। इस रुकावट को तोड़ने के लिए वे आये दिन नई-नई चालबाजियों के साथ सामने आ रहे हैं जिसमें सरकारी स्कूलों में पब्लिक-प्राइवेट पार्टनरशिप वयवस्था को लागू करने पर जोर दे रहें है। शिक्षा की सौदेबाजी के इस काम में नेताओं और अफसरशाही का भी समर्थन मिल रहा है जो सार्वजनिक शिक्षा व्यवस्था को ध्वस्त करने में मदद करते है और चाहते है कि यह व्यवस्था दम तोड़ दे निजीकरण इस व्यस्था को अपने आगोश में लें ले।
यही कारण है कि राज्य सरकारें प्रशिक्षित शिक्षकों की कमी, गुणवत्तापूर्ण शिक्षा, ज़रूरी आधारभूत सुविधाओं की कमी, बच्चों की अनुपस्थिति और बीच में ही पढ़ाई छोड़ देने के मसलों पर सरकार कोई जोर नहीं देती। आपको हैरानी होगी कि हरियाणा में पिछले दस सालों में प्राथमिक शिक्षकों की कोई भर्ती नहीं गई और वहां के लाखों छात्र अपनी योग्यता को साबित कर एचटेट की दस-दस बार परीक्षाएं उत्तीर्ण कर चुके है। इससे यही साबित होता है कि सरकार राज्य की शिक्षा व्यवस्था पर जोर नहीं देना चाहती।
हमें सबके लिए एक समान स्कूल की बात करनी होगी। लेकिन, यह बात इतनी सीधी नहीं है। वैसे भी सावर्जनिक स्कूल तभी अच्छे तरीके से चल सकतें है जब इसके संचालन में समुदाय और अभिभावकों की भागीदारी हो। आज ग्रामींण क्षेत्र के ज्यादार सरकारी स्कूल बच्चों के अभाव में बंद होने के कगार पर है। लोग अपने बच्चों को सरकारी स्कूल की बजाय पीले वाहनों में भेज रहें है। गुणवत्तापूर्ण शिक्षा के लिए समुदाय की सक्रिय भागीदारी ज़रूरी है लेकिन इस दिशा में सबसे बड़ी समस्या संसाधन सम्पन्न अभिभावकों का निजी स्कूलों की तरफ झुकाव है। सरकारी स्कूल के शिक्षक खुद अपने बच्चों को निजी स्कूल में भेज रहे है। ऐसे में वो बाकी लोगो को कैसे प्रेरित कर पाएंगे।
दरअसल हमारे सरकारी स्कूल संचालन/प्रशासन, बजट व प्रशिक्षित शिक्षकों की कमी और ढांचागत सुविधाओं पर खरे उतरने में नाकाम रहे हैं जिससे लोगों का ध्यान सरकारी स्कूलों से हटकर निजी स्कूलों की तरफ पर केंद्रित हो गया हैऔर दूसरा शिक्षा माफियों ने इसे मौका समझकर अपना धंधा बना लिया है। इन माफियों में बड़े-बड़े नौकरशाह और नेता खुद किसी न किस तरह हिस्सेदार है। ऐसे में वो एकदम सरकारी स्कूलों की दिशा और दशा सुधारने के प्रयास नहीं करना चाहते।
ऐसे में एक उम्मीद न्यायपालिका से ही बचती है। वर्तमान दौर में देश भर में शिक्षक पात्रता उत्तीर्ण युवाओं की कोई कमी नहीं है। लेकिन वो नौकरी के अभाव में बेरोजगार है और देश हित में योगदान देने में असमर्थ है। केंद्र सरकार और न्यायपालिका को शिक्षा के निजीकरण पर पूर्ण पाबंदी लगानी चाहिए और देश में सबके लिए एक समान शिक्षा की पहल को पुख्ता करना चाहिए। तुरंत फैसला लेते हुए अब सरकारी स्कूलों में अध्यापक और छात्र अनुपात को घटाया जाये।
ये फैसला बच्चों को गुणवत्तापूर्ण शिक्षा में भी सहायक होगा। सभी निजी स्कूल सरकार के अधीन कर नयी शिक्षक भर्ती करें ताकि देश भर के प्रतिभाशाली शिक्षक हमारी शिक्षा व्यवस्था को मजबूत करें। पहले से चल रहें निजी स्कूल सरकार के लिए एक विकसित व्यस्था का काम करेंगे। सरकार को कोई इमारत और अन्य सामान की व्यवस्था में कोई दिक्क्त नहीं होगी। केवल अपने अधीन कर नए शिक्षक भर्ती करने होंगे। इस कदम से भविष्य में एक भारत का निर्माण होगा, सबको एक समान शिक्षा मिलेगी, गुणवत्ता सुधरेगी, युवाओं की बेरोजगारी घटेगी और शिक्षा माफिया खत्म होंगे।
अभिभावकों का मानना है कि शिक्षा के लिए ज़रूरी सुविधाएँ जैसे कंप्यूटर, शिक्षकों की उचित संख्या, पीने के पानी की उपलब्धता, आदि सरकारी स्कूल की तुलना में निजी स्कूलों ज़्यादा अच्छी होती हैं। “अगर सरकारी स्कूलों में भी अच्छी सुविधाएं सरकार उपलब्ध कराये तो हम या कोई भी व्यक्ति प्राइवेट स्कूलों में इतनी ज़्यादा फीस क्यों देना चाहेगा? आज सरकारी स्कूलों में अधिकांश गरीब परिवार के बच्चे होते हैं, वो बच्चे जिनके पास सरकारी स्कूल के अतिरिक्त कोई दूसरा विकल्प नहीं होता। सरकारी स्कूलों में उचित सुविधाओं के ना होने के कारण सरकारी स्कूलों में लगातार नामांकन कम होते जा रहे हैं।
सरकार स्कूलों को बंद करने के पीछे घटते नामांकन को जिम्मेदार ठहराती है। लेकिन बंद हुए सरकारी स्कूलों की संख्या यह दर्शाती है कि घटते नामांकन के पीछे सिर्फ पलायन ही कारण नहीं है। आज भी चुनाव के समय अच्छी शिक्षा के लिए जनता से वादे तो किये जाते हैं लेकिन राज्य के विद्यालयों की स्थिति के आंकड़े दिखाते हैं कि सरकारी स्कूलों पर कुछ ख़ास ध्यान नहीं दिया जा रहा है जिसके चलते विद्यार्थिओं का नामांकन कम हो रहा है, और अंत में कम नामांकन के चलते स्कूल बंद कर दिया जाता है।
अब तो सरकारी स्कूलों में भी शिक्षण कार्य को आसान और मजेदार बनाने के लिए नई तकनीक का इस्तेमाल किया जा रहा है। बच्चों का मन पढ़ाई में कैसे लगे इसके लिए नित नए-नए तरीके भी सरकारी स्कूलों में इस्तेमाल किये जा रहे हैं और समय-समय पर शिक्षकों को इसकी ट्रेनिंग भी दी जाती है। बच्चों के सर्वांगीण विकास के लिए खेलकूद बहुत जरूरी है। इसके लिए हमारे स्कूलों में खेल के उपकरण भी हैं जिससे बच्चे मध्यावकाश में खेलते हैं।” एक तरफ जहां प्राइवेट स्कूलों की फीस बहुत मंहगी हो गई है, वहीं दूसरी ओर सरकारी स्कूलों में कक्षा आठ तक मुफ़्त शिक्षा दी जाती है जहां अमीर और गरीब दोनों तरह के छात्र एक साथ पढ़ सकते हैं।

Education is the foundation on which we build the future of the coming generation. Government schools are playing a vital role in the schooling of children from only the most deprived and marginalized communities of this country. Children from good homes are getting expensive education in private schools and thus we are preparing two Indias for the future.
The growing business of private schools and the closing down of government schools is a matter of serious concern for uniform education in the country, for example in a developed state like Haryana, the two major political parties of the country, the Bharatiya Janata Party and the Congress, have almost equalized in the last 20 years. Governments have been formed, but even today the government schools in the state are far from basic facilities. The government here has just brought the Chirag scheme to end government school education. If you teach children in government schools, you have to pay 500 ₹, if you teach in private, the government will pay 1100 ₹ for your child’s fees. Who is promoting this? This work of bargaining for education is also getting the support of politicians and bureaucracy who help to destroy the public education system and want this system to die, privatization should take this system in its lap.
This is the reason why the state governments do not give any emphasis on the issues of shortage of trained teachers, quality education, lack of necessary infrastructure facilities, absence of children and drop out in the middle. You will be surprised that there has been no recruitment of primary teachers in Haryana in the last ten years and lakhs of students there have proved their worth and passed the HTET examinations ten times. This proves that the government does not want to emphasize on the education system of the state.
We have to talk about a common school for all. But, this is not so simple. Anyway, public schools can run well only when there is the involvement of the community and parents in its operation. Today most of the government schools in rural areas are on the verge of closure due to lack of children. People are sending their children in yellow vehicles instead of government schools. Active participation of the community is necessary for quality education, but the biggest problem in this direction is the inclination of resourceful parents towards private schools. Government school teachers themselves are sending their children to private schools. In such a situation, how will he be able to inspire others.
In fact, our government schools have failed to meet the running/administration, budget and lack of trained teachers and infrastructural facilities, due to which people’s attention has shifted from government schools to private schools and secondly, the education mafias have taken this as an opportunity. Business is done. Big bureaucrats and politicians themselves are part of these mafia in some way or the other. In such a situation, they do not want to make efforts to improve the direction and condition of government schools at all.
In such a situation, one hope escapes from the judiciary itself. In the present era, there is no dearth of teacher eligibility qualified youth across the country. But he is unemployed due to lack of job and is unable to contribute in the interest of the country. The central government and the judiciary should put a complete ban on privatization of education and strengthen the initiative of equal education for all in the country. Taking immediate decision, now the teacher-student ratio in government schools should be reduced.
This decision will also help in providing quality education to the children. All private schools should recruit new teachers under the government so that talented teachers from all over the country strengthen our education system. The already running private schools will act as a developed system for the government. The government will not face any problem in arranging any building and other items. Only new teachers will have to be recruited under them. With this step, an India will be built in future, everyone will get equal education, quality will improve, unemployment of youth will decrease and education mafia will end.
Parents believe that the facilities required for education like computers, proper number of teachers, availability of drinking water, etc., are better in private schools than government schools. “If the government provides good facilities even in government schools, then why would we or any person want to pay such high fees in private schools? Today, most of the children in government schools are from poor families, those children who have no other option but to go to government school. Due to lack of proper facilities in government schools, enrollment in government schools is continuously decreasing.
The government blames declining enrollment for the closure of schools. But the number of government schools that have closed down shows that migration is not the only reason behind the declining enrollment.
